Mission

Casa de amparo is recognized as a major force in the field of child abuse prevention. Partnering with the greater san deigo community, we assure that children and their families receive unique and innovative services for healing, for stopping child mistreatment of any kind, and for ending generational cycles of abuse. The result is a community where child abuse and neglect are not tolerated, and where child abuse awareness and prevention are priorities.

To support those affected by and at risk of child abuse and neglect, through a range of programs and services that promote healing, growth, and healthy relationships.

Governance Explanations

Form 990, Part VI, Line 1A: Explanation of Delegated Broad Authority to Committee

As a committee of the board, the executive committee shall have the responsibility of general supervision, management, strategic planning and control of the business of the corporation and over its officers and executive director. All decisions of the executive committee shall be reported to the board at the next regular meeting. The executive committee shall also be responsible for discharging any tasks assigned by the board of directors. There are fifteen total board members and all are voting members.

The form 990 is reviewed by the audit committee and audit firm staff in a scheduled meeting. The form 990 is then provided to the full board of directors. The audit committee reviews the form 990 with the full board of directors and the form 990 is then approved by the entire board.

Annually all board members read and sign the conflict of interest disclosure form at a regular board meeting. The board reviews the conflict of interest policy as a board education topic.

Compensation for employees, including the executive director, shall be considered in a fair and informed manner, taking into consideration the external economic climate and the financial condition of the organization. Risk to the short and long term financial health of the organization is the overriding consideration. Board members are not compensated. The procedure for determining the executive directors compensation requires the full board to consider compensation on an annual basis.

Financial Statement Notes

Part X : FIN48 Footnote

The Organization is a qualified nonprofit organization that is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and Section 23701(d) of the California Revenue and Taxation Code. The Financial Accounting Standards Board (FASB) issued Accounting Standards Notification No. 740-10, Accounting for Uncertainties in Income Taxes, which sets a minimum threshold for financial statement recognition of the benefit of tax position taken or expected to be taken in a tax return. The Organization uses a loss contingencies approach for evaluating uncertain tax positions and continually evaluates changes in tax law and new authoritative rulings. Management believes that the Organization has no uncertain tax positions.

IRS990/Desc0In april 2012, casa de amparo officially opened the casa kids campus on 11.4 acres owned by the organization in the twin oaks valley area of san marcos. Residential services and casa de amparos administrative offices, formerly in oceanside, are now located on the new campus. Also located on the casa kids campus are inland family visitation services and counseling services. The facility incorporates design concepts that provide a nurturing and calming environment for children and families. In addition to being leed (leadership in energy and environmental design) certified, the campus is ada (americans with disabilities act) compliant and well equipped to meet the needs of children and families, including children who are medically fragile or who have disabilities. The campus has greatly increased the organizations capacity to serve greater numbers of children and families throughout california and to increase and enhance programs to meet evolving needs. Casa de amparo also has a family services campus in oceanside, with buildings owned by casa de amparo and a long term land lease agreement and partnership with the city of oceanside.In 2016, casa de amparo responded to the growing need for intensive residential care for pregnant and parenting female foster youth and their babies by expanding one of our three cottages and completing tenant improvements to build out clinical support space on the casa kids campus. The cottage for pregnant and parenting female foster youth and their babies now serves up to 12 moms and 12 babies simultaneously.In october 2016, casa de amparo was selected to benefit from a substance abuse and mental health services administration (samhsa) grant that will provide innovative programming agency wide. Casa de amparo is partnering with the trauma center at justice resource institute and suffolk university on a national child traumatic stress initiative grant: the complex trauma treatment network. This partnership will last for five years. Casa de amparo is serving as a service center to implement the evidence-based practice of attachment, regulation and competency (arc), which is a trauma-informed framework for intervention with youth and families who have experienced multiple and/or prolonged traumatic stress. In april 2017, casa de amparo had an initial accreditation site survey by the joint commission. On may 28, 2017, casa de amparo became accredited by the joint commission for all services surveyed under the comprehensive accreditation manual for behavioral health care.In 2018, casa de amparo enhanced services provided in our residential services program to include the transition preparation program (tpp). The tpp serves older teenage foster youth, including youth who are pregnant or parenting. The tpp maintains all aspects of supervision and services provided in residential services, while preparing teens to live independently by simulating apartment style living.Casa de amparo is currently in a capital campaign to expand the casa kids campus in san marcos to include a teen wellness center (twc) for foster youth and a support services center. The twc will be licensed as a community treatment facility and will be the first in san diego county and only the third in california. The twc will play a vital role in the treatment and prevention services provided to children and families affected by complex trauma that would otherwise likely be placed out of state. The support services center will allow casa de amparos team to maintain program sites, provide storage of in-kind items and space for maintenance of vehicles and equipment, as well as house commercial washers and dryers. Services offered during the fiscal year ending june 30, 2018:Residential services: in fiscal year 2017-2018, casa de amparos residential services program provided 24-hour residential group home care and supportive services for 103 children, ages birth to eighteen, who had been removed from their homes due to abuse or neglect.
