Governance Explanations

Form 990, Part VI, Section A, line 8B

The Organization has no committees with the authority to act on behalf of its governing body.

Form 990, Part VI, Section B, line 11B

A draft copy of the Form 990 is emailed to the Finance Committee for review. Following this review, the 990 is emailed to all board members prior to a board meeting. At the board meeting the form is reviewed and any questions that the board has are addressed by the Finance Committee or the Certified Public Accountant who prepares the form. Once the form has been approved by the board, it is filed with the IRS.

Form 990, Part VI, Section B, line 12C

Annually, copies of the Conflict of Interest Policy are distributed to board members at the January board meeting. The policy is reviewed by the Operations Officer at the meeting. The board members then complete the form and return it to the Operations Officer. In addition, copies of the policy are distributed to staff at the December staff meeting. The staff is asked to review and complete the form. A copy of the policy is given to and reviewed with new staff upon hire. Any changes to the Conflict of Interest Policy would be reviewed and approved by the board.

Form 990, Part VI, Section B, line 15A

The Executive Committee of the board of trustees meets in closed session to review and discuss the Executive Director's annual performance and compensation. The discussion is based, in part, on the Executive Director's stated goals for the year and compensation as compared to directors of other local organizations. The board periodically obtains information on compensation paid to executive directors of other, similarly sized not-for-profit organizations in the community from a third party/outside source or from 990 data on executive compensation. After the discussion, recommendations are made and voted on by the Executive Committee. Minutes of the meeting are taken by the board Secretary and included with the Board records. There are no other officers or key employees of the Organization.

A packet of documents including the Conflict of Interest Policy and the past three years' Financial Statements and 990s are kept on file and available to anyone requesting a copy. The Organization's website notifies any interested party of their availability.

IRS990/Desc0Juvenile Intervention programs - Run hand-in-hand with local law enforcement, Mercer County Juvenile Probation Department, and Family Court, PEI Kids' Juvenile Intervention programs help at-risk Mercer County youth reduce recidivism and delinquency, and become more productive citizens. Programs serve high risk youth and youth on probation for entry-level offenses using an evidence-based curriculum. Participants aged 11 through 17 receive violence prevention and conflict resolution skills, gang prevention and critical thinking skills, and training in respect for authority. During the COVID pandemic, programs were delivered remotely (April through December 2020) and participants were provided donated Chromebooks to facilitate ongoing program participation.Additionally, in 2020, two new programs - Council Against Youth Violence (CAYV) and the Stationhouse Adjustment Program (SHAP) were launched. CAYV provides counseling and wrap-around services for youth victims of community violence; and SHAP provides first-time youth offenders with a diversion program in an effort to reduce the number of youths of color formally charged in the juvenile justice system.

IRS990/ProgSrvcAccomActy2Grp/Desc0Crisis Intervention for Child Victims of Sexual Abuse - The only counseling program of its kind in Mercer County, this program has helped more than 6,000 children recover from the trauma of sexual abuse since 1987. The Mercer County Prosecutor's Office refers 95% of its reported child victims (approximately 200 each year) to PEI Kids. Since child sexual abuse adversely affects the entire family, therapeutic components include one-on-one counseling using TF-CBT for the child victim and support groups for child victims and supporting family members. PEI Kids also helps prepare victims for court appearances and provides transportation and court accompaniment as needed. All services continued in-person without interruption throughout the pandemic in 2020. PEI Kids charges no fees to program participants.

As the NJ Child Assault Prevention designee for Mercer County since 1985, PEI Kids is well known throughout the area's public, private, and charter schools. Workshops reached more than 7,000 participants in over 50 Mercer County schools in 2020. During most of 2020, workshops were delivered remotely in coordination with school personnel, using the online platform designated by each school.

Beginning in April 2020, the State of NJ mandated no-contact virtual visits exclusively. Using remote technologies, PEI Kids continued to provide these services throughout 2020.
