Activity 2

Children and Family ServicesKSS offers a fully integrated system of early education, early intervention and individualized behavioral health care services for children and families through its children and family services. Applying an innovative, multi-dimensional, and holistic perspective, KSS considers the child and their family within the entire context of home, family, school and community and work to help each succeed in these important realms. KSS strengthens children and families in their own communities as they strive to achieve immediate and long-term success.KSS provides Children and Family Services through a wide range of programs including: Behavioral Health Rehabilitation Services (BHRS), Therapeutic Foster Care and Host Home Services, Early Intervention (EI), Family Preservation and Reunification, Summer Therapeutic Activities Program, Family-Based Mental Health Services, Student Assistance Program, Susquehanna Service Dogs, and Capital Area Head Start (CAHS). Children and families receive services in a variety of settings ranging from home, school and community environments to traditional office settings or therapeutic residential homes. Approximately 3,200 individuals receive services through these programs.Notable accomplishments for fiscal year 2011 include:The Administration for Children and Families (ACF) conducted an on-site monitoring review of the Head Start (HS) and Early Head Start (EHS) programs operated by CAHS, concluding that our program is in compliance with all applicable HS and EHS performance standards, laws, regulations and policy requirements. ACF, Office of Head Start states, "The grantee demonstrated strength in community collaboration by partnering with community agencies and entities."To enhance BHRS Therapists knowledge of serving children under the age of five, with the goal of providing the most competent empirically based interventions to young children, EI and BHRS developed and implemented a pilot project surrounding this population of children. This included EI Therapists educating BHRS therapists in typical child development. Processes were put into place to ascertain frequent and systematic communication among team members so that services were provided by both programs in a consistent and coordinated fashion. There exists much interest in this service delivery model from a developmental pediatrician from Hershey Medical Center and the Early Intervention Pennsylvania Training Institute. Presently representatives of both organizations are joining with KSS administrators to develop an accountability and measurement system to evaluate the efficacy of the initiative in terms of practitioners' skills and children's outcomes.

Activity 3

Mental Health ServicesKSS's Mental Health Adult Services directs, supports and empowers people who experience mental illness develop the means to live with dignity and respect in communities of their choice, with meaningful relationships and in valued social roles. KSS provides a network of services designed to meet the specific and unique needs of each person experiencing mental illness through programs Residential Homes Services, Community-Based Supports, and employment supports. Services are offered in a variety of settings ranging from the homes of the individuals served to agency-owned homes, the community, employment centers, psychiatric rehabilitation programs, and drop-in centers. 1,108 individuals receive services through these programs. Notable accomplishments for fiscal year 2011 include:KSS continues to be chosen by families to provide services due to the comprehensiveness of the services that are totally focused on meeting, with dignity, the needs of the individuals served. KSS expanded MA services into York and Adams counties for the development of a new eight person personal care home.KSS continues developing the Mental Health Leadership Council, including 35 people at different stages of recovery. Leadership Council members presented at statewide and national conferences during the fiscal year. They have also been involved in assisting with the interviewing process for key staff at KCMHS along with assisting with training/education and producing a quarterly newsletter.
