We confront structural inequities impacting historically disenfranchised communities. Through strategic partnerships, we support increasing the power and capacity in low-income communities of color.

IRS990/Desc0Policy AdvocacyUrban Habitat provides a critical race and class analysis of transportation, housing, and land use planning and investments to create a just and connected Bay Area for low-income communities and communities of color. Through research, policy advocacy, and coalition building, we link local advocacy and organizing efforts to the broader movements for social, economic, and environmental justice.In 2016, our transportation justice advocacy and campaign support included the development of expenditure plans for Proposition J, San Francisco's transportation equity charter amendment, and Measure B, Santa Clara County's transportation sales tax. We also supported the successful passage of the BART regional bond (measure RR) and AC Transit parcel tax (measure C1).In addition, we supported multiple ballot initiatives for tenant protections. A majority of these were successful and even in the cities where the initiatives did not pass, community organizing and advocacy made important gains in shaping the debates around issues of concern to low-income communities and communities of color. The program also supported a number of newer campaigns for tenant protections in suburban jurisdictions and will continue this work into 2017.Lastly, we continue to convene our allies through the 6 Wins for Social Equity Network (6 Wins) and Regional Tenant Organizing (RTO) network. Six Wins developed and advocated for policies to ensure that the Bay Area's regional climate, transportation, and land use plan (Plan Bay Area) provides equitable benefits for the region's low-income communities of color while reducing the risk of displacement from market-rate housing development and transit investments. RTO is a coalition of organizations from six Bay Area counties that work directly on land use and housing issues from a community empowerment perspective. The RTO played a critical role in supporting tenant protections initiative and coordinating campaigns across jurisdictions.

IRS990/ProgSrvcAccomActy2Grp/Desc0Leadership DevelopmentUrban Habitat runs the Boards and Commissions Leadership Institute (BCLI) to train and support low-income people and people of color to serve on local and regional boards and commissions in the Bay Area. We convened our seventh BCLI cohort in 2016. We had 19 fellows complete our 6-month training. The fellows represented the cities of East Palo Alto, Fremont, Oakland, Pacifica, San Carlos, and San Francisco. Seven of the nineteen fellows are currently serving on local and regional commissions, such as the San Francisco Human Rights Commission's Equity Advisory Committee, Parks and Recreation Commission in City of Pacifica, Metropolitan Transportation Commission's Policy Advisory Council, Alameda County Public Health Commission, and the San Francisco Public Utilities Commission's Citizens' Advisory Committee. We accepted a new cohort of 14 for our 2017 class.We also provide technical assistance to Texas Organizing Project in Houston and The California Endowment's Building Healthy Communities hub in Sacramento to replicate BCLI.

The brief highlights key inequality trends across urban and suburban areas in 11 Bay Area counties from 2000 to 2014, and received media coverage by KQEDNews.org, KQED Forum, MercuryNews.com, SiliconValley.com, and an Op-Ed in the East Bay Times.Our analysis found remarkable differences between affluent inner regions, like San Francisco, San Mateo, Santa Clara, Alameda, and western Contra Costa counties, and increasingly poor outer regional counties like San Joaquin, Stanislaus, Solano, Napa, and Sonoma counties. The disparities between inner and outer regions of the Bay Area highlights the struggles facing low-income communities and communities of color across the region as they search for affordable housing and jobs which pay a living wage near their area of residence.
