Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

Copies of the completed draft form 990 (including required schedules) are distributed electronically to the Board of Directors for review and approval. Questions and concerns are addressed; suggested changes are noted and modifications are approved. Management staff ensures that approved changes are incorporated into the Form 990 as appropriate.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

BARKA Foundation conflict of interest policy is present and enforced to protect the organization's interest when it is contemplating entering into a transaction or arrangement that may benefit the private interest of one its officers or directors, or may result in a possible excess benefit transaction. The policy is intended to supplement any applicable state and federal laws governing conflicts of interest. An interested person must disclose the existence of the beneficial interest to the other members of the board. The other board members will then exercise due diligence and decide by majority vote if a conflict of interest exists. If the other board members believe that a conflict of interest exists, appropriative corrective action will be enforced.

IRS990/Desc0Activities in the water, sanitation, & hygiene sector:Well Drilling:In 2017, BARKA completed a well drilling project in the village of Lampiadi, comprehensively trained the village's water governance committee, and trained a committee of hygienists to serve as change agents within the village to ensure better hygiene practices.Monitoring and Evaluation:BARKA monitored and evaluated the 5 wells it drilled in 2015 and 2013, tested water quality of each well, and confirmed that water committees are functioning properly and collecting micro-payments from water users.Ceramic Water Filters:In the village of Todjama, BARKA sold and distributed ceramic water filters, and after a 6-month period, visited each buyer's home to evaluate proper usage and maintenance. Filtered water was also collected and tested for quality.Menstrual Hygiene Management(MHM):The MHM program has grown out of BARKA's WASH-In-Schools program. In 2017, BARKA sensitized 2,000 high school students in Fada N'gourma on MHM and distributed packages of sanitary pads to 500 girls during in-depth training sessions. Through this program female students created theatrical skits on the subjects of MHM, unwanted pregnancy, and female genital mutilation/cutting (FGMC) which were performed publicly. BARKA was asked by UNICEF to join Burkina Faso's MHM Coalition, a small group of NGO's addressing MHM in Burkina Faso. The Water Fair:In Q4 2017, BARKA began the development of a major national event for World Water Day scheduled for March 21-25, 2018. Burkina Faso's government ministries, major NGOs in the water sector and the private sector joined this effort.Agroecology:BARKA's professional theatre troupe developed a new play to sensitize 6000 rural farmers in the eastern region on new techniques of agroecology to increase soil fertility, boost crop yields, retain water more effectively, and to adapt to climate change.Community Gardening:In 3 of the villages where BARKA has drilled wells, community gardens were created to provide fresh vegetables throughout the dry season to combat malnutrition and hunger. This was done very cost effectively and through the leadership of the communities.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0Copies of the completed draft form 990 (including required schedules) are distributed electronically to the Board of Directors for review and approval. Questions and concerns are addressed; suggested changes are noted and modifications are approved. Management staff ensures that approved changes are incorporated into the Form 990 as appropriate.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1BARKA Foundation conflict of interest policy is present and enforced to protect the organization's interest when it is contemplating entering into a transaction or arrangement that may benefit the private interest of one its officers or directors, or may result in a possible excess benefit transaction.
