Governance Explanations

Form 990, Part VI, Section B, Line 11B

The prepared form 990 is reviewed and approved by the members of the board of directors; it is reviewed by the executive director and the director of business operations prior to its filing.

Form 990, Part VI, Section B, Line 12C

All directors and officers annually complete and sign a conflict of interest statement. The governing body reviews these statements to determine whether a conflict exists and also reviews any actual conflicts. Any person with a conflict is prohibited from participating in the governing body's deliberations and decisions in the transaction.

Form 990, Part VI, Section B, Line 15A

The board of directors is the only entity authorized to extend offers of employment to candidates for the position of executive director. The executive director's compensation is determined by the board of directors at the time of hire and is reviewed annually. The compensation level considers comparable positions at similar organizations in the region. Information is typically pulled from compensation surveys by reliable sources as well as compensation information filed publicly with the irs.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy and financial statements available to the public upon request.

Form 990, Part I, Line 19

This year's defecit was planned in the organization's multi-year operating budget, which is being supplmented by funds from an operating reserve established during the capital campaign. The reserve supports the organization as it builds capacity in response to the facility expansion and an increase in community needs. The organization will spend down the reserve over the next several years, and it will increase revenues from other sources.

IRS990/ProgSrvcAccomActy2Grp/Desc0THE GOAL OF THESE PROGRAMS ARE TO DECREASE ISOLATION AND PROVIDE SAFETY PLANNING, SUPPORT, INFORMATION AND REFERRALS TO VICTIMS AND SURVIVORS OF DOMESTIC VIOLENCE. CRISIS INTERVENTION INCLUDES THE 24-HOUR HELP LINE, LEAP (LAW ENFORCEMENT ADVOCATE PARTNERSHIP), AND WALK-IN COMMUNITY RESPONSE SERVICES. THE MOST SIGNIFICANT SERVICE OFFERED IS THE HELP LINE WHICH IS THE POINT OF FIRST CONTACT (EXCEPT LEAP WALK-INS) FOR ALL DAIS SERVICES, AND IN 2016, THIS LINE FIELDED 17,582 CALLS. COMMUNITY SUPPORT SERVICES INCLUDES FACE-TO-FACE COMMUNITY RESPONSE SERVICES AND SUPPORT GROUPS. IN 2016, THE COMMUNITY RESPONSE PROGRAM SERVED 253 CLIENTS AND THE SUPPORT GROUP PROGRAM SERVED 156 CLIENTS. MORE DETAILED INFORMATION ON EACH PROGRAM AREA CAN BE FOUND IN SCHEDULE O.24-HOUR HELP LINETHIS FREE AND CONFIDENTIAL LINE IS THE GATEWAY THROUGH WHICH CLIENTS CAN ACCESS ALL DAIS SERVICES. HELP LINE ADVOCATES CAN BE REACHED VIA PHONE. THE HELP LINE IS PRIMARILY STAFFED BY VOLUNTEERS AND ADVOCATES PROVIDE SUPPORT, INFORMATION, REFERRALS TO OTHER COMMUNITY AGENCIES, AND SAFETY PLANNING.COMMUNITY RESPONSETHIS PROGRAM PROVIDES CLIENTS WITH FACE-TO-FACE EMERGENCY SAFETY PLANNING WITH TRAINED ADVOCATES, BASIC RESTRAINING ORDER ASSISTANCE, HOUSING INFORMATION, SUPPORT, AND REFERRALS TO OTHER COMMUNITY RESOURCES. MEETINGS CAN BE HELD AT DAIS AS WELL AS AT SAFE, CONFIDENTIAL PARTNERSHIP SITES ACROSS DANE COUNTY INCLUDING HOSPITALS, CLINICS, LIBRARIES, OR OTHER HUMAN SERVICES ORGANIZATIONS. THERE ARE SITES LOCATED BOTH WITHIN MADISON AND IN RURAL COMMUNITIES IN DANE COUNTY TO INCREASE ACCESSIBILITY OF SERVICES TO VICTIMS LIVING IN RURAL AREAS.SUPPORT GROUPDAIS SUPPORT GROUPS HELP MEMBERS OF THE COMMUNITY DECREASE THEIR ISOLATION, INCREASE THEIR SAFETY, AND CONNECT WITH OTHER DAIS SURVIVORS. DAIS OFFERS FIVE WEEKLY SUPPORT GROUPS FOR ANYONE WHO IDENTIFIES AS A FEMALE VICTIM OF DOMESTIC VIOLENCE, INCLUDING ONE FOR WOMEN OVER THE AGE OF 50, ONE FOR SPANISH SPEAKERS, AND ONE FOR SEXUAL VIOLENCE SURVIVORS. DAIS ALSO OFFERS ONE MONTHLY SUPPORT GROUP FOR FAMILY AND FRIENDS OF SURVIVORS.LEAP (LAW ENFORCEMENT ADVOCATE PARTNERSHIP)LEAP MORE QUICKLY CONNECTS VICTIMS OF DOMESTIC VIOLENCE IN THE CITY OF MADISON WITH THE ADVOCACY SERVICES PROVIDED BY DAIS. BECAUSE OF VARIOUS BARRIERS, MANY VICTIMS DO NOT TAKE ADVANTAGE OF VICTIM ADVOCACY SERVICES AFTER A DOMESTIC ABUSE ARREST. THE LEAP PROGRAM IS A JOINT EFFORT BETWEEN THE MADISON POLICE DEPARTMENT AND DAIS FOCUSED ON REACHING OUT TO VICTIMS TO OVERCOME THESE BARRIERS AND OFFER SUPPORTIVE SERVICES. IN 2016, OFFICERS COMPLETED 862 REFERRALS TO DAIS.VOLUNTEERSVOLUNTEERS ARE CRITICAL TO THE OPERATION OF DAIS PROGRAMS AND SERVICES.IN 2016 THERE WERE 191 ACTIVE VOLUNTEERS THAT SERVED THE ORGANIZATION BY VOLUNTEERING DIRECTLY WITH CLIENTS IN EACH OF ITS PROGRAMS AND BY SUPPORTING DAIS COMMUNITY OUTREACH AND ADMINISTRATIVE FUNCTIONS. IN TOTAL, VOLUNTEERS ESTIMATED 11,138 HOURS IN SERVICE TO DAIS.
