Our goal is to enhance societal & personal advancement through provision of housing & support services that empower individuals & families to reach their fullest potential. Emmaus helps people rebuild and restore their lives by creating & renewing a sense of community within all of its programs.

Governance Explanations

Form 990, Part VI, Section B, Line 11

The audit committee approves the tax return in a timely manner. The form 990 is made electronically available to all members of the board of directors for comment prior to filing.

Form 990, Part VI, Section B, Line 12C

Disclosure of conflict of interest is in the by-laws of emmaus and reads as follows: "each member and director shall disclose to the board of directors any financial or other relationship that might reasonably be construed as inconsistent with the discharge of such member and director's undivided fiduciary duties to the corporation." new board members are asked to sign a conflict of interest document and all board members are required to report conflicts when they become aware when such conflicts become sufficient.

Form 990, Part VI, Section B, Line 15

Emmaus by-laws state that the executive director's salary is determined by a sub-committee of the board (the personnel committee) made up of various board members who determine salary based on performance and other market factors. Jeanine murphy's original salary as executive director was determined by the personnel committee and executive committee after an external review process with personnel consulting agencies including comparable data. Any subsequent increases were reviewed by the personnel committee and approved by the board president before implemented. A review of the executive director's salary is completed each year in may. The executive committee of the board of directors uses outside documentation (990's of similar organizations, oral communication within the community, etc.) to determine the reasonableness of other officers & key employee's compensation.

Form 990, Part VI, Section C, Line 19

Governing documents, the conflict of interest policy, form 990 and financial statements are made available to the public by visiting emmaus from monday through friday between 7:00am and 3:00pm. Emmaus will also honor requests by mail if an office visit is impossible. The form 990 and audited financial statements are also available via the massachusetts attorney general's website.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds are used to assist in the operation of the organization.

PART X, LINE 2:

The organization accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a "cumulative probability assessment" that aggregates the estimated tax liability for all uncertain tax positions. The organization has identified its tax status as a tax exempt entity and its determination as to its income being related or unrelated as its only significant tax positions; however, the organization has determined that such tax positions do not result in an uncertainty requiring recognition. The organization is not currently under examination by any taxing jurisdiction. Its federal and state income tax returns are generally open for examination for the past three years after the date of filing of the related return.

THE HOUSING STABILIZATION TEAM PROVIDES HOUSING STABILIZATION SERVICES FOR UP TO 12 MONTHS AFTER A FAMILY LEAVES SHELTER.EMMAUS HOUSE HAS COORDINATED AN EXTENSIVE BASE OF BOTH VOLUNTEER AND PROFESSIONAL SUPPORT TO ASSIST FAMILIES IN MOVING AHEAD TOWARD INDEPENDENT LIVING. VOLUNTEERS FROM AREA SCHOOLS, CIVIC GROUPS, LOCAL BUSINESSES, FAITH COMMUNITIES, HORIZONS FOR HOMELESS CHILDREN, AND BIRTHDAY WISHES PROVIDE REGULAR SUPPORT AND RESOURCES TO THE SHELTER. ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO: MEAL PREPARATION AND SERVING, CHILDREN'S ACTIVITIES, PARTICIPATING IN FUNDRAISING EVENTS, SEASONAL CLEAN-UP PROJECTS, TUTORING, OUTSIDE YARD WORK, CHILDREN'S HOLIDAY AND BIRTHDAY PARTIES, AND FOOD, GIFT, AND BEDDING DRIVES.

