Mission

To increase government effectiveness through rigorous evidence about what works. The Coalition advocates research to identify the most promising social interventions.

Major Activities

Activity 2
William T. Grant Foundation. The Coalition offers workshops and in-depth consulting on evidence-based policy for key policymakers and researchers. The end goal of these activities is to advance policy reforms that increase funding for scientifically-rigorous evaluations; so as to build the number of social interventions proven effective in improving the lives of American youth; and provide strong incentives for federal grantees to adopt such interventions. In this project area, the Coalition has conducted workshops on evidence-based reform for federal, state, and local policy and program officials, such as the Department of Labor's Employment and Training Administration, the Department of Education's Career and Technical Education Programs, the Colorado Department of Probation, and others.
Activity 3
Edna McConnell Clark Foundation. Help Desk: The Coalition developed the Help Desk to serve as an online resource to assist policy officials, researchers, and state and local program providers with access to practical, easy-to-follow guides containing brief, expert advice on implementing evidence-based reform - primarily in federal programs affecting youth. Since the Help Desk was launched, the Coalition has assisted federal agency staff in advancing evidence-based approaches in a number of policy and program areas, such as the Department of Education's Mathematics and Science Partnerships program; the Department of Labor's workforce development programs; and the Department of Health and Human Service's home visitation programs. Social Programs that Work: The Coalition manages one of the leading websites on evidence-based programs "Social Programs that Work" which provides policymakers and practitioners with clear, actionable information on 'what works' in social policy, based on evaluations that meet the highest level of scientific rigor.

Peer Review Evaluations: The Coalition assists the Department of Labors Employment and Training Administration by performing peer review evaluations of selected project studies to help ensure they produce scientifically valid evidence of program effectiveness and have a strong program design. To date, the Coalition has completed a review of IMPAQ Internationals interim report on the Workforce Investment Act Non-Experimental Net Impact Evaluation and the Growing America through Entrepreneurship (GATE) Program.
IRS990/ActivityOther/Description1MacArthur Foundation (B) Grant. The Power of Measuring Social Benefits: The scope of this project is to develop concrete, high-priority next steps in a national strategy to accelerate evidence-based reform in U.S. social policy. This includes recommending next steps in the development and use of rigorous cost-benefit evidence targeted to top decision makers in federal and state government, philanthropic foundations, and social program provider organizations. The Coalition has organized an advisory committee, comprised of leading evidence-based researchers and practitioners, responsible for developing and approving recommended strategies in evidence-based reform. The Coalition next plans to engage top government/foundation decision makers and their staff in implementing the Committees recommendations.
IRS990/ActivityOther/Description2Reserve fund. The reserve fund is funded through honorarium payments to Coalition staff and proceeds from workshops put on by the Coalition. This funding is used to cover the few expenses that are not general and administrative and are not covered by our other funders (e.g., the Coalition's minimal lobbying expenses).

IRS990/Description0MacArthur Foundation (A) Grant. The Coalition launched the Top Tier Evidence Initiative to assist federal policymakers in identifying social program models (interventions) meeting the top tier standard for evidence of effectiveness: "well-designed randomized controlled trials [showing] sizeable, sustained effects on important...outcomes." During the initiative's first phase, the Coalition's expert advisory panel reviewed interventions for children ages 0-6. Its findings for the Nurse-Family Partnership (NFP) have helped inform the proposed federal expansion of evidence-based home visitation. Similarly, the initiatives findings for the Carrera Adolescent Pregnancy Prevention program and Multidimensional Treatment Foster Care (MTFC) have helped inform the proposed federal expansion of evidence-based teen pregnancy prevention programs. The initiative is currently focused on identifying interventions for children and youth ages 7-18. Future phases of the initiative will address other policy areas, such as healthcare.
