Mission

Cambodian Childrens Fund ("CCF") transforms the country's most impoverished kids into tomorrow's leaders, by delivering education, family support and community development programs into the heart of Cambodias most impoverished communities.We believe that with the right education and support, one child has the potential to lift an entire family out of poverty and that a generation of educated children has the power to change a whole society. Through intensive, longterm investments in children, CCF is helping students build the skills, confidence and integrity they need to become the progressive spokespeople and leaders of change in their community.CCF operates 64 inter-connected projects across 7 core program areas: Education, Leadership, Community Outreach, Healthcare, Child Care, Career and Life Skills, and Child Protection Unit.

Our mission is to break cycles of poverty and abuse and to create positive change in cambodia through intervention and education for the most impoverished children and their families. By providing healthcare, education, job training and leadership development, the children in our care will enter cambodian society with the skills, confidence and integrity to help their own families and communities in an active way no generation has before. We believe that for optimal development and healing, the children in our care must remain connected to their families and their communities. To support this objective we run a broad spectrum of fully integrated community services that collectively offer the strongest possible safety net for families and communities in crisis.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The tax return is prepared by an outside accounting firm. After completion of said returns, the organization is sent a draft of the tax returns to be reviewed and examined. The organization makes copies of the returns and distributes to those individuals charged with governance. Those individuals at that time can review and if applicable discuss any line items in the return with the accountant who has prepared the return. If all items are found to be acceptable, an authorization is signed and provided to authorize the outside accounting firm to process, sign and provide copies of the returns to be filed (paper or electronically) with the designated governmental agencies. The tax returns are then signed by the organization, stamped and mailed with certified return receipt or the signed form 8879 is provided to the outside accounting firm allowing electronic filing.

This redesigned course goes beyond just cooking but also focuses on food safety, kitchen hygiene and safety, use of kitchen materials and equipment.All residential students from grade 7th to 12th (also including fresh university students) are able to do basic cooking safely and hygienically at CCF.Khmer General EducationScale up structured STEMSTEM has been officially structured and integrated into CCF KGE program for students from grade 7 to 11 (2 hours per week for science subjects).Community Leadership Program - Student Leadership TrainingScale upStarting from October 2019, this newly redesigned Student Leadership Training Curriculum has been formally integrated into KGE program running on weekdays for students from grade 7 to 11 (one hour per week for each class) to enable them to focus on the sessions and fully engage in the leadership program. The initial first cohort of 16 CCF students who were likely to drop out education were placed in this program.Medical Clinic upgraded healthcare equipment and renovation of the clinics buildingScale upIn response to the finding in relation to healthcare equipment of the survey undertaken by Emory University Team back in mid-2016, CCF with generous funding from GE has been able to upgrade some of its healthcare equipment and undertake quite major renovation of the clinics building including setting up a comfortable waiting area for patients. These include:- X-Ray Room work- GE X-Ray XR6000 VRS (Fix X-Ray)- Agfa CR-12- Autoclave (China Brand) 75L- Ultrasound (Cardio + Fibro Scan + General ) Model Logic S8- Telemedicine (not connected to other healthcare professionals yet)These upgrades have allowed the clinic to perform some imaging tests (X-ray and Ultrasound). Foster CareScale upWith the continuous reduction in number of residential students and expansion of Foster Care project instead, the number of foster care placements for these last 4 years has increased dramatically from initially 16 placements in 2016 to accumulative 185 placements (105 of which were placements in 2019 only). Just to recall, this project has been developed since 2016 in response to the commitment of Cambodias MoSVY (ministry of social affairs, veteran, and youth rehabilitation) to increase community-based care meanwhile to reduce residential care.

Subsidized Rice ProgramClose - SuccessCCF has been working to address the dire needs of the targeted community people through its integrated programs for many years. This has greatly lessened the family burden of the community and improved their livelihood. As a result, the need for subsidized rice has decreased as they are able to afford the normal market price of rice.1 residential facility (Lavender CCF1) under In-facility Childcare projectClose - SuccessWith the expansion of other types of community-based care which CCF has started since 2016, CCF has been able to close one more University Student Transitional Home, Lavender, since late December 2019. Students in this facility are all university students who are mature enough to start their own independent life.

