Mission

We affirm the value of human dignity and self-respect for every person. We are called by our collective spiritual and social responsibility to serve all people in need: The homeless, disadvantaged, disabled, unemployed and oppressed. Our goal is to enhance societal & personal advancement through provision of housing & support services that empower individuals & families to reach their fullest potential. Emmaus helps people rebuild and restore their lives by creating & renewing a sense of community within all of its programs.

Major Activities

Activity 2
Housing services was first established in december 2000 as the agency's housing assistance program with funds from the massachusetts department of transitional assistance. Prior to this time, there was a housing search worker on staff at emmaus house to help homeless families find permanent housing. In august 2005, the housing assistance program expanded to include housing for information services and rental assistance program for people living with hiv and aids (plwha). Today the housing services staff team connects families and individuals to a wide range of housing opportunities, including emmaus-run programs as well as government-funded rental assistance programs and other financial resources. The team continues to stay connected to families for up to 12 months after they leave shelter by providing housing stabilization services. Emmaus is linked to an extensive network of local landlords, housing authorities, and low-income housing projects as well as over 150 service providers. Emmaus programs have consistently achieved high housing placement rates, ranking among the top in the state.the ma department of housing and community development (dhcd) originally introduced its new home base program in august 2011. The program was designed to divert homeless families away from shelter and hotels and into permanent housing by providing rental assistance for up to 3 years and one-time household assistance of up to $4,000. Emmaus, through a sub-contract with community teamwork inc. (cti) in lowell, has been operating the front door of the homebase program at the dta office in lawrence since the program's inception. Emmaus is also responsible for providing follow-up stabilization services to families placed into housing.since august 2011, emmaus' housing team has placed 192 homeless families into permanent housing from shelters and hotels. Working at the "front door" at dta, emmaus has assisted 414 families to remain in or secure new housing during that period. Emmaus is currently providing stabilization services to over 690 families, of which 565 families are receiving home base rental assistance. Our dedicated housing services program staff connects with stabilization families at least once per month to assess their housing stability and progress made towards reaching their housing and economic stabilization goals. Stabilization workers reach out more frequently to vulnerable families who are deemed at high risk for recidivism based upon presence of multiple risk factors. Emmaus launched the d'youville center for social justice in fall 2008. The center now serves as the emmaus hub for service learning, volunteerism, public awareness-building, social research, public policy development, and advocacy. On-going activities include road home tours offered twice monthly; recruiting, screening, and training individuals to volunteer in emmaus programs; organizing volunteer service days for groups of adult and youth volunteers from businesses, faith communities, and civic organizations; outreach activities. Since june 2009, the center has been awarded four one-year americorps*vista volunteers. For the first three years, the vista volunteer supported the partnership between the center and northern essex community college (necc). Several necc courses across multiple disciplines integrated community service learning opportunities based at emmaus into their course curriculums. Together emmaus and necc have educated more than 500 students and faculty about homelessness and poverty. This past year the vista volunteer established an internal food management system at emmaus as well as worked to enhance the hunger food network across the city of haverhill that includes multiple organizations serving homeless, hungry and low-income families and individuals. Activity 3
Mitch's place offers temporary overnight shelter to individuals year round. Guests receive a bed, meals, and staff support to secure needed health and social services. Mitch's place was first organized in 1987 as a winter (six month) program to accommodate the addicted population as well as those in psychiatric distress. Today, mitch's place is a 30 bed, year round emergency overnight shelter for single men and women. In the winter months, the shelter offers life-saving support to up to 45 individuals. Mitch's place is the first line of help for homeless individuals living on the streets. Annually, over 300 different men and women stay in the shelter. From mitch's place, guests often transfer into other emmaus housing programs designed for individuals, including jericho house safe haven, gilead house, emerson street apartments, winter street apartments, and evergreen place. Each month, 10 - 15 new individuals seek overnight shelter at mitch's place. Those with serious disabilities occupy close to 50% of the beds at mitch's place. Men and women staying in the shelter are required to create their own self-reliance plans that establish personal goals and action steps. Mitch's place is linked to an extensive regional network of non-profit human service organizations, mental health providers, medical services, and state agencies. In addition to referring clients to outside services, mitch's offers on-site intervention in collaboration with a regional mental health center and medical assistance through a local family health center. Mitch's place provides shelter and services to specialized populations including homeless elders (in collaboration with elder services of merrimack valley) and people living with aids/hiv+.

