Opportunity Partners is a nonprofit organization that advances the quality of life for more than 2,000 people with disabilities each year through employment, residential and training programs that help people live more independently, succeed on the job, and lead lives filled with purpose and meaning. When we provide the tools for individuals to build themselves up, they in turn build up our community.

Governance Explanations

Form 990, Part VI, Section A, line 1

The executive committee shall consist of the corporate officers and the Chief Executive Officer, and up to three (3) additional non-officer members of the Board of Directors elected by the Board of Directors to staggered two-year terms. The Chair of the Board will chair the Executive Committee. A majority of the members of the Executive Committee shall constitute a quorum. The Executive Committee can act by the vote of a majority of the committee members present. The chair shall report any actions of the committee to the Board of Directors at the next meeting of the board. The committee shall conduct an annual review of the performance of the President/Chief Executive Officer and make recommendations to the Board of Directors related to executive compensation matters. The President/Chief Executive Officer shall recuse him or herself during the vote with respect to executive compensation matters. The committee shall have oversight regarding and make any needed recommendations to the Board of Directors related to (A) changes to the governing documents of the corporation, and (B) the corporation's conflict of interest and other governance policies. In addition, the committee will work with the President/Chief Executive Officer to assure the preparation of drafts of strategic plans for the Board of Directors' consideration. The Executive Committee shall have the authority to retain legal counsel to advise the Board of Directors as may be necessary.

The organization's bylaws were updated to increase the maximum number of non-officer directors that serve on the executive committee from two to three.

Financial Statement Notes

Part V, Line 4:

The goals and objective of Opportunity Partners endowment fund are to invest contributions according to donor wishes, maintain purchasing power of the fund, and provide a stable source of income to be applied (spent) as designated by the Board of Directors. The spending policy states that the Board will designate each year how unrestricted earnings will be spent. Spending is not intended to be for general operating purposes, but instead will be used for projects designated by the Board. Restricted earnings will be spent as directed by the donor.

Part X, Line 2:

In accordance with the accounting standard on Accounting for Uncertainty in Income Taxes, the Organization addresses the determination of whether tax benefits claimed on a tax return should be recorded in the financial statements. Under this guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merit of the position. Examples of tax positions include the tax-exempt status of the Organization and various positions related to the potential sources of unrelated business taxable income. There were no unrecognized tax benefits identified or recorded as liabilities during 2016 and 2015.

IRS990/Desc0Vocational services:Founded in 1953 by visionary parents who wanted a better life for their teenage children with disabilities, Opportunity Partners has always focused on the abilities of people. At a time when many people with disabilities were insititutionalized, the organization provided a place where people could learn job skills and experience the sense of pride that comes from earning a paycheck. In 1959, Opportunity Partners became the first provider in the Twin Cities to place people with disabilities with employers in the community.Opportunity Partners has grown over the years to serve more than 2,000 individuals in 2016 at hundreds of job sites, residences and community settings throughout the greater Twin Cities metropolitan area. Opportunity Partners provides support to a wide range of individuals - from teens with fetal alcohol effect to adults recovering from stroke to seniors with Down syndrome. No matter what the challenge, our services help people with disabilities to lead more rewarding and meaningful lives. Opportunity Partners provides classroom and hands-on training to help people acquire skills for economic participation, independent living, and civic engagement such as how to write a resume, shop for groceries, and register to vote. Employment programs offer vocational assessments, career training, job placement, and ongoing support in the workplace. Program participants gain experience and earn an income at Opportunity Partners production centers or in the community at more than 250 businesses. 2016 Vocational milestones:-Opportunity Partners had 113 independent, community job placements for people with disabilities. -The average wage for its independent, community jobs is $11.66 per hour.-Opportunity Partners continue to expand My Career Path, a program designed to transition people from center-based to community work.-Opportunity Partners is accredited through CARF International, the Commission on Accreditation of Rehabilitation Facilities. During its last accrediting period (2014), Opportunity Partners was reaccredited for a period of three years for its Community Employment, Community Integration, and Employment Planning and Skills Training programs. The latest accreditation is the seventh consecutive three-year accreditation that the international accrediting body has awarded to Opportunity Partners. This represents the highest level of accreditation that can be awarded to an organization and shows a substantial conformance to the CARF standards. An organization receiving a three-year accreditation has put itself through a rigorous peer review process and demonstrated to a team of surveyors during an on-site visit its commitment to offering services that are measurable, accountable, and of the highest quality. -In addition to its three-year accreditation, Opportunity Partners was awarded "exemplary conformance" for its public policy efforts, including its Committee of Advocacy and Leadership (COAL). COAL, more than 50 members strong, is a person-first group for and by people served by Opportunity Partners who want to learn, teach and practice self-advocacy. More than 300 staff, self-advocates and family members representing Opportunity Partners attended advocacy events during the 2015 and 2016 legislative sessions, advocating for disability issues including a 5% rate increase for Home and Community Based Services.-In 2015, Opportunity Partners' advocacy efforts earned statewide recognition when the organization's Committee of Advocacy & Leadership (COAL) - made up of people with disabilities and staff allies - receive top honors in the Advocacy category in the nonprofit Mission & Excellence awards from the Minnesota Council of Nonprofits and MAP for Nonprofits.-A program that Opportunity Partners is especially proud of is its Certified Learning Platform program which provides training and education for people with disabilities.
