Since 1958, we have been a leader in designing, implementing, and evaluating powerful and innovative programs in more than 80 countries around the world. Our work is organized in Bodies of Work: Behavioral, Physical, and Mental Health; Capacity Building for Individuals, Organizations, and Systems; Early Childhood Development and Learning; Elementary and Secondary Education; HIV and Sexual and Reproductive Health; Opioid and Other Substance Abuse Prevention; Out-of-School Learning; STEM; Suicide, Violence, and Injury Prevention; Youth and Workforce Development. Our services include: Design and Development, Evaluation, Implementation, Policy, and Research. Regions where we work: Africa, Asia, Middle East, Latin America and the Caribbean, and the United States.

Governance Explanations

Form 990, Part VI, Section A, Line 6

EDC was organized as a membership corporation pursuant to the laws of the state of Delaware. Pursuant to Delaware law, four corporate powers are reserved to Members. Those powers are detailed in Article II b of EDC's Amended bylaws which states: B. Members of the Corporation and Their Authority: The Trustees shall constitute the Membership of the Corporation and no person may be a Member of the Corporation who is not also a Trustee. The Members of the Corporation are responsible for the following four actions: 1) Election and removal of Trustees; 2) Approval of amendments of the Certification of Incorporation; 3) Approval of mergers with another organization; 4) Approval of the sale or disposition of EDC.

The Form 990 is prepared by management and reviewed by tax professionals at Grant Thornton, the CFO, and the Audit Committee of the Trustees. The complete Form 990 and all schedules are provided to every board member prior to filing the form with the IRS.

Form 990, Part VI, Section B, Line 12C

EDC has a conflict of interest policy that governs trustees and officers and a separate policy that governs all other EDC employees. The policy requires an annual training, disclosure, and certification with mandatory updates and also upon hire. Potential conflicts are managed by a Conflicts Review Committee comprised of EDC's General Counsel, Senior Human Resources Manager, and Director of Corporate Compliance who have no connection to the potential conflict.

Form 990, Part VI, Section B, Line 15

The Executive Committee of the Board (serving as the Compensation Committee) sets and approves the C.E.O. compensation as well as compensation proposed by the C.E.O. for the senior vice presidents. Each year, the C.E.O. works with the V.P. of Human Resources to recommend appropriate pay levels for the other senior executives based on market data and performance information. For other employees, the Executive Committee will provide and monitor adherence to the approved compensation philosophy and systems through management reports and surveys. Market data is gathered on an ongoing basis from reliable and valid sources. Decisions and deliberations are contemporaneously documented.

IRS990/Desc0In 2020, EDC's International Development Division developed: A. Distance Education During COVID-19: As school systems shut down during the pandemic, IAI programs--broadcast by radio--have emerged as a solution that both donors and governments wanted to explore. USAID asked all implementing partners that had created Interactive Audio Instruction (IAI) programs to upload them to a site where USAID could make them widely available to governments, implementing partners and others. IDD spent a good deal of time in May, June and even July going through IDD's extensive catalogue of IAI programs, identifying what programs and program supports (i.e., teacher guides, etc.) are available and digitizing IAI programs that were on CDs and even some on cassette tapes. IDD has located 23 IAI series from 18 countries and has shared them with USAID. Likewise, IDD's toolkit for repurposing IAI programs has been widely distributed and referred by many donor organizations and development professionals. In 2020, EDC has signed agreements with the World Bank, UNICEF, UNESCO, and the InterAmerican Development Bank (IDB) to provide various types of technical assistance all related too interactive audio instruction and distance education more broadly. B. IDD Study of COVID 19 Impact on Beneficiaries: IDD's Monitoring, Evaluation and Learning team surveyed teachers, parents, education officials, and youth across six countries about how the pandemic has affected their health, livelihoods, educational opportunities, and frame of mind and has created a dashboard that shares the results, which can be sorted by country and several variables, such as gender. Selected IDD Project Successes: Honduras Reading Activity-The new Spanish curriculum standards developed by the Honduras Reading Activity (HRA) team in collaboration with the MOE were published in the October 22, 2020 edition of the Gaceta, the Government of Honduras bulletin (like the Federal Register in the US), along with a decree making them official nationwide. The HRA team also successfully adapted its teacher training course on reading and writing instruction in primary grades to a virtual format, accessible via computer, tablet, or cell phone, using the Ministry of Education's on-line learning platform. Over 4,600 teachers successfully completed the course in 2020, with more cohorts planned for 2021. Lebanon Higher Education Capacity Development: The project delivered five high quality, virtual webinars/trainings/e-mentoring sessions, covering a variety of topics, to faculty and administrators from the nine partner HEIs. The first three in the list of offerings below put an emphasis on institutional strengthening and capacity development to help HEI partners sustain what HECD has begun. HECD offerings included: Grant Writing, Data for Decision Making, Women's Equity & empowerment, Work Ready Now orientation and training. Also, of note, in quarter 1 of FY21, 569 students across five universities received the WRN! course. D. New Awards. Egypt Teach for Tomorrow: EDC is implementing the USAID funded project to support improvements in primary-level instruction across the country. Over four years, EDC and its partner Keys to Effective Learning will work with Egypt's Ministry of Education and Technical Education to enhance teacher professional development and strengthen the professional licensing and certification of teachers. Uganda Integrated Child and Youth Development (ICYD): EDC is implementing the USAID Integrated Child and Youth Development activity, a five-year effort to improve education, health, and social protection for 2.9 million children and youth in Uganda. With partners Bantwana Initiative of World Education, Inc., Arizona State University, Redearth Education, School-to-School International (STS), and Resonance, the project will support the Government of Uganda's efforts to better align and deliver social service
