Mission

The indiana immunization coalition exists to reduce the spread of vaccine-preventable diseases through immunization education, advocacy, promotion, and statewide collaborative partnerships.

The Indiana Immunization Coalition IIC exists to reduce the spread of vaccine-preventable disease. In 2013, the IIC continued implementing a statewide billing program for Indianas local health departments.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Coalitions current President of the Board of Directors, Treasurer, and Executive Director were all given a copy of the completed Form 990 to review prior to its filing. The Form 990 was discussed, and questions were posed to the Coalitions Accountant who is also the tax preparer for this Form 990. Once all questions were answered and changes made, the Form 990 was filed.

Form 990, Part VI, Section B, Line 12C

The Coalition provides a copy of its Conflict of Interest policy to its Board of Directors, officers, and staff. On an annual basis, the Board must sign and complete an acknowledgement form, disclosing any potential conflicts. In addition, disclosure is required throughout the year whenever a conflict arises with any Board member, officer, or staff person. Disinterested members of the Board make a determination as to whether a conflict does exist and what subsequent action is needed.

The Coalitions Articles of Incorporation have been filed with the Indiana Secretary of State SOS and are available online at the SOSs website for viewing. Governing documents, a conflict of interest policy, and financial statements are available to the public upon request. Form 990, Part VI, Section B, Line 15 A and B

Compensation for the Executive Director and other key employees is reviewed annually by the Board of Directors. The Board votes on the compensation that will be given to said employees at an annual meeting where the upcoming budget is reviewed. When a new Executive Director was hired in 2013, the Board performed an extensive search for applicants interviewed the applicants reviewed salaries for comparable positions throughout the state then made a collaborative decision on whom to hire and how much to pay them.

Program Service Expenses 737, Grants and allocations 3,156, Revenue 2,419 The Coaltion finished a project that began in 2012 to improve adult immunization rates with a grant from Interstate Postgraduate Medical Association. Practitioners supporting rural adult immunizations were invited to live lectures across Indiana. A web-based learning system was also made available, and a model training experience was created in order to empower providers.

Form 990, Part III, Line 2

In 2013, the Coalition received 580,621 of grant monies from the Indiana State Department of Health to purchase storage and handling equipment for local health departments in Indiana. Numerous county health departments were in need of new lab grade vaccine refrigerators and freezers, data logger recording thermometers, and fridge freeze vaccine transport carriers. The Coalition used the 580,621 of grant monies to purchase and deliver this equipment to the local health departments.

Form 990, Part XI, Line 8

The Coalitions financial statements were audited in 2013 for the year ended December 31, 2012. At the conclusion of the audit, it was determined that a prior period adjustment was needed. The net effect of the adjustment was to decrease 2012 revenue by 50,320 and increase 2013 revenue by that same amount. The revenue reported in 2013 is properly categorized and included on the Form 990 for 2013.

Storage handling equipment for local health departments consists of 580,621 of expenditures for new lab grade vaccine refrigerators and freezers, data logger recording thermometers, and fridge freeze vaccine transport carriers. The Coalition received grant monies in 2013 from the Indiana State Department of Health for the specific purpose of purchasing the equipment for local health departments.

Other fees for services paid to non-employees of 358,812 is comprised of expenses related to the statewide billing project that began in 2012 and continued in 2013. These fees were paid to medical billing and accounting service companies and include the cost of the following creating manuals training local health departments designing billing software and graphics managing the billing project providing training workshops establishing and maintaining a hotline for local health departments to get assistance with their questions visiting local health departments to get their billing programs up and running and providing credentialing.

This billing program began in 2012 and was piloted in several local health departments. In 2013, funds were utilized to conduct site visits of Indiana county health departments across the state in order to launch new or expanded Medicaid billing systems train and consult with users and establish and maintain a help support hotline. In addition, credentialing for local health departments and HIPPA compliance training were provided.

The deficiencies of all local Indiana health departments were assessed, and 66 of them responded with various equipment needs. Much of the equipment they used was old, non-lab/pharmaceutical grade, and in need of replacement. This, combined with stricter CDC recommendations, necessitated an immediate modernization of vaccine storage and handling equipment. The Coalition used the grant monies to purchase and deliver new lab-grade vaccine refrigerators and freezers data logger recording thermometers and fridge freeze vaccine transport carriers to the local Indiana health departments.