IN AUGUST 2005, THE HOUSING ASSISTANCE PROGRAM EXPANDED TO INCLUDE HOUSING FOR INFORMATION SERVICES AND RENTAL ASSISTANCE PROGRAM FOR PEOPLE LIVING WITH HIV AND AIDS (PLWHA). TODAY THE HOUSING STABILIZATION STAFF TEAM CONNECTS FAMILIES AND INDIVIDUALS TO A WIDE RANGE OF HOUSING OPPORTUNITIES, INCLUDING EMMAUS-RUN PROGRAMS AS WELL AS GOVERNMENT-FUNDED RENTAL ASSISTANCE PROGRAMS AND OTHER FINANCIAL RESOURCES. THE TEAM CONTINUES TO STAY CONNECTED TO FAMILIES FOR UP TO 12 MONTHS AFTER THEY LEAVE SHELTER BY PROVIDING HOUSING STABILIZATION SERVICES. EMMAUS IS LINKED TO AN EXTENSIVE NETWORK OF LOCAL LANDLORDS, HOUSING AUTHORITIES, AND LOW-INCOME HOUSING PROJECTS AS WELL AS OVER 150 SERVICE PROVIDERS. EMMAUS PROGRAMS HAVE CONSISTENTLY ACHIEVED HIGH HOUSING PLACEMENT RATES, RANKING AMONG THE TOP IN THE STATE.THE MA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD) ORIGINALLY INTRODUCED ITS NEW HOME BASE PROGRAM IN AUGUST 2011. THE PROGRAM WAS DESIGNED TO DIVERT HOMELESS FAMILIES AWAY FROM SHELTER AND HOTELS AND INTO PERMANENT HOUSING BY PROVIDING RENTAL ASSISTANCE FOR UP TO 3 YEARS AND ONE-TIME HOUSEHOLD ASSISTANCE OF UP TO $4,000. EMMAUS, THROUGH A SUB-CONTRACT WITH COMMUNITY TEAMWORK INC. (CTI) IN LOWELL, HAS BEEN OPERATING THE FRONT DOOR OF THE HOMEBASE PROGRAM AT THE DTA OFFICE IN LAWRENCE SINCE THE PROGRAM'S INCEPTION. EMMAUS IS ALSO RESPONSIBLE FOR PROVIDING FOLLOW-UP STABILIZATION SERVICES TO FAMILIES PLACED INTO HOUSING. FROM JULY 2013 TO JUNE 2014, EMMAUS' HOUSING TEAM HAS PLACED 211 HOMELESS FAMILIES INTO PERMANENT HOUSING FROM SHELTERS, HOTELS, AND THE "FRONT DOOR" OF DTA. EMMAUS IS CURRENTLY PROVIDING STABILIZATION SERVICES TO 575 FAMILIES. EMMAUS ALSO PROVIDES RAPID RE-HOUSING SERVICES TO 118 FAMILIES LIVING IN OUR FAMILY SHELTER AS WELL AS TWO LOCAL HOTELS. OUR DEDICATED HOUSING SERVICES PROGRAM STAFF CONNECTS WITH STABILIZATION FAMILIES AT LEAST ONCE PER MONTH TO ASSESS THEIR HOUSING STABILITY AND PROGRESS MADE TOWARDS REACHING THEIR HOUSING AND ECONOMIC STABILIZATION GOALS. STABILIZATION WORKERS REACH OUT MORE FREQUENTLY TO VULNERABLE FAMILIES WHO ARE DEEMED AT HIGH RISK FOR RECIDIVISM BASED UPON PRESENCE OF MULTIPLE RISK FACTORS. EMMAUS LAUNCHED THE D'YOUVILLE CENTER FOR SOCIAL JUSTICE IN FALL 2008. THE CENTER NOW SERVES AS THE EMMAUS HUB FOR SERVICE LEARNING, VOLUNTEERISM, PUBLIC AWARENESS-BUILDING, SOCIAL RESEARCH, PUBLIC POLICY DEVELOPMENT, AND ADVOCACY. ON-GOING ACTIVITIES INCLUDE ROAD HOME TOURS OFFERED TWICE MONTHLY; RECRUITING, SCREENING, AND TRAINING INDIVIDUALS TO VOLUNTEER IN EMMAUS PROGRAMS; ORGANIZING VOLUNTEER SERVICE DAYS FOR GROUPS OF ADULT AND YOUTH VOLUNTEERS FROM BUSINESSES, FAITH COMMUNITIES, AND CIVIC ORGANIZATIONS; OUTREACH ACTIVITIES. FUNDED WITH FEDERAL HUD MCKINNEY-VENTO