Mission

Prepare and prosper is dedicated to providing high quality tax preparation and related financial services to individuals and families of limited means by leveraging volunteer resources and advising and assisting others to provide similar services in their communities.

Prepare + Prosper and its volunteers work with low to moderate-income people to build financial well-being through free tax preparation and financial services, products, and coaching, and by changing systems to create economic opportunity.

The finance committee selected by the Board of Directors and chaired by a certified public accountant, reviewed the form 990. The form 990 was presented to the board of directors for approval prior to filing with the IRS.

Form 990, Part VI, Section B, line 12C

Board members are required to sign a conflict of interest disclosure statement annually. The board will not enter into any contract or transaction where a conflict of interest may exist unless all of the following three conditions are met 1) the interest in conflict is disclosed to the Board of Directors at the time the contract or transaction is considered 2) a quorum (not counting the interested director) is present at the meeting where the contract or transaction is considered 3) a majority of directors (not counting the interested director) approves, authorizes or ratifies the action.

Compensation for the executive director is determined by the Board of Directors after each annual performance review. The Executive Director's review is based on (1) accomplishments to date; (2) operations of the organization as executed within the boundaries of prudence & ethics established in board policies on executive limitations; & (3) evaluation of the professional relationship between the Executive Director & the board & staff. The board's executive committee is responsible for collecting & evaluating information based on the three areas listed above. The performance review is conducted with the board of directors. Comparability salary & benefits is assessed through the Minnesota Council of Nonprofits salary survey and examination of current advertised positions in the field.

IRS990/Desc0Each year, Prepare + Prosper (P+P) serves thousands of people with free tax preparation and financial services, and has been at the forefront of promoting savings at tax-time. P+P helps people reach their goals through financial coaching, and works to strengthen public policy, locally and nationally. The organization is innovating in financial inclusion, in partnership with Sunrise Banks, to move forward the FAIR initiative, a three-product financial solution for financially underserved households, designed to be scaled nationally through a community-based distribution model.Key highlights by program area include:Tax + Financial ServicesPrepare + Prosper (P+P) served nearly 12,500 people in the last calendar year, filed 27,888 tax returns, and returned $24 million in refunds. More than 1,300 P+P customers saved $1.9 million of their refunds. The organization navigated significant complexity, with changes to the Federal tax code and subsequent support for customers and preparation, training, and ongoing support for the organization's hundreds of tax volunteers.A total of 635 volunteers gave over 27,078 hours of their time in our tax, financial services, and financial coaching programs. This included an increase in the number of returning volunteers, as well as an increase in the number of volunteers who reflect the diverse communities served by Prepare + Prosper (more than 35% of new volunteers identified as people of color). Finally, P+P provided specialized tax and related services, as follows: helped 116 people apply for or renew their Individual Tax ID Numbers (ITINs), which allow people without Social Security Numbers to file tax returns; prepared tax returns for 2,000 people through our remote tax program, designed for individuals who are aging, have a disability or health limitation, and/or who cannot attend a tax clinic; and prepared tax returns for 477 people through our self-employment tax program, which supports sole proprietors, entrepreneurs, and artists throughout the area.P+P's tax and financial services are available to low-and moderate-income tax filers living in the Twin Cities metro area with annual income of $35,000 or less, and families and self-employed tax filers with annual income of $55,000 or less. The average income of P+P's services, however, is approximately $17,000.

