Financial Statement Notes

PART X, LINE 2:

The agency is a not-for-profit organization and claim exemption from federal and state income taxes under section 501(c)(3) of the internal revenue code and similar provisions for state tax law. In addition, the agency qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an agency that is not a private foundation under section 509(a)(2). In accordance with fasb asc 740-10 which addresses income taxes, the agency believes there are no significant uncertain tax positions resulting in liabilities that would have been required to be recorded for the year ended june 30, 2014. The agencys form 990 for 2011, 2012, and 2013 are subject to examination by the internal revenue service (irs), generally for three years after they were filed.

THIS INCLUDED 698 HOUSEHOLDS WHO RECEIVED HELP THROUGH THE SUMMER ENERGY PROGRAM, 3,850 WHO RECEIVED HELP THROUGH THE REGULAR ENERGY PROGRAM (DVP), AND 1,004 HOUSEHOLDS RECEIVED RECONNECTION ASSISTANCE. THE PROGRAM SERVES TO PROVIDE NEEDED UTILITY RELIEF IN THE FORM OF PAYMENTS MADE DIRECTLY TO UTILITY VENDORS. THE PROGRAM ALSO CONTAINS AN EMERGENCY COMPONENT FOR RESTORING HEAT THAT WAS DISCONNECTED FOR NON-PAYMENT OR TO ASSIST WHEN A CUSTOMER NEEDS DELIVERED FUEL. THE LIHEAP PROGRAM ALSO ASSISTED 27, LOW-INCOME HOME OWNERS WITH FURNACE REPAIR OR REPLACED WHOSE FURNACE WAS INOPERABLE. THE PIPP PROGRAM (PERCENTAGE OF INCOME PAYMENT PLAN) CONTINUES TO INCREASE EACH YEAR TO ALLOW MORE HOUSEHOLDS TO BENEFIT FROM THIS AFFORDABLE PAYMENT OPTION. THE PIPP PROGRAM ALLOWS PARTICIPANTS TO PAY 6% OF THEIR INCOME TO THEIR UTILITY. THERE WERE 385 HOUSEHOLDS ON THE PIPP PROGRAM IN OUR SERVICES AREA LAST YEAR. NOT ONLY DOES THIS PROVIDE FOR AFFORDABLE PAYMENTS, BUT IF A PARTICIPANT ENROLLS IN THE PROGRAM WITH AN ARREARAGE, IT CAN BE ERASED IN A YEAR IF THE CUSTOMER MAKES ON-TIME PAYMENTS. THE LIHEAP PROGRAM CONTINUES TO BE A VITAL PROGRAM FOR LOW-INCOME HOUSEHOLDS. BCMW COMMUNITY SERVICES WAS ABLE TO WEATHERIZE 87 HOMES IN A FOUR COUNTY AREA IN THE PAST YEAR. WE SERVE BOND, CLINTON, MARION, AND WASHINGTON COUNTIES IN THIS PROGRAM. OUR PROGRAM YEAR STARTS ON JULY 1ST AND RUNS THROUGH JUNE 30TH. BCMW HAS ITS OWN CREWS AND EQUIPMENT FOR THE WEATHERIZATION WORK. ALL MATERIAL PRICING IS DETERMINED BY A SEALED BID PROCESS THAT IS HELD IN JUNE OF EACH YEAR. THE WEATHERIZATION PROGRAM ASSESSOR CONDUCTS AN ENERGY AUDIT TO DETERMINE WHERE THE GREATEST AIR LOSS IS IN THE HOME. THE FURNACE IS LOOKED AT TO DETERMINE IF IT NEEDS ANY REPAIRS AND IF IT IS SUFFICIENT TO HEAT THE HOME. IF IT DOES NOT NEED REPLACED, A CLEAN AND TUNE IS CONDUCTED ON THE FURNACE. INSULATION IS ALWAYS A CONCERN THAT IS LOOKED AT IN EACH HOME. WEATHER-STRIPPING AND SEALING OF AIR LEAKS IS ALSO A TOP PRIORITY.

THE HOME PROGRAM HELPS LOW INCOME PEOPLE WHO OWN THEIR HOME RECEIVE REHABILITATION WORK. IT IS WORK THAT THEY WOULDN'T BE ABLE TO AFFORD WITHOUT GETTING A SECOND MORTGAGE OR GOING INTO DEBT. THE PROGRAM COVERS ROOFS, PLUMBING, WIRING, FLOORING, WINDORS. THE HOUSING QUALITY STANDARDS GUIDELINES ARE FOLLOWED TO DETERMINE WHAT NEEDS TO BE DONE TO THE HOME. THE TOTAL AMOUNT OF REHABILITATION WORK FOR THE PROGRAM CANNOT GO OVER $30,000 PER HOME.

THE CSBG PROGRAM CONTAINS AN EMPLOYEE SUPPORT PROGRAM TO HELP LOW-INCOME WORKERS MAINTAIN EMPLOYMENT. SUPPORT WAS PROVIDED IN THE WAY OF CAR REPAIRS, CAR INSURANCE, UNIFORMS, WORK TOOLS, GAS, ETC TO ASSIST FORTY LOW-INCOME WORKERS THIS PAST YEAR. THE CSBG PROGRAM PROVIDES TEN $500 SCHOLARSHIPS ANNUALLY TO ASSIST LOW-INCOME STUDENTS WITH THEIR POST-SECONDARY EDUCATION. THE CSBG PROGRAM ALSO ASSISTED OVER 800 INDIVIDUALS WITH EMERGENCY SERVICES SUCH AS FOOD, SHELTER, TRANSPORTATION, MEDICINE AND HEALTH AND SAFETY RELATED HOME REPAIRS. INFORMATION AND REFERRAL SERVICES ARE ALSO A MAJOR COMPONENT TO THE CSBG PROGRAM.
