Form 990, Part VI, Section B, Line 11B

The organization follows a thorough process to review Form 990 before it is filed. Both Executive Directors conduct multiple reviews of the form, ensuring that all financial information and narrative sections are accurate and complete. Throughout this process, the Executive Directors also audit finance numbers, bank statements, and receipts as well as internal budgets and 1099s. Once all necessary adjustments are made, a finalized draft of the Form 990 is prepared in PDF format. After any final revisions, the completed Form 990 is presented to the full Board of Directors for review and final approval before submission. This process ensures that the form accurately represents the organization's financial position and complies with all relevant regulations.

Form 990, Part VI, Section B, Line 12C

Our organization has a Conflict of Interest Policy in place that applies to all board members, officers, directors, and key employees. To ensure compliance with this policy, the board regularly monitors and enforces it through the following practices: Board Review: The board conducts a thorough review of any disclosures during board meetings to ensure that any conflicts are properly identified. If a conflict arises, the individual involved is required to recuse themselves from any related discussions or decisions and in accordance with our bylaws. Ongoing Monitoring: The board and management are vigilant in monitoring any activities or transactions that could potentially create conflicts of interest. Any concerns are addressed immediately, and appropriate actions are taken to resolve any issues. Enforcement: If a conflict of interest is identified and not properly addressed, the board has a clear process for enforcement, which may include removing an individual from their role or taking corrective action as necessary. These measures ensure that our organization maintains transparency, accountability, and integrity in all its activities, in line with our mission and legal obligations.

Description of Process for Determining Compensation: For the key staff of the organization, the compensation was determined through a collaborative process where two Executive Directors agreed upon equal compensation for all staff. This compensation structure was then reviewed and approved by the Board of Directors. The Board reviewed the organization's budget and contractor payment rates to ensure that compensation was fair and aligned with the organization's financial capabilities. The process involved the following steps: Independent Review. The compensation structure for contractors was agreed upon internally by the two executive directors and approved by the 6 independent members of the Board. Comparable data regarding rate for contractor workers in local non-profit organizations providing social services was averaged. The organization's budget constraints and operational needs were also considered. The approval of compensation rate was documented in board meeting minutes for all contractors and incorporated into the 2025 budget calculation.

Form 990, Part IX, Line 11G

On Form 990, Part IX, Line 11g, we reported all payments made to independent contractors who provided essential program services but were not classified as employees. During the reporting year, we worked with an additional 4 part-time independent contractors to support our mission by assisting with asylum sessions, bilingual support, program development, case management, and community service program implementation. These contractors played a key role in: Facilitating asylum sessions by providing language support and assisting with communication between clients, legal service providers, and case managers, providing case management services to individuals in crisis, including intake assessments, resource navigation, and direct support to ensure access to housing, healthcare, and other essential services. They supported program implementations by coordinating service delivery, assisting with crisis stabilization efforts, and ensuring culturally competent support for non-English-speaking clients. As independent service providers, their compensation is reported under Line 11g - Fees for Services (Non-Employees) rather than under salaries, wages, or employee benefits. Additionally, 5 other individuals received a 1099 due to their compensation of between $600-$3300 total- for providing living space and case management support as hosts to their guests in our Host Home Program. Their work was essential in ensuring effective program service delivery including transitional housing and community support for the populations we serve.

The HOPE Host Home program connects compassionate community members who have extra space with asylum seekers and low income families in need of transitional housing for 90 days. Providing hosts with a stipend for financial support & dedicated case management for guests, the program ensures a safe and supportive environment cultivating cultural connections, providing wrap-around services and resource navigation. Empowerment toolkits, education, and individualized goal-setting ensures this program facilitates integration and belonging for in a transformative journey to stability. 31 individuals, including 12 children were housed through our 90-day Host Home program. Each family set individualized stability goals such as securing driver's licenses, employment, work authorization, school enrollment--successfully transitioned to permanent housing they could afford. Our total expenses also include the cost of program development costs in our inaugural year.

IRS990/ProgSrvcAccomActy2Grp/Desc0Pathways to HOPE Sessions-Pro Se Asylum & EAD Support: Workshops where asylum seekers receive comprehensive translation, technical, clerical, and educational resources as they navigate the complex asylum and work authorization application process. We assist individuals in completing their pro se asylum applications by providing a streamlined process of translation, technological, and mailing support. Spanish-speaking volunteers are available to support participants through the process and we ensure that applications are correctly mailed to all locations. We provide follow-up support, including guidance on address updates and venue changes. Additionally, private, bilingual EAD support sessions are offered when, after 150 days, applicants become eligible for work authorization. We believe no one should be denied the opportunity to file for asylum due to the high cost and limited availability of hired legal aid. 310 asylum applications filed through our Pathways to HOPE Sessions, ensuring asylum seekers have protection from deportation, an opportunity to be granted safety from further persecution, and after 150 days are able to apply to legally work and contribute to the local economy. At a cost to our organization of less than $100 per application- we are able to expand the number of people with access to this life-changing process through accessible, technologically savvy, and fiscally responsible processes. This program also fosters economic opportunity by reducing labor exploitation and strengthening the workforce. Our total expenses also include the cost of program development costs in our inaugural year.

IRS990/ProgSrvcAccomActy3Grp/Desc0Crisis to HOPE Fund- Emergency Stabilization: Provides financial assistance and short term case management for critical needs such as legal fees, transportation, rental support, and medical expenses. Hope Has No Borders established the Crisis to HOPE Fund (CHF) to offer one-time, urgent financial assistance to individuals facing critical needs beyond the scope of other support systems. The CHF provides immediate, flexible support for essential areas such as work, shelter, medical care, legal assistance, and transportation, ensuring stability during emergencies. Along with each financial award, up to 6 hours of dedicated case management is provided in additional support and resource navigation. Modeled after successful grassroots initiatives, the CHF delivers responsive and preventative assistance, offering hope and practical aid in times of crisis. By addressing urgent financial challenges with targeted, one-time grants, the fund helps individuals regain stability and avoid ongoing dependency on emergency support. Our total expenses also include the cost of program development costs in our inaugural year.

Hope Has No Borders not only provides donation-based gifts as a token of appreciation for volunteerism, but also offers valuable real-life experience, education around cultural expectations and bilingual support. The program enhances resumes and work readiness during the volunteer service period while connecting individuals to community resources and one another. Since the program launched in summer 2024 we facilitated 464 hours of service across 4 non-profit partners and a total of 108 shifts. Our total expenses also include the cost of program development costs in our inaugural year.
