Governance Explanations

Form 990, Part VI, Section B, Line 11B

The audit committee approves the tax return in a timely manner. The form 990 is made electronically available to all members of the board of directors for comment prior to filing.

Form 990, Part VI, Section B, Line 12C

Disclosure of conflict of interest is in the by-laws of emmaus and reads as follows: "each member and director shall disclose to the board of directors any financial or other relationship that might reasonably be construed as inconsistent with the discharge of such member and director's undivided fiduciary duties to the corporation." new board members are asked to sign a conflict of interest document and all board members are required to report conflicts when they become aware when such conflicts become sufficient.

Form 990, Part VI, Section B, Line 15

Emmaus by-laws state that the executive director's salary is determined by a sub-committee of the board (the personnel committee) made up of various board members who determine salary based on performance and other market factors. Jeanine murphy's original salary as executive director was determined by the personnel committee and executive committee after an external review process with personnel consulting agencies including comparable data. Any subsequent increases were reviewed by the personnel committee and approved by the board president before implemented. A review of the executive director's salary is completed each year in may. The executive committee of the board of directors uses outside documentation (990's of similar organizations, oral communication within the community, etc.) to determine the reasonableness of other officers compensation.

Form 990, Part VI, Section C, Line 19

Governing documents, the conflict of interest policy, form 990 and financial statements are made available to the public by visiting emmaus from monday through friday between 7:00am and 3:00pm. Emmaus will also honor requests by mail if an office visit is impossible. The form 990 and audited financial statements are also available via the massachusetts attorney general's website.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds are used to assist in the operation of the organization.

PART X, LINE 2:

The organization accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a "cumulative probability assessment" that aggregates the estimated tax liability for all uncertain tax positions. The organization has identified its tax status as a tax exempt entity and its determination as to its income being related or unrelated as its only significant tax positions; however, the organization has determined that such tax positions do not result in an uncertainty requiring recognition. The organization is not currently under examination by any taxing jurisdiction. Its federal and state income tax returns are generally open for examination for the past three years after the date of filing of the related return.

