LAUNCHED IN 2011, EMPLOYING TWO FORMERLY INCARCERATED WOMEN AT ONE COFFEE STAND, SECOND HELPING EXPANDED TO OPERATE A CATERING BUSINESS, AND CARRY-OUT RESTAURANT. IN AUGUST 2014, WE DETERMINED THAT THIS WAS NO LONGER THE BEST MEANS TO HELP OUR CLIENT PREPARE TO SECURE LIVABLE WAGE EMPLOYMENT IN THE COMMUNITY. THEREFORE, THE COFFEE CARTS, CATERING AND CARRY-OUT RESTAURANT WERE CLOSED AND WE BEGAN THE SEARCH FOR A NEW PROGRAM TO HELP CLIENTS BECOME GAINFULLY EMPLOYED. |

OUR MODEL OF CARE IS EXTREMELY SUCCESSFUL, WITH LESS THAN 4% OF OUR CLIENTS RETURNING TO PRISON AS COMPARED TO A 38% RECIDIVISM RATE FOR WOMEN IN NORTH CAROLINA. VOLUNTEERS ARE A CRITICAL PART OF OUR SUCCESS STORY. WE CONNECT FEMALE INMATES AND WOMEN COMING HOME FROM PRISON WITH VOLUNTEER MENTORS, PEN PALS, COUNSELORS AND EDUCATORS. THESE VOLUNTEERS CREATE A POSITIVE, LOVING SUPPORT SYSTEM THAT MANY OF OUR CLIENTS HAVE NEVER HAD. HEALTHY CONNECTIONS WITH OTHERS PROMOTE HEALTHY DEVELOPMENT, LEADING TO HEALTHY CHOICES.OUR COMPREHENSIVE APPROACH ALLOWS US TO LOOK AT THE COMPLETE WOMAN AND UNDERSTAND THE CONNECTION OF CRIMINAL BEHAVIOUR TO EVERY ASPECT OF THE SELF: PHYSICAL, MENTAL, EMOTIONAL, AND SPIRITUAL. WE UNDERSTAND THAT WOMEN DO NOT COMMIT CRIMES IN ISOLATION, AND WE TAKE INTO ACCOUNT RELATIONSHIPS WITH FAMILY, LOCAL COMMUNITY AND SOCIETY. THROUGH THE TOOLS WE PROVIDE, WHICH INCLUDE PROFESSIONAL COUNSELING, TRANSPORTATION, HOUSING, FAMILY SUPPORT, SUBSTANCE ABUSE REFERRALS AND CASE MANAGEMENT, WOMEN GAIN A SENSE OF SECURITY, CONFIDENCE, AND WELL-BEING THAT EMPOWERS THEM TO MAKE POSITIVE DECISIONS, BREAK DYSFUNCTIONAL PATTERNS, AND PRACTICE EFFECTIVE COMMUNICATION WITH THEIR CHILDREN, FAMILIES, AND FUTURE EMPLOYERS. AS CLIENTS BECOME ESTABLISHED IN THEIR NEW LIVES, OUR SERVICES GRADUALLY DECREASE. WE CONSIDER IT A MARK OF SUCCESS WHEN CLIENTS RETURN TO OFFER SUPPORT OR ENCOURAGEMENT TO ANOTHER WOMAN WHO HAS BEEN RECENTLY RELEASED. A NATIONAL PROFILE THAT OUTLINED CHARACTERISTICS OF WOMEN IN PRISON SHOWED THAT THESE WOMEN COME FROM FRAGMENTED FAMILIES WITH OTHER MEMBERS WHO HAVE JUSTICE SYSTEM INVOLVEMENT; ARE LIKELY SURVIVORS OF PHYSICAL AND/OR SEXUAL ABUSE; WERE THE PRIMARY CARETAKER FOR YOUNG CHILDREN AT THE TIME OF THEIR ARREST. WOMEN AND GIRLS IN THE JUSTICE SYSTEM HAVE COMPLEX HISTORIES OF TRAUMA, ADDICTION AND DYSFUNCTIONAL RELATIONSHIPS. OUR APPROACH FOR OUR CLIENTS AND THE MANY WOMEN WITHIN THE MECKLENBURG COUNTY SHERIFF'S OFFICE IS REFLECTIVE OF THE NEED FOR WOMEN TO DEVELOP HEALTHY RELATIONSHIPS AND TO THEN MATURE AND GROW THROUGH THESE RELATIONSHIPS. IN 2014 WE SERVED HUNDREDS OF WOMEN INCARCERATED IN THE MECKLENBURG COUNTY JAIL WITH EVIDENCE-BASED PROGRAMS, PROFESSIONAL