Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

Copies of the completed draft form 990 (including required schedules) are distributed electronically to the Board of Directors for review and approval. Questions and concerns are addressed; suggested changes are noted and modifications are approved. Management staff ensures that approved changes are incorporated into the Form 990 as appropriate.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

BARKA Foundation conflict of interest policy is present and enforced to protect the organization's interest when it is contemplating entering into a transaction or arrangement that may benefit the private interest of one its officers or directors, or may result in a possible excess benefit transaction. The policy is intended to supplement any applicable state and federal laws governing conflicts of interest. An interested person must disclose the existence of the beneficial interest to the other members of the board. The other board members will then exercise due diligence and decide by majority vote if a conflict of interest exists. If the other board members believe that a conflict of interest exists, appropriative corrective action will be enforced.

IRS990/Desc0ACTIVITIES IN THE WATER, SANITATION, & HYGIENE SECTOR:The Water Fair:In Burkina Faso BARKA conceived and produced the national observance event of World Water Day during a 5-day event that brought 100 water-focused NGOs to Fada NGourma to increase collaboration and share best practices in the water sector. The event consisted of a 1000-person Walk for Water to engage the local population to take up their right to clean water; an NGO Forum which produced a synthesis of 20 presentations and recommendations for the water sector within Burkina Faso; a public Exhibition of water actors including NGOs, government agencies and local agricultural producers; concerts and live performances of traditional and modern artists each night who sensitized the audience about water, sanitation and hygiene; and a dinner gala at which the International Water Fund was launched to finance water projects in the Eastern region. The event was sponsored by the First Lady of Burkina Faso and the US Ambassador to Burkina Faso with additional support from the Minister of Water and the Minister of Mines. UNICEF was a major corporate sponsor. Initiative: Eau and Eau Vive were co-producers of the event.WASH-in-SchoolsBARKA conducted a study to assess the water, sanitation and hygiene needs of the 27 high schools and 134 primary schools in the commune of Fada. This is one of the projects of the International Water Fund.Well DrillingBARKA developed a new WASH program to meet the water and sanitation needs of 5 villages in Gourma Province. This is one of the projects of the International Water Fund.Menstrual Hygiene Management (MHM)BARKA added a 7th school partner during its 2nd year of its MHM program which included the sensitization of 500 middle school girls and the distribution of 500 sanitary pads. BARKA was a co-producer of the national observance of MHM Day with UNICEF, Wateraid and PLAN International. BARKA also developed a new project to be the first organization in Burkina Faso to distribute menstrual cups to women and girls. The cup distribution is complemented by a comprehensive training program on the key issues of sexual and reproductive health and rights (including female genital mutilation and cutting, early/forced/child marriage, unwanted pregnancy and HIV prevention).Monitoring and EvaluationBARKA monitored and evaluated the 6 wells it drilled between 2012-2017, tested water quality of each well, and confirmed that water committees are functioning properly and collecting micro-payments from water users. In addition, BARKA monitored and evaluated the community gardens next to the wells in the 3 villages where it established these programs to combat malnutrition and hunger through year-round vegetable production.OTHER ACTIVITIES:BARKA was admitted into Burkina Fasos Permanent Secretariat of NGOs (SPONG), attended the national water forum, was nominated for a Water Trophy award, supported several local cultural festivals and solidarity events, hosted its first delegation of 4 staffers from Burkina Faso for a 3 week visit to the US which included the annual Board of Directors retreat and meetings with donor communities. BARKA worked with What Matters Productions to create 2 new short films about BARKAs water-focused work.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0Copies of the completed draft form 990 (including required schedules) are distributed electronically to the Board of Directors for review and approval. Questions and concerns are addressed; suggested changes are noted and modifications are approved. Management staff ensures that approved changes are incorporated into the Form 990 as appropriate.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1BARKA Foundation conflict of interest policy is present and enforced to protect the organization's interest when it is contemplating entering into a transaction or arrangement that may benefit the private interest of one its officers or directors, or may result in a possible excess benefit transaction.
