Mission and Program Overview

Mission

Watch's mission is to make the justice system more effective and responsive in handling cases of domestic violence and juvenile sex trafficking, to improve outcomes for women and children who have been victimized, and to create a more informed and involved public. Watch envisions a judicial system that consistently treats women and children subjected to violence and sex trafficking fairly, expeditiously, and effectively so that victims are given the opportunity to rebuild their lives in safety and achieve stability and success. Watch's work leads to greater safety and stability for victims of violence and greater accountability for violent offenders, and raises public awareness about the prevalence and consequences of domestic violence and sex trafficking.

Watch's mission is to make the justice system more effective and responsive in handling cases of violence against women and children, and to create a more informed public. Watch envisions a judicial system which consistently treats women and children subjected to violence fairly and expeditiously. We seek permanent improvement in the judicial system by providing judges and other participants with appopriate standards of behavior and regular performance feedback.

IN HENNEPIN COUNTY, WATCH MONITORED OVER 3,000 CASES OF VIOLENCE AGAINST WOMEN AND CHILDREN, AND DEVELOPED A NEW TRACKING AND MONITORING SYSTEM THAT WILL ALLOW IT TO MONITOR MORE THAN 5,000 CASES BY THE END OF JUNE 2017.WATCH'S OVERHAUL OF ITS VOLUNTEER TRAINING AND RECRUITING PROGRAM HAS LED TO AN ENORMOUS INCREASE IN ITS RANKS OF ACTIVE VOLUNTEERS OVER A THREE-YEAR PERIOD. WATCH NOW HAS APPROXIMATELY 275 ACTIVE VOLUNTEERS, UP FROM APPROXIMATELY 35 IN 2013. WATCH ALSO WORKS WITH APPROXIMATELY 12-15 INTERNS PER YEAR. TO INCREASE ITS VOLUNTEER RANKS, WATCH FORMED ALLIANCES WITH SEVERAL LOCAL UNDERGRADUATE AND GRADUATE SCHOOLS, AS WELL AS LAW SCHOOLS. WATCH PRIORITIZED RECRUITING MINORITY VOLUNTEERS TO FURTHER PROMOTE DIVERSE OBSERVATIONS AND PERSPECTIVES FROM ITS VOLUNTEERS.WATCH CONTINUED ITS SEX TRAFFICKING PROJECT, WHICH ENTAILS MONITORING EVERY CASE OF SEX TRAFFICKING IN HENNEPIN AND RAMSEY COUNTIES IN MINNESOTA. THE SEX TRAFFICKING CASES ARE BEING MONITORED BY WATCH VOLUNTEERS FROM FIRST APPEARANCE THROUGH SENTENCING, AND INCLUDE POST-SENTENCING MONITORING FOR ANY PROBATION VIOLATIONS. WHILE WATCH IS MAINTAINING COMPREHENSIVE DATA ON BOTH JUVENILE AND ADULT TRAFFICKING CASES, THE MAIN FOCUS OF THE STUDY IS ON SEX TRAFFICKED JUVENILES. FOLLOWING THE PASSAGE OF THE MINNESOTA'S SAFE HARBOR LAW IN 2011, WHICH WAS FULLY IMPLEMENTED IN AUGUST 2014, WATCH UNDERTOOK MONITORING JUVENILE SEX TRAFFICKING CASES TO RECORD THE VOLUME OF THESE CASES, HOW THEY WERE BEING CHARGED, THE DEMOGRAPHICS OF THE CASES, HOW THE CASES WERE RESOLVED, AS WELL AS WHAT THE SENTENCES WERE. IN ADDITION TO THIS INFORMATION, AND ITS VOLUNTEERS' OBSERVATIONS, WATCH ALSO MAINTAINS OTHER COMPREHENSIVE DATA ON HOW EACH CASE IS PROCESSED AND HANDLED. WATCH BEGAN THE FINAL STAGE OF THE STUDY, WHICH INVOLVES INTERVIEWING LAW ENFORCEMENT, PROSECUTORS, DEFENDANTS, AND JUDGES REGARDING THE SPECIFICS OF PARTICULAR CASES. WATCH EXPECTS TO ISSUE A REPORT ON ITS FINDINGS IN THE FALL OF 2016, TWO YEARS AFTER SAFE HARBOR WAS FULLY IMPLEMENTED.WATCH DEVELOPED AND DISSEMINATED 12 ISSUES OF THE WATCH CHRONICLE, ITS MONTHLY NEWSLETTER, WHICH GOES OUT VIA EMAIL TO OVER 800 DONORS, JUDICIAL SYSTEM PARTICIPANTS, AND OTHER WATCH STAKEHOLDERS.