COUNSELING, MENTORING, AND CLASSES INCLUDING PARENTING, SELF-CONTROL, RESPONSIBLE THINKING, SKILLS FOR SUCCESSFUL LIVING, SOCIAL VALUES AND OTHER EVIDENCE-BASED EDUCATIONAL PROGRAMS, ETC.TWENTY-ONE INCARCERATED WOMEN APPLIED TO BECOME CLIENTS IN 2014 AND 13 WERE ACCEPTED. THESE WOMEN DEMONSTRATED A TRUE DESIRE FOR CHANGE AND HAD A MINIMUM OF TWO YEARS OF INCARCERATION AHEAD OF THEM. THROUGHOUT THIS TIME WE WORK WITH EACH WOMAN TO DEVELOP HEALTHY VALUES AND ATTITUDES; TO UNDERSTAND THE PAST AND PRESENT ISSUES THAT CAUSED THEM TO MAKE NEGATIVE CHOICES; TO DEVELOP THEIR DECISION-MAKING ABILITIES; TO RECOGNIZE THEIR POTENTIAL AND TO PREPARE THEM FOR SUCCESSFUL RE-ENTRY. IN 2014 CHANGED CHOICES SERVED 52 INCARCERATED CLIENTS. EACH CLIENT HAS A PEN PAL WHO CORRESPONDS WITH THEM REGULARLY AND EACH RECEIVES: RELEVANT AND ENCOURAGING READING MATERIAL, CARDS OF ENCOURAGEMENT, A BIBLE, MONTHLY NEWSLETTERS, PHONE COMMUNICATION WITH OUR INMATE SERVICES MANAGER, AND A STIPEND IF THEY ARE TRULY INDIGENT. UPON RELEASE, THESE WOMEN MAY CONTINUE WITH US AS PART OF THE TRANSITION PROGRAM. |

JEAN BAKER MILLER (TOWARD A NEW PSYCHOLOGY OF WOMEN, 1976) SUGGESTED THAT A WOMAN'S PATH TO MATURITY IS UNIQUE BECAUSE WOMEN ARE PRIMARILY MOTIVATED BY THEIR SENSE OF CONNECTION WITH OTHERS. WOMEN DEVELOP A SENSE OF SELF AND SELF-WORTH WHEN THEIR ACTIONS ARISE OUT OF, AND LEAD BACK INTO, CONNECTIONS WITH OTHERS. THIS PROGRAM WAS DESIGNED TO ADDRESS THE NEEDS OF ALL FEMALE YOUTHFUL OFFENDERS (AGES 16 AND 17) AS WELL AS MANY YOUNG ADULT WOMEN (AGES 18-28). FOR THE DURATION OF HER INCARCERATION, EACH MENTEE MEETS WEEKLY WITH A MENTOR OR IN A MENTORING GROUP AND PARTICIPATES IN A RELEVANT GROUP INTERACTIVE JOURNALING CLASS. THERE IS A FOCUS ON SUBSTANCE ABUSE PREVENTION AND DEVELOPMENT OF HEALTHY RELATIONSHIPS FOR THESE YOUNG WOMEN. THOSE WHO DESIRE IT CONTINUE WITH THE MENTORING RELATIONSHIP UPON RELEASE OR TRANSFER TO PRISON ARE ABLE TO DO SO. |

OUR STATE PAYS $29,965 PER YEAR TO INCARCERATE ONE WOMAN. THE OBSTACLES FOR WOMEN RETURNING HOME FROM PRISON ARE DAUNTING. ACCORDING TO THE BUREAU OF JUSTICE STATISTICS, MORE THAN 75% OF WOMEN IN JAILS HAVE EITHER SUBSTANCE ABUSE OR MENTAL HEALTH ISSUES. 68% HAVE BEEN VICTIMS OF CHILD ABUSE AND 71% WERE VICTIMS OF DOMESTIC VIOLENCE. ALL FACE BARRIERS TO EMPLOYMENT AS A RESULT OF THEIR CRIMINAL RECORDS. 