FAMILIES LIVE IN THEIR OWN APARTMENTS, LOCATED 1/2 MILE AWAY AT COLUMBIA PARK WHILE THEY PARTICIPATE IN JOB TRAINING AND EDUCATION AND GAIN INDEPENDENT LIVING SKILLS. FAMILIES MAY STAY IN THEIR APARTMENTS FOR UP TO 2 YEARS WHILE THEY SAVE MONEY AND GAIN EMPLOYMENT SKILLS AND EXPERIENCE. JERICHO HOUSE IS DESIGNED TO ADDRESS THE NEEDS OF THIS SEVERELY IMPAIRED POPULATION WITHOUT PLACING THESE DEMANDS. IT IS TRULY A "COME AS YOU ARE" PROGRAM THAT MEETS THE INDIVIDUAL AT A PLACE WHERE HE/SHE CAN COMFORTABLY ENTER THE PROGRAM.OUTREACH STAFF OF JERICHO HOUSE WORK AT MITCH'S PLACE TO IDENTIFY ELIGIBLE CLIENTS AND BEGIN BUILDING TRUSTING RELATIONSHIPS WITH THEM. EACH RESIDENT OF JERICHO HOUSE RECEIVES HIS/HER OWN ROOM, MEALS, 24-HOUR STAFF SUPPORT, AND REFERRALS TO NEEDED MEDICAL AND MENTAL HEALTH SERVICES. JERICHO HOUSE OFFERS A SAFE, NON-THREATENING ENVIRONMENT IN WHICH MENTALLY ILL INDIVIDUALS CAN DEVELOP TRUST AND INDEPENDENCE. THERE ARE 12 UNITS FOR MEN AND WOMEN AT THE EMERSON STREET APARTMENTS AND 6 UNITS FOR WOMEN AT THE WINTER STREET APARTMENTS. FUNDED WITH FEDERAL HUD MCKINNEY-VENTO FUNDS THROUGH THE SHELTER PLUS CARE PROGRAM, MEN AND WOMEN LIVE SEPARATELY IN THEIR OWN APARTMENTS AND RECEIVE RENTAL SUBSIDIES THROUGH THE HAVERHILL HOUSING AUTHORITY. EMMAUS IS THE PROJECT SPONSOR AND PROPERTY MANAGER OF BOTH THE EMERSON STREET APARTMENTS AND THE WINTER STREET APARTMENTS. THE AWARD RECOGNIZED EMMAUS' ACCOMPLISHMENTS IN DEVELOPING AFFORDABLE HOUSING BY NAMING THE ORGANIZATION A "CHAMPION IN ACTION". AS AN AWARD RECIPIENT, EMMAUS RECEIVED A $25,000 UNRESTRICTED GRANT. CITIZENS BANK ALSO DISPLAYED POSTERS AND DISTRIBUTED BROCHURES HIGHLIGHTING THE WORK OF EMMAUS THROUGHOUT MASSACHUSETTS.EVERGREEN PLACE AT MURRAY COURT IS LOCATED AT 41 WELCOME STREET IN HAVERHILL, MASSACHUSETTS. IN MARCH 2009, EMMAUS OFFICIALLY OPENED THE 21-UNIT BUILDING THAT FEATURES 20 (SRO) PERMANENT UNITS OF PERMANENT AFFORDABLE HOUSING FOR CHRONICALLY HOMELESS INDIVIDUALS WITH A PRIORITY FOR HOMELESS ELDERS PLUS A LIVE-IN MANAGER'S UNIT. EACH UNIT HAS A PRIVATE BATH AND A COMBINATION BEDROOM/LIVING SPACE, LAUNDRY, AND OFFICE SPACE ON-SITE. NINE OF THE 20 UNITS ARE HUD-FUNDED SHELTER PLUS CARE UNITS IN THE SAME MANNER AS WINTER STREET AND EMERSON STREET HOUSING. THROUGH EMMAUS' PARTNERSHIP WITH MANY MAINSTREAM AGENCIES SUCH AS ELDER SERVICES OF MERRIMACK VALLEY, SUPPORT SERVICES SUCH AS HOME MAKING, CLINICAL CARE, AND PRE-PREPARED DELIVERED MEALS MAY ALSO BE AVAILABLE TO ALL RESIDENTS OF EVERGREEN PLACE. IN 2012, EMMAUS COMPLETED RENOVATIONS ON 115 EMERSON STREET. THIS BUILDING IS A TWO-STORY STRUCTURE CONTAINING TWO 2-BEDROOM APARTMENTS AND IS CONVENIENTLY LOCATED ADJACENT TO THE EMMAUS FAMILY HOUSE. TWO FORMERLY HOMELESS FAMILIES PARTICIPATING IN THE STATE-FUNDED SUPPORTIVE HOUSING INITIATIVE (SEE BELOW) RESIDE IN THE BUILDING. THE SUPPORTIVE HOUSING INITIATIVE PROVIDES PERMANENT AFFORDABLE HOUSING WITH ATTACHED SUPPORT SERVICES FOR 10 HOMELESS FAMILIES LIVING IN EMERGENCY SHELTERS IN MERRIMACK VALLEY. FUNDED BY THE MA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD) IN DECEMBER 2012, HOUSING UNITS ARE FUNDED THROUGH THE MASSACHUSETTS RENTAL VOUCHER PROGRAM (MRVP).EMMAUS BELIEVES THAT PERMANENT AFFORDABLE HOUSING WITH ADEQUATE SUPPORTS IS THE KEY TO RESOLVING HOMELESSNESS. TOWARD THIS END, EMMAUS WILL CONTINUE TO EXPLORE AND CULTIVATE OPPORTUNITIES TO DEVELOP MORE PERMANENT UNITS.

