Mission

Prepare and prosper is dedicated to providing high quality tax preparation and related financial services to individuals and families of limited means by leveraging volunteer resources and advising and assisting others to provide similar services in their communities.

Prepare + Prosper and its volunteers work with low to moderate-income people to build financial well-being through free tax preparation and financial services, products, and coaching, and by changing systems to create economic opportunity.

The finance committee selected by the Board of Directors and chaired by a certified public accountant, reviewed the form 990. The form 990 was presented to the board of directors for approval prior to filing with the IRS.

Form 990, Part VI, Section B, line 12C

Board members are required to sign a conflict of interest disclosure statement annually. The board will not enter into any contract or transaction where a conflict of interest may exist unless all of the following three conditions are met 1) the interest in conflict is disclosed to the Board of Directors at the time the contract or transaction is considered 2) a quorum (not counting the interested director) is present at the meeting where the contract or transaction is considered 3) a majority of directors (not counting the interested director) approves, authorizes or ratifies the action.

Compensation for the Executive Director is determined by the Board of Directors after each annual performance review. The Executive Director's review is based on (1) accomplishments to date; (2) operations of the organization as executed within the boundaries of prudence & ethics established in board policies on executive limitations; & (3) evaluation of the professional relationship between the Executive Director & the board & staff. The board's executive committee is responsible for collecting & evaluating information based on the three areas listed above. The performance review is conducted with the board of directors. Comparability salary & benefits is assessed through the Minnesota Council of Nonprofits salary survey and examination of current advertised positions in the field.

IRS990/Desc0P+P worked hard to reimagine service delivery models during the pandemic and has built out capacity for virtual and remote services. Despite uncertainties, P+P's work remains critical and perhaps more essential than ever. P+P is committed to creating equity in financial well-being and promoting the creation and transmission of generational wealth. All of P+P's programs - free tax preparation, integrated financial services, FAIR, and financial coaching - provide tools that customers use to build financial well-being. P+P is tentatively anticipating a return to some in-person services with the recognition that COVID-19 may have a continued impact. The degree of volunteer comfort, partner capacity for hosting in-person tax sites, and customer acceptance of continued virtual services are all elements yet to be determined. P+P also recognizes that continuing to offer multiple service delivery options will increase the overall and ongoing accessibility of the services and tools that meet the urgent needs of community. Despite the challenges presented in balancing safety and accessibility through that last year, P+P's reach remains significant. Tax + Financial ServicesSince January 1, 2021, Prepare + Prosper (P+P) served 9,132 customers with high quality tax preparation services, 66% through the new DIY Tax Prep, and returned more than $18.5 million in tax returns to members of the community. During the 2021 tax season, nearly 10% of the virtual and remote tax preparation customers also received financial services, and nearly 100 tax filers who saved $6,150 of their tax refunds. P+P has also trained and supported almost 444 volunteers who gave more than 12,754 hours of their time in tax, financial services, and coaching programs. The organization also helped 55 people apply for or renew their Individual Tax ID Numbers (ITINs), which allow people without Social Security Numbers to file tax returns. P+P's tax and financial services are available to low-and moderate-income tax filers living in the Twin Cities metro area with annual income of $35,000 or less, and families and self-employed tax filers with annual income of $55,000 or less. The average income of P+P's services, however, is approximately $17,000.

IRS990/ProgSrvcAccomActy2Grp/Desc0Financial Capability + LearningPrepare + Prosper runs two specialized programs designed to increase the financial health and well-being of individuals, families, and communities: Money Mentors financial coaching and the FAIR (Financial Access in Reach) initiative.Money Mentors, launched in 2014, is designed to support participants in reaching financial goals over a minimum of a six-month period. Participants work one-on-one with a trained volunteer financial coach, as well as a group of their peers, to set and work toward personalized financial goals. P+P's approach is based in behavioral science and community engagement. Participants overall reported feeling more financially confident. Money Mentors highlights since January 1, 2021:Worked with 60 people in 181 sessions to help them meet self-identified financial goals. Examples of these goals include: "Build up Roth IRA to $6,000.""Save enough money to get through the summer without school paychecks""Build monthly budgets that fit to financial aid $ so as to avoid part-time work while in masters program""Build $2000 in savings by the end of April 2021 to move into their first solo apartment.""She will pay around $1,000 toward her credit card debt every month and will not incur new expenses on her credit card""Mary would like to buy a used car for no more than $10k, saving $5000 to do so. She thinks she can set aside $210 a month for the goal so she is able to buy the car in spring of 2023 which will enable her to replace her 10 year old car and give her time, convenience and freedom."Many of the Money Mentor participants have indicated an interest in continuing to meet virtually, to reduce barriers like transportation and family obligations, even as public health restrictions have eased. P+P recognizes that continuing to offer multiple service delivery options will increase the overall and ongoing accessibility of the services and tools that meet the urgent needs of community.FAIR is designed to reduce reliance on wealth-stripping financial products and services and connect financially underserved consumers with financial products and coaching to support financial well-being. The products include checking, savings, and credit builder accounts, and are distributed through trusted community partners in order to reach people who have been shut or priced out of mainstream financial institutions. The number of trusted community partners, also called distribution partners, has grown significantly since January 1, 2021 with 16 new organizations signing on to connect their participants with FAIR products. P+P partners with Sunrise Banks, which is the bank behind the products. FAIR highlights over this period include: Enrolled 87 people in 143 FAIR products - 66 checking, 54 savings, and 23 credit builder accounts. P+P has been focused on training and supporting distribution partners, who offered FAIR products to their respective clients/customers; and designed new methods to support people in successfully using their FAIR accounts. Based on data collected through its evaluation efforts with the Future Services Institute, FAIR shows promise in reaching financially underserved people. For example: $20k is the median household income, and 60% report having variable income from month to month, 72% identify as people of color, 43% report having been turned down for a product or service due to credit in the past 12 months, and 70% report being previously "un-or under-banked," meaning they either didn't have a checking and/or savings account or if they have an account they still go outside of the bank/credit union for financial services such asmoney orders, check cashing, and/or payday loans.

Recent efforts included:Collaborated with national and local partners to increase funding for the Volunteer Income Tax Assistance (VITA) program and protect the program more fully by authorizing the program.Strategized with local government and community organizations to sign up people who are eligible, but not receiving, for the Child Tax Credit. Weighed in at the state level to address gaps for MN residents left behind by the Federal CARES Act, including adult dependents, new Americans, tipped workers, and others. Furthered our role as field leader around free tax preparation and financial wellness by speaking at events such as the Future Finance Forum, the Midwest Asset Building Conference, Prosperity Now, and several others. Additionally, served in leadership roles with the national Taxpayer Opportunity Network and cohorts on supporting tax-time savings and the financial coaching field.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0P+P welcomed its new executive director, Suyapa Miranda, in March 2021 following the departure of Tracy Fischman who served in that role for 11 years. Suyapa comes to P+P with more than twenty years of experience serving the community in various capacities. Most recently, she was the Director of Operations at New Native Theatre and, prior to that, Executive Director for Saint Anthony Park Community Council. She is currently serving as the chairwoman of the MNSure Board of Directors and is the first woman of color to serve in this role. Suyapa was also recently appointed to the Governor's Workforce Development Board as a community-based organization representative, where she will serve on two committees: Equity and New Immigrants and Refugees. P+P has also continued its ongoing diversity, equity, and inclusion (DEI) efforts to address historical and systemic racism that contribute to economic inequity. This work has included but was not limited to embedding measurable activities into work plans, developing in-person and online trainings for volunteers on cultural awareness and bias, and making modificationsin hiring practices.
