Mission

Keystone service systems, inc. (kss) provides services to people with intellectual disabilities, mental illness, autism, and children and families at risk. Kss aims to create opportunities so that all people can be valued, contributing members of their community. Kss comprehensive systems of care provide a range of services from hourly supports to residential services provided 24 hours per day, seven days per week.

Major Activities

Activity 2
Children and Family ServicesApplying an innovative, multi-dimensional, and holistic perspective, KSS considers the child and their family within the entire context of home, family, school and community and work to help each succeed in these important realms. KSS strengthens children and families in their own communities as they strive to achieve immediate and long-term success. KSS provides Children and Family Services through a wide range of programs including: Behavioral Health Rehabilitation Services, Therapeutic Foster Care and Host Home Services, Early Intervention, Family Preservation and Reunification, Summer Therapeutic Activities Program, Family-Based Mental Health Services, Student Assistance Program, Susquehanna Service Dogs, and Capital Area Head Start. Children and families receive services in a variety of settings ranging from home, school and community environments to traditional office settings or therapeutic residential homes. Applying an innovative, multi-dimensional and holistic perspective with focus on resiliency for the child and family, KSS's services consider the child and their family within the entire context of home, family, school, community and work to help each succeed in these important realms. Approximately 3,157 individuals receive services through these programs.Notable accomplishments for fiscal year 2010 include:KSS is now able to bill private insurance companies for Behavioral Health Rehabilitation Services for children with autism through the successful implementation of Act 62 which requires private insurers to cover the costs of diagnostic assessments and services for individuals with autism who are under the age of 21, up to $36,000 per year. Summer Therapeutic Activities Program (STAP) has seen consistent growth in the number of children served. In 2010, 70 youths in two different regions were served by Keystone. STAP is an eight-week inclusive summer camp experience for children challenged by behavioral issues, which provides the opportunity for participation in constructive, fun-filled activities with their peers through integration into the YWCA of Greater Harrisburg's Camp Reily. Many of the children supported have a diagnosis on the Autism Spectrum.Early Intervention Services provides a multi-disciplinary evaluation with emphasis on learning through exploration. Across eight Pennsylvania counties, KSS served 369 children through Early Intervention Services this year.Susquehanna Service Dogs (SSD) successfully trained and placed 12 service dogs and one companion dogs this year. Of the 103 therapy dog visits, 100 percent reported successful outcomes. Capital Area Head Start (CAHS) served 1,585 children in the Head Start and Early Head Start programs across three counties in Pennsylvania this year. KSS's program is a national model for its compliance with the Federal and State regulations and most importantly for the thorough outreach to children and families in the service area. CAHS has been a recipient of PNC Grow Up Great grants for the past several years. The grant funding has provided exciting exploratory materials to classrooms, materials for use in the children's homes, ongoing staff development, and volunteerism. A Head Start Expansion grant adds 16 preschool slots. This expansion focuses on Dual Language Learners and as a result of this work several new activities are in place to enhance programming.An Early Head Start (EHS) Expansion grant was received. This was a national competitive process. Funding doubled our current EHS slots to 140. New staff was hired and facility renovated. KSS provides EHS services in Cumberland County, which is a new geographic service area. Family Based employees continue to participate in the three year Pennsylvania Child Guidance Center Training focused on Ecosystemic Functional Family Therapy. Two support professionals are scheduled to graduate next year.

Mental Health ServicesKSS's Mental Health Adult Services directs, supports and empowers people who experience mental illness develop the means to live with dignity and respect in communities of their choice, with meaningful relationships and in valued social roles. KSS provides a network of services designed to meet the specific and unique needs of each person experiencing mental illness through programs Residential Homes Services, Community-Based Supports, and employment supports. Residential Homes Services include Community Residential Rehabilitation, Personal Care Services, Domiciliary Care Services and Structured Residential Services. Community-Based Supports include Supportive Living Services, Targeted Case Management, Peer Support Services, Psychiatric Rehabilitation Services, and Detention Services. Gateway Employment Services and Beacons of Employment Excellence provide support for employment services. Services are offered in a variety of settings ranging from the homes of the individuals served to agency-owned homes, the community, employment centers, psychiatric rehabilitation programs, and drop-in centers. One thousand, one hundred five individuals receive services through these programs.Notable accomplishments for fiscal year 2010 include:KSS' Peer Support program became licensed as a MA provider during the past year and has served over 84 different people during the past year.KSS continues to be chosen by families to provide services due to the comprehensiveness of the services that are totally focused on meeting, with dignity, the needs of the individuals served.A new grant project during the year, Beacons of Employment Excellence, integrates employment in all the services we provide at KCMHS. This has resulted in Employment Specialists being integrated into service teams throughout KCMHS.More than 25 percent of the individuals supported by Structured Residential Services (SRS) moved into lesser restrictive living environments during the past year. This is quite an accomplishment since our SRS is considered a long-term living option.

IRS990/Description0Intellectual Disability ServicesKSS' Intellectual Disability Services encourage long-term relationships and stress natural supports, individuality, respect, choice, and the dignity of human spirit. KSS offers support for individuals with intellectual disabilities through programs such as Residential Living Services, Life Sharing through Family Living, Home and Community-Based Services, Respite Care, Supported and Independent Living, Home and Community Based Habilitation Services, and Adult Day Services. Individuals receive services in a variety of settings ranging from their own homes to agency owned homes, family-provider homes, community supports, and adult day centers. Approximately 669 individuals receive services through these programs.Notable accomplishments for fiscal year 2010 include:The use of mini laptops as a tool for data entry was implemented in the Home and Community Based Services. All employees now use the laptops to enter their billable hours and case notes directly into Total Record. This process has reduced errors and improved timeliness of data entry. In partnership with a family from the Harrisburg area, KSS opened an adult training facility on a 17 acre farm near Hershey, PA. The program provides learning opportunities based on the participants' interests, creating friendships, and giving back to the community through the farm operations. Hope Springs Farm (HSF) is an agricultural based program offering support in learning about animal care and gardening. Approximately 12 people attend the farm on a daily basis.Overall KSS's support services for individuals with intellectual disabilities are aimed at supporting people to experience life that is typical in the communities where they reside. The goal is to provide people with meaningful life experiences such as supporting formal education participation or assisting in seeking meaningful employment experiences to include starting their own business ventures.