IRS990/ProgSrvcAccomActy2Grp/Desc0HOUSING STABILIZATION PROGRAM WAS FIRST ESTABLISHED IN DECEMBER 2000 AS THE AGENCY'S HOUSING ASSISTANCE PROGRAM WITH FUNDS FROM THE MASSACHUSETTS DEPARTMENT OF TRANSITIONAL ASSISTANCE. PRIOR TO THIS TIME, THERE WAS A HOUSING SEARCH WORKER ON STAFF AT EMMAUS HOUSE TO HELP HOMELESS FAMILIES FIND PERMANENT HOUSING. IN AUGUST 2005, THE HOUSING ASSISTANCE PROGRAM EXPANDED TO INCLUDE HOUSING FOR INFORMATION SERVICES AND RENTAL ASSISTANCE PROGRAM FOR PEOPLE LIVING WITH HIV AND AIDS (PLWHA). TODAY THE HOUSING STABILIZATION STAFF TEAM CONNECTS FAMILIES AND INDIVIDUALS TO A WIDE RANGE OF HOUSING OPPORTUNITIES, INCLUDING EMMAUS-RUN PROGRAMS, AS WELL AS GOVERNMENT-FUNDED RENTAL ASSISTANCE PROGRAMS AND OTHER FINANCIAL RESOURCES. THE TEAM CONTINUES TO STAY CONNECTED TO FAMILIES FOR 12 MONTHS AFTER THEY LEAVE SHELTER BY PROVIDING HOUSING STABILIZATION SERVICES. EMMAUS IS LINKED TO AN EXTENSIVE NETWORK OF LOCAL LANDLORDS, HOUSING AUTHORITIES, AND LOW-INCOME HOUSING PROJECTS, AS WELL AS OVER 150 SERVICE PROVIDERS. EMMAUS PROGRAMS HAVE CONSISTENTLY ACHIEVED HIGH HOUSING PLACEMENT RATES, RANKING AMONG THE TOP IN THE STATE.THE MA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD) INTRODUCED ITS NEW HOMEBASE PROGRAM IN AUGUST 2011. THE PROGRAM PROVIDES UP TO $8,000 IN ASSISTANCE TO DIVERT HOMELESS FAMILIES AWAY FROM SHELTER BY ALLOWING THEM TO MOVE DIRECTLY INTO PERMANENT HOUSING. IT ALSO PROVIDES ASSISTANCE TO FAMILIES IN SHELTER TO ENABLE THEM TO MOVE OUT INTO PERMANENT HOUSING AS QUICKLY AS POSSIBLE. EMMAUS, THROUGH A SUB-CONTRACT WITH COMMUNITY TEAMWORK INC. (CTI) IN LOWELL, HAS BEEN OPERATING THE FRONT DOOR OF THE HOMEBASE PROGRAM AT THE DTA OFFICE IN LAWRENCE SINCE THE PROGRAM'S INCEPTION. EMMAUS IS ALSO RESPONSIBLE FOR PROVIDING FOLLOW-UP STABILIZATION SERVICES TO FAMILIES PLACED INTO HOUSING. DIVERSION PROGRAM - EMMAUS IS ALSO LOCATED AT THE MA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD) OFFICE IN LAWRENCE ADMINISTERING THE DIVERSION PROGRAM. THIS PROGRAM WORKS WITH FAMILIES WHO ARE ABOUT TO BECOME HOMELESS AND ATTEMPTS TO FIND A PERMANENT SOLUTION INSTEAD OF BEING PLACED IN A SHELTER. FROM JULY 2015 TO JUNE 2016, EMMAUS' HOUSING TEAM HAS PLACED 266 HOMELESS FAMILIES INTO PERMANENT HOUSING FROM SHELTERS, HOTELS, AND THE "FRONT DOOR" OF DTA. EMMAUS IS CURRENTLY PROVIDING STABILIZATION SERVICES TO 619 FAMILIES. EMMAUS ALSO PROVIDES RAPID RE-HOUSING SERVICES TO 98 FAMILIES LIVING IN OUR FAMILY SHELTER AS WELL AS TWO LOCAL HOTELS. OUR DEDICATED HOUSING SERVICES PROGRAM STAFF CONNECTS WITH STABILIZATION FAMILIES AT LEAST ONCE PER MONTH TO ASSESS THEIR HOUSING STABILITY AND PROGRESS MADE TOWARDS REACHING THEIR HOUSING AND ECONOMIC STABILIZATION GOALS. STABILIZATION WORKERS REACH OUT MORE FREQUENTLY TO VULNERABLE FAMILIES WHO ARE DEEMED AT HIGH RISK FOR RECIDIVISM BASED UPON PRESENCE OF MULTIPLE RISK FACTORS. EMMAUS LAUNCHED THE D'YOUVILLE CENTER FOR SOCIAL JUSTICE IN FALL 2008. THE CENTER NOW SERVES AS THE EMMAUS HUB FOR SERVICE LEARNING, VOLUNTEERISM, PUBLIC AWARENESS-BUILDING, SOCIAL RESEARCH, PUBLIC POLICY DEVELOPMENT, AND ADVOCACY. ON-GOING ACTIVITIES INCLUDE ROAD HOME TOURS OFFERED TWICE MONTHLY; RECRUITING, SCREENING, AND TRAINING INDIVIDUALS TO VOLUNTEER IN EMMAUS PROGRAMS; ORGANIZING VOLUNTEER SERVICE DAYS FOR GROUPS OF ADULT AND YOUTH VOLUNTEERS FROM BUSINESSES, FAITH COMMUNITIES, AND CIVIC ORGANIZATIONS; OUTREACH ACTIVITIES. SINCE JUNE 2009, THE CENTER HAS BEEN AWARDED SEVEN ONE-YEAR AMERICORPS VISTA VOLUNTEERS. FOR THE FIRST THREE YEARS, THE VISTA VOLUNTEER SUPPORTED THE PARTNERSHIP BETWEEN THE CENTER AND NORTHERN ESSEX COMMUNITY COLLEGE (NECC). SEVERAL NECC COURSES ACROSS MULTIPLE DISCIPLINES INTEGRATED COMMUNITY SERVICE LEARNING OPPORTUNITIES BASED AT EMMAUS INTO THEIR COURSE CURRICULUMS. TOGETHER EMMAUS AND NECC HAVE EDUCATED MORE THAN 600 STUDENTS AND FACULTY ABOUT HOMELESSNESS AND POVERTY. IN AUGUST 2013, EMMAUS EXPANDED ITS D'YOUVILLE CENTER TO INCLUDE THREE VISTA MEMBERS IN THE NEW REBUILDING LIVES PROJECT. ONE V

