The Board members are required to self-disclose conflicts of interest per the procedures outlined in the Coalition's policy. Failure to do so will result in appropriate disciplinary action, as determined by the Board. Board members annually sign a document confirming they are in compliance with the Coalition's conflict of interest policy.

IRS990/Desc0Providing concrete, high quality advice and tools to the policy community on (i) how to increase government effectiveness through the use of rigorous evidence about what works in social policy, and (ii) what programs and strategies are currently backed by the strongest evidence of effectiveness. The following are illustrative examples of how we provide this information:1) The Top Tier Evidence Initiative, which the Coalition launched to assist federal policymakers in identifying social program models meeting the top tier standard for evidence of effectiveness: "well-designed randomized controlled trials [showing] sizeable, sustained effects on important outcomes." This initiative's expert advisory panel has identified program models that meet (or approach) this standard in a wide range of policy areas, such as K-12 education, teen pregnancy prevention, health care financing and delivery, substance use prevention. Summaries of these programs and the evidence supporting them - including their benefits and costs - are disseminated without charge to a wide variety of policymakers and practitioners through our email distribution list, and are also available without charge on our websites: www.toptierevidence.org and www.evidencebasedprograms.org. 2) The Coalition offers workshops, small group discussions, and in-depth consulting on how to advance evidence-based reforms across social policy. These activities are targeted at a broad audience, including federal agency officials, researchers, foundation staff, and community service providers. The Coalition has provided such stakeholders with advice on many topics, including: (i) how to incorporate evidence-based concepts into federal grant programs, (ii) how to successfully carry out a rigorous evaluation of a program/strategy to determine its effectiveness, (iii) what specific programs/strategies have been shown in rigorous evaluations to be effective, and (iv) how to accurately assess and report the costs and benefits of social programs. Since the Coalition has no affiliation with any programs or program models, and does not conduct research itself, it serves as an objective, impartial source of expertise to policy and program officials, and other stakeholders, in the above areas. Much of this advice is provided through our free online Help Desk.3) The Coalition develops and publishes user-friendly guides on various topics related to advancing the wider use of rigorous evidence and evaluation (e.g., how to conduct rigorous evaluations at low-cost, how funders can develop an evaluation strategy that is most likely to build a body of proven-effective social programs). These guides are all in the public domain and are readily available through our website: www.coalition4evidence.org.

IRS990/ProgSrvcAccomActy2Grp/Desc0Developing and managing a competition to select and fund low-cost randomized controlled trials designed to answer important policy questions. The goal of the competition is to demonstrate that rigorous evaluations can be conducted at a fraction of the usual cost while still producing policy-important findings. We have solicited proposals from the research and policy community and began providing funding in 2014 to carry out three studies that most effectively addressed the following criteria: (i) the policy importance of the question they seek to answer; (ii) the quality of their research team; (iii) the rigor of their design; and (iv) how likely it is that they will be low-cost to carry out.

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0Satisfying the requirement Even though Coalition for Evidence-Based Policy (CEBP) did not meet the 33 1/3 public support test, it is able to demonstrate that it has met the requirements for the facts and circumstances test. Did CEBP meet the 10% facts and circumstances requirement? Yes, CEBP's public support is 12.15% Are the sources of support diverse? CEBP is supported by a variety of private foundations, the federal government, participants in CEBP workshops, and individual donors who contributed through the "DOnations" pages on CEBP's websites or through the Network for Good website. Is the governing body representative? The governing body is represented by individuals independent from the contributing foundations, and includes members with professional expertise in policymaking, social policy research, law, and nonprofit management. Are the research products of CEBP available to the public and does the public participate? Yes, all the research products, publications and workshops developed and implemented are available to the general public; federal, state, and local governments, philanthropic foundations, and social program provider organizations. CEBP offers workshops, small group discussions, and in-depth consulting on how to advance evidence-based reforms across social policy. These resources are targeted at, and used by, a broad audience, including federal agency officials, researchers, foundation staff, and community service providers. All summaries of the Top Tier Evidence Initiative, which CEBP launched to assist federal policymakers in identifying social program models backed by rigorous evidence of effectiveness, are disseminated without charge to a wide variety of policymakers and practitioners through CEBP's email distribution list, and are also available without charge on CEBP's websites: www.toptierevidence.org and www.evidencebasedprograms.org. Together these sites receive approximately 350-400 unique visitors per day and have been cited in the national press (e.g., New York Times, Los Angeles Times, National Public Radio) and various policy documents (e.g., documents prepared by the White House Office of Science and Technology Policy, Center for American Progress, and others). CEBP develops and publishes user-friendly guides and videos on various topics related to advancing the wider use of rigorous evidence and evaluations in U.S. social policy (e.g., how to conduct rigorous evaluations at low-cost, how funders can develop an evaluation strategy that is most likely to build a body of proven-effective social programs). These resources are all in the public domain and are readily available through CEBP's website: www.coalition4evidence.org. In 2014, CEBP launched an open research competition to fund low-cost randomized controlled trials designed to produce policy-important findings. In the first two years of the competition, leading social policy researchers from many areas - e.g. K-12 education, postsecondary education, crime prevention, health care - have participated in the competition. The first-year winners are profiled on CEBP's website and were required to register their study plans on the Open Science Framework (https://osf.io/) so as to be transparent to the broader research community about how their studies are designed and what questions they are trying to answer.