IN 2010, DMH CHANGED THE PROTOCOL FOR SERVICES REQUIRING OUR PROGRAM TO BE FUNDED AS A SUB-CONTRACTOR TO THE VINFEN CORPORATION. GILEAD PROVIDED LOW COST RENTED ROOMS WITH CLINICAL SUPPORT SERVICES TO 15 DUALLY DIAGNOSED INDIVIDUALS WORKING THEIR WAY TOWARD INDEPENDENT LIVING AND EMPLOYMENT. A SIGNIFICANT SHIFT IN STATE POLICY MANDATED PROGRAMMATIC CHANGES THAT RENDERED THE PROGRAM INCOMPATIBLE WITH EMMAUS' MISSION. AFTER THOUGHTFUL CONSIDERATION, THE BOARD OF DIRECTORS DECIDED TO TERMINATE THE SUB-CONTRACT WITH THE VINFEN CORPORATION. THE PROGRAM CLOSED ITS DOORS ON NOVEMBER 30, 2012.

FOOD AND FOOD-RELATED SUPPLIES ARE PROVIDED TO FAMILIES LIVING IN THE APARTMENTS. THE CARING MULTICULTURAL STAFF PROMOTES SELF-RELIANCE FROM THE TIME EACH FAMILY ENTERS THE PROGRAM. EMMAUS HOUSE PROVIDES MEALS/FOOD; HOUSING SEARCH ASSISTANCE; MEDICAL, MENTAL HEALTH, AND SUBSTANCE ABUSE TREATMENT REFERRALS; AN ON-SITE LICENSED SOCIAL WORKER; REGULAR VISITS FROM A REGISTERED NURSE; ASSISTANCE WITH SCHOOL REGISTRATION AND ENROLLMENT; ON-SITE AFTER-SCHOOL AND SUMMERTIME TUTORING; ACCESS TO ENRICHMENT PROGRAMS SUCH AS THE BOYS AND GIRLS CLUB, GIRLS INCORPORATED, AND SUMMER DAY CAMPS; PARENT TRAINING; BUDGETING AND TAX PREPARATION; JOB TRAINING AND GED PROGRAMS; ACCESS TO CLOTHING, HOUSEHOLD GOODS, AND FURNISHINGS.