FUNDS THROUGH THE HEARTH PROGRAM, MEN AND WOMEN LIVE SEPARATELY IN THEIR OWN APARTMENTS AND RECEIVE RENTAL SUBSIDIES THROUGH THE HAVERHILL HOUSING AUTHORITY. THE ATTRACTIVE BUILDING, LOCATED IN THE WELCOME STREET NEIGHBORHOOD, CONTAINS FOUR 2-BEDROOM APARTMENTS FOR HOMELESS FAMILIES. EVERGREEN PLACE AT MURRAY COURT IS LOCATED AT 41 WELCOME STREET IN HAVERHILL, MASSACHUSETTS. IN MARCH 2009, EMMAUS OFFICIALLY OPENED THE 21-UNIT BUILDING THAT FEATURES 20 (SRO) UNITS OF PERMANENT AFFORDABLE HOUSING FOR CHRONICALLY HOMELESS INDIVIDUALS WITH A PRIORITY FOR HOMELESS ELDERS PLUS A LIVE-IN MANAGER'S UNIT. EACH UNIT HAS A PRIVATE BATH AND A COMBINATION BEDROOM/LIVING SPACE, LAUNDRY, AND OFFICE SPACE ON-SITE. NINE OF THE 20 UNITS ARE HUD-FUNDED RENTAL ASSISTANCE UNITS IN THE SAME MANNER AS WINTER STREET AND EMERSON STREET HOUSING. THROUGH EMMAUS' PARTNERSHIP WITH MANY MAINSTREAM AGENCIES IN THE MERRIMACK VALLEY, SUPPORT SERVICES SUCH AS HOME MAKING, CLINICAL CARE, AND PRE-PREPARED DELIVERED MEALS MAY ALSO BE AVAILABLE TO ALL RESIDENTS OF EVERGREEN PLACE. THE "CHAMPION IN ACTION" AWARD WAS GRANTED TO EMMAUS IN JANUARY 2008 FROM CITIZENS BANK AND NEW ENGLAND CABLE NEWS (NECN). THE AWARD RECOGNIZED EMMAUS' ACCOMPLISHMENTS IN DEVELOPING AFFORDABLE HOUSING BY NAMING THE ORGANIZATION A "CHAMPION IN ACTION". AS AN AWARD RECIPIENT, EMMAUS RECEIVED A $25,000 UNRESTRICTED GRANT. THIS BUILDING IS A TWO-STORY STRUCTURE CONTAINING TWO 2-BEDROOM APARTMENTS AND IS CONVENIENTLY LOCATED ADJACENT TO THE EMMAUS FAMILY HOUSE. TWO FORMERLY HOMELESS FAMILIES PARTICIPATING IN THE STATE-FUNDED SUPPORTIVE HOUSING INITIATIVE (SEE BELOW) RESIDE IN THE BUILDING. THE SUPPORTIVE HOUSING INITIATIVE PROVIDES PERMANENT AFFORDABLE HOUSING WITH ATTACHED SUPPORT SERVICES FOR 10 HOMELESS FAMILIES LIVING IN EMERGENCY SHELTERS IN MERRIMACK VALLEY. MANY MENTALLY ILL CLIENTS SUFFER FROM PARANOID DELUSIONS AND IRRATIONAL FEARS THAT PROHIBIT THEM FROM COMPLETING REQUIRED FORMS. FURTHER, MANY HOMELESS INDIVIDUALS DO NOT POSSESS THE NECESSARY DOCUMENTATION NEEDED TO REGISTER THEM INTO A TREATMENT PROGRAM. JERICHO HOUSE IS DESIGNED TO ADDRESS THE NEEDS OF THIS SEVERELY IMPAIRED POPULATION WITHOUT PLACING THESE DEMANDS. IT IS TRULY A "COME AS YOU ARE" PROGRAM THAT MEETS THE INDIVIDUAL AT A PLACE WHERE HE/SHE CAN COMFORTABLY ENTER THE PROGRAM.OUTREACH STAFF OF JERICHO HOUSE WORK AT MITCH'S PLACE TO IDENTIFY ELIGIBLE CLIENTS AND BEGIN BUILDING TRUSTING RELATIONSHIPS WITH THEM. EACH RESIDENT OF JERICHO HOUSE RECEIVES HIS/HER OWN ROOM, MEALS, 24-HOUR STAFF SUPPORT, AND REFERRALS TO NEEDED MEDICAL AND MENTAL HEALTH SERVICES. MEN AND WOMEN STAYING IN THE SHELTER ARE REQUIRED TO CREATE THEIR OWN SELF-RELIANCE PLANS THAT ESTABLISH PERSONAL GOALS AND ACTION STEPS.