OTHER PROGRAM SERVICES 4: Community OutreachHighlights of Community Outreach in 2019:-493 houses were built and gifted since the project started in 2013. Estimated to have provided around 2,500 people with safe accommodation.-3,788 of person times came to assess for all kind of support.-43,575 kg of rice were distributed to community people and other target programs.-100% of victims women and children (52 cases in total, 39 of which were domestic violence and 13 of which were in other forms of violence) received CCF intervention.-43 drug users and alcoholics who committed domestic violence were sent to detox and rehabilitation centers.-249 families were supported to get official documents (115 family books, 59 birth certificates, and 75 Cambodian ID).-449 families received their poor ID card (165 families in PrekToil, 170 families in DNT and 114 families in Russey Villages).-93 grannies in Granny Program for the whole year and 81 remain in the program at the end of the year.-311 applications from community people for CCF services were processed for decision from CCF Executive Director/Country Manager. Of these, 152 applicants were accepted.-52 businesses are/were supported, 9 of which were newly setup in 2019.-1512 participants including students and community people joined campaigns on environment, drug abuse and human trafficking.-903 community people and students joined training on Domestic Violence Prevention, social media, drug abuse and hygiene.-About 300 community people, grannies, students and foster families participated in the International Family Day.-3,118 of grannies and community people joined 48 times of monk blessing.-6 classes of community based literacy have been running with attendance of 100 students.-18 grannies took a lead in guiding 60 of students (junior leadership) to do traditional cooking and Khmer cake.-111 kids were selected from CCF residential facilities and put in foster care and kinship care due to them being unable to return to their own families/or having no own families. OTHER PROGRAM SERVICES 5: Career and Life SkillsHighlights of Careers and Life Skills in 2019: -46 Grade 12 students (100%) enrolled in university.-69% (40 out of 58 students pursue university education; this includes 8 students who have requested for gap year).24 students are in vocational training.-5 students continue from Associate to Bachelor Degree.-3.6% university drop-out (5/137 stop studying in 2019 before graduate).-95% of students (35/37) who graduated from their tertiary education are in employment/internship either before or right after their graduation.-206 university students under CLS program in entire year 2019, 160 students or 77.67% of them have been in/had employment.-68.67% (114/166) of university students are still in employment.-13.25% (22/166) of university students are still in internship.-81.92% of 166 students who are still in CCF university support program at the very beginning of 2020 are either in employment or internship.-10 students have received a FULL local undergraduate scholarship from previous years-749 students from grade 7-12 have done a Career Interest Assessment-188 students (including the 32 new university students in the academic year 2019- 2020) have received CLS support-37 students graduated in 2019-165 students signed up to do community work.-46 fresh grade-12 graduate students attended CCF-organized orientation about the Internship Policy and Internship Mapping.-89 fully reintegrated students are eligible for CCF Alumni Group.-02 student alumni joined university students meeting and shared their experience-77 student alumni joined CCFs activities. Estimated to have provided around 2,500 people with safe accommodation.-3,788 of person times came to assess for all kind of support.-43,575 kg of rice were distributed to community people and other target programs.-100% of victims women and children (52 cases in total, 39 of which were domestic violence and 13 of which were in other forms of violence) received CCF intervention.-43 drug users and alcoholics who committed domestic violence were sent to detox and rehabilitation centers.-249 families were supported to get official documents (115 family books, 59 birth certificates, and 75 Cambodian ID).-449 families received their poor ID card (165 families in PrekToil, 170 families in DNT and 114 families in Russey Villages).-93 grannies in Granny Program for the whole year and 81 remain in the program at the end of the year.-311 applications from community people for CCF services were processed for decision from CCF Executive Director/Country Manager. Of these, 152 applicants were accepted.-52 businesses are/were supported, 9 of which were newly setup in 2019.-1512 participants including students and community people joined campaigns on environment, drug abuse and human trafficking.-903 community people and students joined training on Domestic Violence Prevention, social media, drug abuse and hygiene.-About 300 community people, grannies, students and foster families participated in the International Family Day.-3,118 of grannies and community people joined 48 times of monk blessing.-6 classes of community based literacy have been running with attendance of 100 students.-18 grannies took a lead in guiding 60 of students (junior leadership) to do traditional cooking and Khmer cake.-111 kids were selected from CCF residential facilities and put in foster care and kinship care due to them being unable to return to their own families/or having no own families.
