Form 990, Part VI, Line 11B: Form 990 Review Process

Copies of the completed draft form 990 (including required schedules) are distributed electronically to the Board of Directors for review and approval. Questions and concerns are addressed; suggested changes are noted and modifications are approved. Management staff ensures that approved changes are incorporated into the Form 990 as appropriate.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

BARKA Foundation conflict of interest policy is present and enforced to protect the organization's interest when it is contemplating entering into a transaction or arrangement that may benefit the private interest of one its officers or directors, or may result in a possible excess benefit transaction. The policy is intended to supplement any applicable state and federal laws governing conflicts of interest. An interested person must disclose the existence of the beneficial interest to the other members of the board. The other board members will then exercise due diligence and decide by majority vote if a conflict of interest exists. If the other board members believe that a conflict of interest exists, appropriate corrective action will be enforced.

IRS990/Desc0ACTIVITIES IN THE WASH, MENSTRUAL HEALTH,HUMANITARIAN RELIEF, AGROECOLOGY, MEDIA STREGTHENING, AND MONITORING AND EVALUATION ARE DETAILED AS FOLLOWS:Activities in:Water, Sanitation & HygieneBARKA developed a new community water and hygiene project to drill 20 wells in rural communities in the eastern region of Burkina Faso. This project has been planned and budgeted, and will be funded in partnership with the Rotary Foundation, and local rotary clubs in Marblehead, MA, Sedro-Woolley, WA, and Ouagadougou, Burkina Faso.Fundraising began and is expected to be completed by end of Q2, 2021, with implementation starting shortly thereafter.Emergency Relief for Internally Displaced Persons (IDPs) and COVID-19Given the convergence of increasing terrorist attacks and security threats, a healthcare infrastructure unable to handle the COVID-19 pandemic, and the extremity of the IDP crisis in Burkina Faso (among the worst in the world), BARKAs Board of Directors voted to mobilize its staff and partners to address the urgent humanitarian needs of the Eastern region. Specifically, BARKA raised funds from individual donors to purchase and distribute locally-produced soap to 7400 rural villagers and IDPs in the commune of Fada. This included BARKAs nine partner villages, where it has ongoing projects. BARKA staffers distributed the soap, and conducted hand washing sensitization as a COVID-19 prevention measure. A subsequent campaign distributed 3500 masks of traditional cloth (Faso Dan Fani) locally-made with Burkina-grown cotton. Menstrual HygieneBARKA has expanded its menstrual health program to include menstrual cups. In collaboration with Menstruelles, Femme International, the Ministry of Women, Sirona Cup and the Menstrual Cup Coalition, BARKA developed the first major cup distribution project in Burkina Faso. It is scheduled for implementation in 2021. AgroecologyBARKA continued its community-based village garden program with three of its partner villages. This project ensures crop production and harvesting during the dry season when farming is not possible without irrigation. The gardens benefit from wells that BARKA drilled in prior projects with these villages. This program combats malnutrition and hunger, and encourages collaboration through community gardening. Media StrengtheningA grant issued by the US Embassy of Burkina Faso funded a new strategic direction for BARKA Foundation for 2021: strengthening the countrys media coverage of four key thematic areas: womens empowerment, democracy, anti-terrorism, and COVID-19 prevention. For this project, BARKA partnered with WhatMatters Productions, an American film company which will share their expertise with student journalists from ISTIC (Institute Science and Technology De L'information Et De La Communication) and television professionals from Burkinas top three TV networks. Participants will work in teams to create three new Public Service Announcements for national broadcast. One of the objectives of the project is reciprocity and the sharing of expertise of American professionals with counterparts in Burkina Faso.Monitoring and Evaluation BARKA monitored and evaluated six wells in partner villages. BARKA treated each well with chlorine and interviewed each villages water governance committee to ensure the wells are working effectively and villages are collecting necessary maintenance funds from water users.