IRS990/ProgSrvcAccomActy2Grp/Desc0Financial Capability + LearningPrepare + Prosper runs two specialized programs designed to increase the financial health and well-being of individuals, families, and communities: Money Mentors financial coaching and the FAIR (Financial Access in Reach) initiative. Money Mentors, launched in 2014, is designed to support participants in reaching financial goals over a minimum of a six-month period. Participants work one-on-one with a trained volunteer financial coach, as well as a group of their peers, to set and work toward personalized financial goals. P+P's approach is based in behavioral science and community engagement. Money Mentors highlights over the year include:Worked with 166 people to help them meet financial goals. Over a six-month period, participants decreased debt by an average of $2,000; increased savings by an average of $1,000; and increased credit scores by an average of 20 points. Additionally, nearly all participants reported feeling more financially confident and secure. Formalized training, now incorporated into the peer sessions and which covers core competencies of financial capability and wellness; topics included taxes 101, budgeting, understanding credit, consumer protection, maximizing income, insurance, investing and retirement, and more. Peer sessions are designed to be actionable and to facilitate behavior change to support financial goal achievement.Collaborated with our national partner, Prosperity Now, by serving on an advisory team to provide input around and be featured in their Financial Coaching Design Guide, a participant-centered and field-tested toolkit to help program leaders and practitioners develop new or make changes to existing financial coaching programs.FAIR is designed to reduce reliance on wealth-stripping financial products and services, and connect financially underserved consumers with financial products and coaching to support financial well-being. The products include checking and savings accounts, and a credit-builder product. The products are coupled with behavioral support and financial coaching to facilitate successful use and outcomes. P+P partners with Sunrise Banks, which is the bank behind the products. FAIR highlights over the year include:Enrolled over 100 people in nearly 200 FAIR products - checking, savings, and credit building loans - as a part of the FAIR pilot.Also as a part of the pilot, trained four organizational partners so they can enroll their respective clients/participants in FAIR products; partners include EMERGE, LSS's Financial Counseling (formerly Eastside Financial Center), CAP of Ramsey and Washington Counties, and Build Wealth. Throughout the pilot, we are evaluating our progress to inform FAIR's expansion statewide in 2020 and nationally thereafter.P+P continues to work a cross-section of partners - nonprofits, employers, and government, as well as its evaluators from the Future Services Institute at the University of Minnesota's Humphrey School of Public Affairs.

IRS990/ProgSrvcAccomActy3Grp/Desc0Education, awareness, and field leadershipP+P educates the public and policy makers about the importance of tax credits, free tax programs, financial inclusion, and related issues designed to support asset building, financial wellness, and consumer protection. In 2019, P+P engaged in advocacy efforts to strengthen policy and increase resources to support its work. Successes include:In collaboration with coalition partners and led by MN Budget Project, we advocated at the legislature and secured a $30 million increase to the MN Working Family Credit. This included increases that will benefit younger workers and those who don't claim dependents, as well as families with three or more children. P+P testified in several committee hearings on this, and supported a P+P customer to tell her story in a committee hearing.In collaboration with the MN Asset Building Coalition, we advocated for and secured a $200,000 increase in funding (for a total of $600,000/year) for free tax programs across the state. P+P testified before two committees on this, and also supported a P+P volunteer to share his testimony in support of this funding as well.We secured a direct appropriation of $400,000/year to support P+P's FAIR program.P+P continued to promote free tax and financial services in the community through outreach presentations, tabling at events, and sharing materials with over 300 organizations. Until recently, P+P also managed the Claim it! campaign to promote awareness and uptake of the Earned Income Tax Credit. Through this, the organization collaborated with nearly 500 organizations across Minnesota. However, we had to phase this campaign out due to loss of funding by the campaign's funder and partner.P+P continued to support the fields of free tax preparation and financial capability/health by speaking at conferences; presenting on local and national webinars; and participating in research efforts. For example, several P+P staff spoke on panels at Prosperity Now's national Prosperity Summit in the DC area. Also, as shared earlier, we advised that same national partner, Prosperity Now, and are featured in their new Financial Coaching Program Design Guide, which showcases promising models and practices for program leaders and financial coaches. Additionally, we participated on Saint Paul Mayor Carter's advisory task force to help design the launch of their College Savings Account program, now called "College Bound."

Highlights include:As shared earlier, trained and leveraged the expertise of 635 volunteers who gave 27,078 hours of their time in our tax, financial services, and coaching programs. This included an increase in returning volunteers and the number of volunteers who identify as people of color (25% overall and 35% of new volunteers).Began work with a new data security firm, FRSecure, to review and make changes to P+P's policies, procedures, and practices to facilitate increased security. Worked with DEI consultants on several efforts to increase the cultural competency of P+P's staff and volunteers via assessment tools and training; developing an internal DEI core team to build internal and ongoing capacity to sustain commitments and support facilitated readings and discussions into the future; and embedding DEI activities into all department work plans.
