Form 990, Part VI, Section B, Line 11B

The draft of the form 990 will be circulated prior to a board meeting for members to review and comment. It would be ratified by the board prior to filing.

The hr manager leads a salary review twice a year with managers and reviews recommendations on salary increases. The increases are reviewed by the ceo, chief financial and people officer and chief technology officer. Compensation changes for executives are also reviewed by the ceo and subset of the board.

Financial Statement Notes

PART X, LINE 2:

The organization is considered to be a public charity and is exempt from federal income tax under section 501(c)(3) of the internal revenue code. The organization is exempt from state tax under state of california revenue and taxation code section 23701d. Only unrelated business income is subject to federal and state income tax. Since all the organization's income is related to its exempt purpose, no provision for income taxes has been made in the accompanying financial statements. The organization has adopted the accounting standard related to uncertainties in income taxes. The organization evaluates uncertain tax positions through its review of the source of revenue to identify unrelated business income and certain other matters, including those which may affect its tax exempt status. Management believes their estimates related to income tax uncertainties are appropriate based on the current facts and circumstances. The organization's federal returns of organization exempt from income tax (form 990) for years ended december 31, 2016 and after are subject to examination by the irs, generally for three years after they are filed. The organization's state returns (form 199) for the years ended december 31, 2015 and after could be subject to examination by state (california) taxing authorities, generally for four years after they are filed.

IRS990/Desc0SAFETY NET:THE GETCALFRESH SERVICE IMPROVES HOW GOVERNMENT DELIVERS FOOD ASSISTANCE TO FAMILIES IN NEED. GETCALFRESH SUPPORTS APPLICANTS THROUGH THE CALFRESH, CALIFORNIA'S SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM ("SNAP"), ENROLLMENT PROCESS. THE GETCALFRESH TEAM IS ABLE TO SEE BARRIERS IN ACCESSING BENEFITS AND SHARE THESE INSIGHTS WITH GOVERNMENT PARTNERS TO IMPROVE OUTCOMES. THE GOAL IS TO FULLY CLOSE THE CALFRESH PARTICIPATION GAP, AND ENSURE THAT EVERY ELIGIBLE CALIFORNIAN CAM HAVE A DIGNIFIED EXPERIENCE ACCESSING MUCH-NEEDED FOOD BENEFITS.IN JUNE, GETCALFRESH EXPANDED TO EVERY COUNTY IN CALIFORNIA IN THREE DIFFERENT LANGUAGES-AND IN 2019 ALONE WE HELPED MORE THAN 1 MILLION PEOPLE APPLY FOR FOOD BENEFITS! FOR A PROJECT THAT STARTED AS A ROGUE EXPERIMENT TO SHOW THAT APPLYING FOR FOOD ASSISTANCE COULD BE DRAMATICALLY BETTER FOR APPLICANTS AND MORE EFFECTIVELY ADMINISTERED, WE'VE COME A LONG WAY.THE INTEGRATED BENEFITS INITIATIVE LEVERAGES TECHNOLOGY AND DESIGN TO DEMONSTRATE A MORE HUMAN-CENTERED SOCIAL SAFETY NET THAT ENABLES ACCESS, IMPROVES EFFICIENCY, AND PROMOTES INTEGRITY. TO ACHIEVE THIS, THE ORGANIZATION PARTNERED WITH THE CENTER ON BUDGET AND POLICY PRIORITIES, AND NAVA PUBLIC BENEFIT CORPORATION TO CONDUCT PILOTS IN VARIOUS STATES.IN AUGUST, OUR INTEGRATED BENEFITS TEAM LAUNCHED A 50-STATE ASSESSMENT PROJECT ON THE NATIONAL LANDSCAPE OF SOCIAL SAFETY NET BENEFIT DELIVERY, AND WE WERE IMMEDIATELY INUNDATED WITH REQUESTS FROM AGENCY LEADERS AND ADVOCATES ACROSS THE COUNTRY LOOKING FOR MORE INFORMATION ON HOW THEIR STATE STACKED UP AGAINST THE REST. THE TEAM HAS PRESENTED IN FRONT OF MORE THAN A DOZEN STATES DETAILING AN ANALYSIS OF THEIR STATE'S APPLICATION PROCESS FROM THE USER PERSPECTIVE, HELPED IDENTIFY ROADBLOCKS AND BARRIERS, AND SUPPORT IN LEARNING HOW THEIR ENROLLMENT SYSTEMS CAN BECOME MORE HUMAN-CENTERED.IN OCTOBER, WE KICKED OFF A NEW PILOT FOCUSED ON THE EARNED INCOME TAX CREDIT (EITC). ALONG WITH SNAP, EITC IS ONE OF THE MOST EFFECTIVE ANTI-POVERTY PROGRAMS IN THE UNITED STATES, YET ONE-FIFTH OF ELIGIBLE LOW-INCOME HOUSEHOLDS ARE MISSING OUT ON THIS OPPORTUNITY. WE'RE HOPING TO LEVERAGE EVERYTHING WE'VE LEARNED ABOUT REDESIGNING THE SNAP EXPERIENCE TO HELP CLOSE THIS GAP, HELP LOW-INCOME WORKERS AND THEIR FAMILIES, AND SHOW HOW EFFICIENT AND RESPECTFUL GOVERNMENT SERVICE CAN BE WHEN WE DESIGN THEM FOR PEOPLE.

IRS990/ProgSrvcAccomActy2Grp/Desc0CRIMINAL JUSTICE:THE CLEAR MY RECORD PROGRAM AIMS TO CLEAR ALL ELIGIBLE CRIMINAL RECORDS BY LEVERAGING TECHNOLOGY AND DESIGN TO ADVANCE AUTOMATIC RECORD CLEARANCE REFORMS. THE ORGANIZATION IS PARTNERING WITH PROSECUTORS IN VARIOUS CALIFORNIA COUNTIES AND UTILIZING TECHNOLOGY TO ENABLE THE GOVERNMENT TO PROVIDE PROACTIVE RECORD CLEARANCE SERVICES, BEGINNING WITH REMEDIES AVAILABLE UNDER PROPOSITION 64 (MARIJUANA LEGALIZATION).OUR EFFORTS TO FUNDAMENTALLY RETHINK THE RECORD CLEARANCE PROCESS PROVE THAT IT'S NOT AS SIMPLE AS JUST DIGITIZING THE GOVERNMENT WE HAVE TODAY. AFTER CLEARING OVER 75,000 CRIMINAL CONVICTIONS THROUGH A FIVE-COUNTY CLEAR MY RECORD AUTOMATIC PILOT, WE RELEASED A GUIDE AND OPEN-SOURCE SOFTWARE TO EMPOWER THE REST OF THE CALIFORNIA COUNTIES TO DO IT THEMSELVES-AND DEMONSTRATE THAT GOVERNMENT CAN MAKE GOOD ON ITS PROMISES.