80% OF STATE INMATES ARE MOTHERS OF MINOR CHILDREN. AS A RESULT OF THESE DISCOURAGING FACTS, ACCORDING TO THE BUREAU OF JUSTICE STATISTICS, APPROXIMATELY 60% OF WOMEN RELEASED FROM PRISON RETURN TO PRISON WITHIN THREE YEARS. CHANGED CHOICES HAS DEVELOPED A REMARKABLY EFFECTIVE APPROACH TO THIS PROBLEM BY CREATING A COMPREHENSIVE WEB OF SUPPORT FOR EACH OF OUR FORMERLY INCARCERATED CLIENTS. BY ATTENDING TO EACH WOMAN'S UNIQUE NEEDS AND TAKING THE TIME NECESSARY TO BUILDING A NETWORK OF RELATIONAL SUPPORT FOR HER, LESS THAN 4% OF OUR CLIENTS RETURN TO PRISON. WE ESTIMATE THAT OUR SMALL AGENCY SAVES THE STATE AT LEAST $3 MILLION PER YEAR. MORE IMPORTANTLY, WE GIVE WOMEN A CHANCE TO REACH THEIR POTENTIAL AND EQUIP THEM WITH THE TOOLS TO BECOME POSITIVE, CARETAKING MOTHERS TO THEIR CHILDREN. THE FAMILIES OF OUR INMATE CLIENTS ARE PROVIDED WITH SUPPORT, ESPECIALLY IF THEY LIVE IN THE GREATER CHARLOTTE AREA. FAMILY SUPPORT MAY INCLUDE PROFESSIONAL COUNSELING SERVICES, FOOD, CLOTHING, SCHOOL SUPPLIES, CHRISTMAS GIFTS, AND, IN EMERGENCY SITUATIONS, FINANCIAL ASSISTANCE. WHEN POSSIBLE, A VOLUNTEER WILL TAKE A CHILD TO VISIT THE CLIENT MOTHER IN PRISON IF TRANSPORTATION IS NOT AVAILABLE TO THE FAMILY. FOR THE CLIENTS AND FAMILIES IN TRANSITION, WE PROVIDE INDIVIDUAL AND FAMILY COUNSELING FOR CHILDREN AND MOTHERS. MATERIAL PROVISION OF NEEDS SUCH AS WARM CLOTHING, FOOD, SCHOOL SUPPLIES AND ASSISTANCE WITH FURNITURE AND HOUSING ARE PROVIDED AS NECESSARY. TEEN AGED DAUGHTERS ARE INCLUDED IN THE ANNUAL RETREAT HELD FOR CLIENTS AND A SPECIAL SUPPORT GROUP HAS STARTED JUST FOR THE TEENS OF CLIENTS. DURING THE SUMMER, AN EFFORT IS MADE TO PROVIDE SUMMER CAMP FOR THE YOUNGER CHILDREN WHOSE MOTHERS MUST WORK. |

THIS INVOLVES AN EXTENSIVE WRITTEN APPLICATION AND PROFESSIONAL REFERRAL. APPLICATIONS ARE REVIEWED BY A COMMITTEE THAT INCLUDES STAFF AND A CLIENT GRADUATE OF OUR PROGRAM. ONCE A WOMAN IS ACCEPTED AS A CLIENT SHE MAY RECEIVE VARIOUS FORMS OF SUPPORT WHILE INCARCERATED INCLUDING A PEN PAL, ENCOURAGING READING MATERIAL, A BIBLE, AGENCY NEWSLETTERS, PHONE COMMMUNICATION WITH OUR INMATE SERVICES MANAGER, AND A STIPEND IF SHE IS TRULY INDIGENT. UPON RELEASE, MANY OF THESE WOMEN NEED CLOTHING, SHOES, AND FOOD WHICH WE SUPPLY. THESE WOMEN MAY CONTINUE WITH US AS PART OF THE TRANSITION PROGRAM WHERE THEY MAY RECEIVE SOME OR ALL OF THE FOLLOWING, BASED ON NEED AND AVAILABILITY OF FUNDS: PROFESSIONAL COUNSELING, TRANSPORTATION, TEMPORARY HOUSING, FAMILY SUPPORT, SUBSTANCE ABUSE REFERRALS AND CASH MANAGEMENT. OCCASIONALLY WE ASSIST THE CLIENTS IN SHORT TERM EMERGENCY SITUATIONS, GENERALLY WITH THE GOAL OF PRESERVING THE WELLBEING OF THE CLIENT'S CHILDREN. CLIENTS ARE REQUIRED TO SUBMIT A COPY OF THE BILL AND TO REVIEW THEIR FINANCIAL CIRCUMSTANCES WITH OUR EXECUTIVE DIRECTOR OR ANOTHER STAFF MEMBER BEFORE ASSISTANCE IS GRANTED. WHENEVER POSSIBLE, ASSISTANCE TAKES THE FORM OF A PAYMENT TO THE VENDOR ON THE CLIENT'S BEHALF. THE CLIENT'S CHILDREN SOMETIMES RECEIVE HELP WITH SCHOOL SUPPLIES, TUITION, AFTER-SCHOOL CARE OR SUMMER CAMPS. |