FROM MITCH'S PLACE, GUESTS OFTEN TRANSFER INTO OTHER EMMAUS HOUSING PROGRAMS DESIGNED FOR INDIVIDUALS, INCLUDING JERICHO HOUSE SAFE HAVEN, EMERSON STREET APARTMENTS, WINTER STREET APARTMENTS, AND EVERGREEN PLACE. EACH MONTH, 10 - 15 NEW INDIVIDUALS SEEK OVERNIGHT SHELTER AT MITCH'S PLACE. THOSE WITH SERIOUS DISABILITIES OCCUPY CLOSE TO 50% OF THE BEDS AT MITCH'S PLACE. MEN AND WOMEN STAYING IN THE SHELTER ARE REQUIRED TO CREATE THEIR OWN SELF-RELIANCE PLANS THAT ESTABLISH PERSONAL GOALS AND ACTION STEPS. MITCH'S PLACE IS LINKED TO AN EXTENSIVE REGIONAL NETWORK OF NON-PROFIT HUMAN SERVICE ORGANIZATIONS, MENTAL HEALTH PROVIDERS, MEDICAL SERVICES, AND STATE AGENCIES. IN ADDITION TO REFERRING CLIENTS TO OUTSIDE SERVICES, MITCH'S PLACE OFFERS ON-SITE INTERVENTION IN COLLABORATION WITH A REGIONAL MENTAL HEALTH CENTER AND MEDICAL ASSISTANCE THROUGH A LOCAL FAMILY HEALTH CENTER. MITCH'S PLACE PROVIDES SHELTER AND SERVICES TO SPECIALIZED POPULATIONS INCLUDING HOMELESS ELDERS (IN COLLABORATION WITH ELDER SERVICES OF MERRIMACK VALLEY) AND PEOPLE LIVING WITH AIDS/HIV+.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0JERICHO HOUSE PROVIDES UP TO SIX UNITS OF SUPPORTIVE HOUSING IN A SAFE HAVEN SETTING FOR CHRONICALLY HOMELESS MEN AND WOMEN. THE PROGRAM TARGETS INDIVIDUALS LIVING WITH SEVERE MENTAL ILLNESS AND/OR ADDICTIONS. MANY REHABILITATION PROGRAMS REQUIRE THAT CLIENTS "ENROLL" PRIOR TO PARTICIPATING IN THE AVAILABLE SERVICES. MANY MENTALLY ILL CLIENTS SUFFER FROM PARANOID DELUSIONS AND IRRATIONAL FEARS THAT PROHIBIT THEM FROM COMPLETING REQUIRED FORMS. FURTHER, MANY HOMELESS INDIVIDUALS DO NOT POSSESS THE NECESSARY DOCUMENTATION NEEDED TO REGISTER THEM INTO A TREATMENT PROGRAM. JERICHO HOUSE IS DESIGNED TO ADDRESS THE NEEDS OF THIS SEVERELY IMPAIRED POPULATION WITHOUT PLACING THESE DEMANDS. IT IS TRULY A LOW THRESHOLD PROGRAM OR A "COME AS YOU ARE" PROGRAM THAT MEETS THE INDIVIDUAL AT A PLACE WHERE HE/SHE CAN COMFORTABLY ENTER THE PROGRAM.OUTREACH STAFF OF JERICHO HOUSE WORK AT MITCH'S PLACE TO IDENTIFY ELIGIBLE CLIENTS AND BEGIN BUILDING TRUSTING RELATIONSHIPS WITH THEM. EACH RESIDENT OF JERICHO HOUSE RECEIVES HIS/HER OWN ROOM, MEALS, 24-HOUR STAFF SUPPORT, AND REFERRALS TO NEEDED MEDICAL AND MENTAL HEALTH SERVICES. JERICHO HOUSE OFFERS A SAFE, NON-THREATENING ENVIRONMENT IN WHICH MENTALLY ILL INDIVIDUALS CAN DEVELOP TRUST AND INDEPENDENCE. A LOW CLIENT TO STAFF RATIO ENSURES THAT EACH RESIDENT RECEIVES OPTIMAL SUPPORT AND INDIVIDUAL ATTENTION.
