Mission

To assure housing for socially and economically vulnerable residents of kalamazoo county.

Major Activities

Activity 2
Hri family shelter: the hri family shelter focuses on rapidly re-housing kalamazoo county homeless families with children. As a gateway to the hri service continuum, the eleanor house assists hri in fulfilling its mission of assuring housing for socially and economically vulnerable residents of kalamazoo county. It provides round the clock, 24 hour staffing, 365 days a year, making the facility accessible to families who need shelter during evenings, weekends or holidays. The eleanor house family shelter specializes in serving two parent families, and male-headed households, in addition to the more common female-headed household. The eleanor house provides a home-like atmosphere where families can regain their footing and seek solutions to their housing crisis by staying together as a family unit. The eleanor house is complete with meals, community areas, resident telephone, laundry facilities, resident computer and children's play area. Residents work to resolve their housing crisis by developing and implementing homeless resolution action plans. Staff provide resources to residents such as casework services, housing search and community referrals. Staff pursue and maintain strong working relationships with mainstream service providers like the department of human services, local public school districts, community mental health and other providers of shelter services on behalf of residents.
Activity 3
Property oversight: in addition to the direct service component, hri is also partner in over 281 units of low income housing tax credit (lihtc). This partnership oversees four properties to ensure compliance with lihtc regulations, section 8, facility upkeep and overall property management functions. Direct property management is outsourced to an experienced and well reputable third party partner. Monthly administration includes: oversight of property financials, asset management, property enhancements and inspections.

THIS PAST YEAR BROUGHT A MAJOR SHIFT IN THE MANNER STATE AND FEDERAL GOVERNMENTS FUND HOMELESS ASSISTANCE PROGRAMS. NOW MANDATING A SINGLE LEAD AGENCY/FIDUCIARY, HRI WAS SELECTED BY LOCAL FUNDERS AND SERVICE PROVIDERS ALIKE TO PERFORM THIS ROLE FOR KALAMAZOO COUNTY. THIS REQUIRES HRI TO ALLOCATE AND MONITOR FUNDING RECEIVED ON BEHALF OF THE ENTIRE COMMUNITY. WITHOUT HRI FULFILLING THIS ROLE, SEVERAL MILLION DOLLARS IN FUNDING TO OUR COMMUNITY WOULD BE LOST AND REDIRECTED TO OTHER COMMUNITIES ACROSS MICHIGAN. HRI PROVIDES: --CENTRALIZED INTAKE AND ASSESSMENT: HRI IS THE COMMUNITY'S PRIMARY CLEARINGHOUSE FOR HOUSING SOLUTIONS OFFERING A CENTRALIZED PROCESS TO ASSIST HOMELESS OR AT-RISK HOUSEHOLDS. AS THE HOUSING ASSESSMENT RESOURCE AGENCY (HARA) WORKS WITH COMMUNITY PARTNERS TO LEVERAGE AND COORDINATE COMMUNITY RESOURCES TO ENSURE EFFECTIVE SHELTER DIVERSION AND RAPID RE- HOUSING ACTIVITY. HRI IN CONJUNCTION WITH GRYPHON PLACE 2-1-1 PRIORITIZE HOUSEHOLDS BASED ON THE SEVERITY OF THEIR HOUSING CRISIS, AND DETERMINE THE MOST APPROPRIATE RESPONSE FOR THE SITUATION PRESENTED. SPECIFIC HARA ACTIVITIES INCLUDE: ARRANGING, COORDINATING, LINKING AND MONITORING THE DELIVERY OF SERVICES THAT ASSIST PARTICIPANTS TO OBTAIN AND SUSTAIN HOUSING STABILITY; MONITORING PROGRAM PARTICIPANT PROGRESS, ASSURING THAT THE RIGHTS OF PARTICIPANTS ARE PROTECTED, DEVELOPING INDIVIDUAL HOUSING PLANS, AND HOUSING SEARCH AND PLACEMENT ACTIVITIES. --HOMELESS PREVENTION: HRI IS KALAMAZOO COUNTY'S LEAD PRIVATE AGENCY FOCUSING ON REDUCING EVICTIONS FOR LOW INCOME RESIDENTS. IN 2010 HRI PLAYED A CENTRAL ROLE IN OFFERING ON-SITE SERVICES AT THE COURT TO AVOID HOMELESSNESS AND REOCCURRENCE OF EVICTION. THIS TRULY UNIQUE COLLABORATIVE BRINGS TOGETHER PRIVATE & PUBLIC AGENCIES, LANDLORDS, TENANTS, SUPPORT SERVICES AND THE COURTS WITHIN A SEAMLESS PROCESS TO PRESERVE EXISTING HOUSING WHENEVER POSSIBLE. SERVICES INCLUDE CO-LOCATION OF STAFF AT THE 8TH DISTRICT COURT, THE CREATION OF THE WEEKLY COMMUNITY HOUSING HOUR AND COUNTY-WIDE CENTRAL INTAKE AND ASSESSMENT PROCESS LOCATED IN THE GOODWILL HUMAN SERVICES CAMPUS WHERE HRI IS LOCATED. --RAPID RE-HOUSING: HRI HAS A LONG STANDING COMMITMENT TO RAPIDLY EXIT HOMELESS HOUSEHOLDS FROM A SHELTER OR UNSUSTAINABLE HOUSING SITUATION TO NEW HOUSING IN THE HOPES OF ELIMINATING REPEAT EPISODES OF HOMELESSNESS. GIVEN THE COMPLEX NEEDS OF THESE VULNERABLE HOUSEHOLDS MORE INTENSIVE INTERVENTION IS PROVIDED FOR UP TO EIGHTEEN MONTHS IN SUPPORT OF TRANSITION TO INDEPENDENCE (TRANSITIONAL HOUSING). --PERMANENT SUPPORTIVE HOUSING: 40 (AN ADDITIONAL 5 UNITS WERE AWARDED IN 2010 FROM HUD) SCATTERED-SITE RENTAL UNITS FOR HOMELESS FAMILIES WHERE THE HEAD OF HOUSEHOLD HAS A LONG TERM DISABILITY. A PERMANENT RENTAL HOUSING SUBSIDY PROVIDES PARTICIPANTS WITH ONGOING SUPPORTIVE SERVICES. CLIENTS ESTABLISH INDIVIDUAL GOALS AND WORK TOWARD ACCOMPLISHING THEM WITH ASSISTANCE WITH HRI STAFF AND PARTNERING AGENCIES. UNDER THIS GUIDANCE, THE ORGANIZATION MAY RECOGNIZE THE TAX BENEFIT FROM AN UNCERTAIN TAX POSITION; AND ONLY IF THE TAX POSITION IS MORE THAN LIKELY TO BE SUSTAINED BASED ON THE TECHNICAL MERITS OF THE POSITION ON EXAMINATION BY TAXING AUTHORITIES. EXAMPLES OF TAX POSITIONS INCLUDE THE TAX-EXEMPT STATUS OF THE ORGANIZATION AND VARIOUS POSITIONS RELATED TO THE POTENTIAL SOURCES OF UNRELATED BUSINESS TAXABLE INCOME (UBIT). THE TAX BENEFITS RECOGNIZED IN THE FINANCIAL STATEMENTS FROM SUCH A POSITION ARE MEASURED BASED ON THE LARGEST BENEFIT THAT HAS A GREATER THAN 50 PERCENT LIKELIHOOD OF BEING REALIZED UPON ULTIMATE SETTLEMENT.
