Mission

MACED works with people in eastern Kentucky and Central Appalachia to create economic opportunity, strengthen democracy and support the sustainable use of natural resources.

Major Activities

Activity 2
The Forestry Program provides private landowners with education, financial assistance to cover the costs of management activities, and new income options such as carbon offsets to incent sustainable forest management. At the close of fiscal year 2012, a total of 48 landowners representing 28,739 acres were enrolled. Another 20 landowners representing 17,170 acres were actively seeking enrollment. Since the beginning of the program, landowners have been paid $144,083 and consulting foresters have earned $534,818 from forest inventories.
Activity 3
The Central Appalachian Network (CAN) is composed of six nonprofits that promote environmentally sustainable community development in Central Appalachia. CAN's goals include strengthening Central Appalachia's healthy food sector through value chain development, increasing the capacity of CAN and CAN partners, and engaging in policy change that supports sustainable development in Central Appalachia. In fiscal year 2012, CAN continued its work to support and strengthen local food value chains. MACED serves as fiscal sponsor for CAN.

IRS990/ActivityOther/Description0Research & Policy MACED's research and policy efforts seek to remove the barriers that hinder sustainable development strategies and to make government more effective in promoting development that works for people and places in need in Central Appalachia. In fiscal year 2012 we worked with the Kentucky Sustainable Energy Alliance to host a successful lobby day and legislator reception in support of the Clean Energy Opportunity Act. The bill received a hearing in the Tourism Development and Energy Committee, and MACED staffer Chris Woolery was among those who testified. We released a report by Synapse Energy Economics on the impact of the bill, including that it would create 28,000 jobs on full implementation. We also released a report titled Promoting Long-Term Investment in Appalachian Kentucky: A Permanent Coal Severance Tax Fund. This report proposes the creation of a permanent fund along with a new plan and structure to help fund economic transition-related investments far into the future. Kentucky Center for Economic Policy The Kentucky Center for Economic Policy (KCEP) is a provider of solid information and grounded analysis about state fiscal and economic policy issues and their impact on low- and moderate-income Kentuckians. Twelve research publications were produced in fiscal year 2012, and KCEP Director Jason Bailey was named to the Governor's Blue Ribbon Commission on Tax Reform.How$martKYThe How$martKY program is a demonstration of a flexible investment structure that allows utility customers to pay for a portion of an efficiency upgrade each time they pay their utility bills, in effect paying for the retrofit out of the savings it produces. In fiscal year 2012, 52 homes received retrofits. On average, those 52 homes are projected to save 8,200 kWh in the twelve months following the retrofit, and on average, each home is expected to save $566 annually.Energy Efficient EnterprisesThe Energy Efficient Enterprises project helps small businesses and enterprises reduce energy costs and consumption through increased energy efficiency. In fiscal year 2012 we provided five hours or more of technical assistance to each of 15 contractors and 35 enterprises. Forty retrofits were completed. An estimated 2,848 MMBtu of energy will be saved in the first twelve months following these retrofits. Several solar energy projects were installed with the help of expertise provided by E3. They should generate an estimated 102,211 kWh annually.General Community Development Historically, MACED has provided administrative support services to and has maintained a joint employer relationship with several small nonprofits whose mission closely aligns with MACED's. Currently MACED provides these services to Kentucky Natural Lands Trust (KNLT). KNLT is a nonprofit conservation organization working to secure funds to protect natural lands and provide for their long-term stewardship.

IRS990/Description0MACED's Enterprise Development Program helps entrepreneurs develop the tools and skills they need to create quality jobs through strong businesses that provide important community services. We provide access to capital and combine our investment capital with training and technical assistance to increase the capacity of entrepreneurs. At fiscal year end, the combined portfolio of MACED and its affiliated nonprofit Appalachian Investment Corporation included 163 loans totaling $10,097,733. In fiscal year 2012 we closed 29 loans totaling $2,468,009. As a result, 56 jobs were saved and we project that another 49 jobs were created. Our staff and contractors provided 2,117 total hours of technical assistance.
