IRS990/Desc0The Soy Transportation Coalition's (STC) goal is to promote a cost-effective, reliable, and competitive transportation system that serves the soybean industry. The focus is on the entire journey from farm to dinner plate, which encompasses the integrity of our roads and bridges, the competitiveness of the rail industry, and investment in our nation's locks and dams.Locks and Dams The STC conducted and study and is promoting the prospect of potentially engaging and accessing private funding to enhance the condition of the inland waterway system. The study, Proposed Public-Private Partnership Projects for U.S. Inland Waterways Infrastructure Financing, Operations, and Governance, was performed by The Horinko Group. The analysis provides an introduction to the concept of public-private partnerships, suggests locations that would be likely sites for such an approach, and highlights successful public-private partnerships (P3) in other industries that could serve as a model for the inland waterway system. Americas inland waterway system, including the network of locks and dams, has been and continues to be a major contributor to the profitability and competitiveness of the U.S. soybean farmer. For U.S. agriculture, the nations navigable waterways are unique not because of their ability to accommodate commercial traffic, but rather due to their close proximity to the most productive farm ground in the world. While other countries have navigable waterways, they are often far removed from those regions most accountable for agricultural production. In the United States, these waterways are very accessible to a high percentage of the nations agricultural production, thereby allowing farmers to connect with international customers in a cost effective and reliable manner. Despite the recognized importance of the inland waterway system to the success of the American soybean farmer, and the broader economy, the condition of the nations locks and dams continues to degrade due to repeated and persistent underinvestment from the federal government. Evaluation of Rural BridgesThe Soy Transportation Coalition is exploring the potential of partnering with federal, state, or local government entities in eleven states to conduct a pilot project of bridge assessment technology in rural areas of the country. U.S. soybean farmers depend upon rural roads and bridges to efficiently deliver their commodities to the local country elevator or processor. The structural integrity of this infrastructure is essential to farmer profitability. Many rural bridges across the country are load limited, requiring vehicles transporting soybeans and other commodities to detour. This results in additional costs being inserted in our nations food delivery system and diminished profitability for Americas farmers. Over the past couple years, we have become acquainted with evidence that suggests that the reliance on visual inspection of our bridge inventory has resulted in a sizable percentage of bridges being unnecessarily load posted or identified for rehabilitation or replacement. This not only results in unwarranted detours, but it prevents state and local governments from most efficiently allocating scarce resources to those bridges that truly are in urgent need of modernization and repair. It is our understanding that the utilization of certain advanced sensing technologies can provide support for the alternative load testing procedure approved the American Association of State Highway and Transportation Officials (AASHTO), specifically Section 8 in AASHTOs 2011 Manual for Bridge Evaluation. As an organization representing soybean farmers, we encourage any innovation or technology that will result in a more cost effective and reliable delivery of soybeans and soy products.
