Mission

Casa de amparo is recognized as a major force in the field of child abuse prevention. Partnering with the greater san deigo community, we assure that children and their families receive unique and innovative services for healing, for stopping child mistreatment of any kind, and for ending generational cycles of abuse. The result is a community where child abuse and neglect are not tolerated, and where child abuse awareness and prevention are priorities.

To support those affected by and at risk of child abuse and neglect, (continued on schedule o) through a range of programs and services that promote healing, growth and healthy relationships.

Governance Explanations

Form 990, Part VI, Section A, Line 1

As a committee of the board, the executive committee shall have the responsibility of general supervision, management, strategic planning and control of the business of the corporation and over its officers and executive director. All decisions of the executive committee shall be reported to the board at the next regular meeting. The executive committee shall also be responsible for discharging any tasks assigned by the board of directors. There are two members of the board who are non-voting members. In total, there are seventeen voting members and two non-voting members.

Form 990, Part VI, Section B, Line 11

The form 990 is reviewed by the audit committee and accounting firm staff in a scheduled meeting. The form 990 is then provided to the full board of directors for their approval. The audit committee presents the form 990 and it is reviewed with the entire board.

Form 990, Part VI, Section B, Line 12C

Each january, all board members read and sign the conflict of interest disclosure form at the regular board meeting. The board reviews the conflict of interest policy as the education topic for january.

Form 990, Part VI, Section B, Line 15

Compensation for employees, including the executive director, shall be considered in a fair and informed manner, taking into consideration the external economic climate and the financial condition of the organization. Risk to the short and long term financial health of the organization is the overriding consideration. Board members are not compensated. The procedure for determining the executive director's compensation requires the full board to consider compensation on an annual basis, typically initiating the process in december and implementing in january/february of the following year.

Young parent network: young parent network program (ypn) was discontinued in fy15-16 due to the original multiple year funding contract that ended at the end of june 2015 per the contract. We no longer report ypn as a separate program in fy15-16. We have provided similiar services under program counseling services and have reported the outcome under counseling services.

Financial Statement Notes

PART V, LINE 4:

Endowments and board-designated endowment funds are held by two third party foundations. The funds are invested with a long term horizon without attempting to time market movements. Allocations to asset classes are maintained in accordance with the long-term policy targets and ranges approved by the operations committee and the board of directors. The organization has invested the funds for total return and is limiting spending to interest and dividends to enhance the growth of the funds. The total value of board designated endowment funds and the total value of donor-restricted endowments funds was $354,316 and $100,871 respectively at june 30, 2016.

PART X, LINE 2:

The organization uses a loss contingencies approach for evaluating uncertain tax positions and continually evaluates changes in tax law and new authoritative rulings. Management believes that the organization has no uncertain tax positions.

SERVICES INCLUDE NURSING AND HEALTHCARE, CASE MANAGEMENT, INDIVIDUAL AND GROUP COUNSELING, RECREATION, NUTRITION, INDEPENDENT LIVING AND SOCIAL SKILLS TRAINING, EDUCATION EVALUATION AND INDIVIDUALIZED SUPPORT. THE CHILDREN ARE ROUTINELY PROVIDED GROUP, FAMILY AND INDIVIDUAL (CONTINUED ON SCHEDULE O) COUNSELING, CRISIS INTERVENTION, THREE NUTRITIOUS MEALS, DAILY SNACKS, MENTORING BY VOLUNTEERS AND ACCESS TO CULTURAL EVENTS AND HEALTHY LEISURE ACTIVITIES. THE PROGRAM GOAL IS TO PROVIDE CHILDREN WITH AS MANY HEALTHY CHILDHOOD EXPERIENCES AS POSSIBLE AND TO NURTURE THE POTENTIAL WITHIN EACH CHILD.IN APRIL 2012, CASA DE AMPARO OFFICIALLY OPENED THE CASA KIDS CAMPUS ON 11.4 ACRES OWNED BY THE ORGANIZATION IN THE TWIN OAKS VALLEY AREA OF SAN MARCOS. RESIDENTIAL SERVICES AND ADMINISTRATIVE OFFICES, FORMERLY IN OCEANSIDE, ARE NOW LOCATED ON THE NEW CAMPUS. THE GOAL OF THE PROGRAM IS TO HELP CLIENTS MAKE A SUCCESSFUL TRANSITION FROM FOSTER CARE TO INDEPENDENT LIVING. SUPPORTIVE INTERVENTION IS PROVIDED BASED ON INDIVIDUAL NEEDS, TO FOSTER SKILL DEVELOPMENT, SELF-DIRECTION AND PARENTING SKILLS THAT WILL SUSTAIN THEM ONCE THEY ARE ON THEIR OWN. ASSISTANCE THAT WOULD TYPICALLY BE PROVIDED BY PARENTS, SUCH AS VEHICLE REPAIR, (CONTINUED ON SCHEDULE O) DENTAL/HEALTHCARE EMERGENCIES, COLLEGE APPLICATION FEES, ETC. IS PROVIDED.

IN FISCAL YEAR 2015-2016 PROVIDED APPROXIMATELY 23,250 HOURS OF INDIVIDUAL, GROUP, FAMILY AND AGE APPROPRIATE PLAY THERAPY TO CHILDREN. SUPPORT ALSO INCLUDES FACILITATION OF PSYCHIATRIC AND PSYCHOLOGICAL SERVICES AND OTHER SPECIALIZATIONS SUCH AS SPEECH THERAPY. ALL SERVICES ARE TAILORED TO THE INDIVIDUAL STRENGTHS AND NEEDS OF EACH FAMILY SYSTEM (INDIVIDUAL CHILD, INTACT FAMILY, SINGLE, YOUNG ADULT, COUPLE, ETC.). THE YOUNG PARENT NETWORK (YPN) IS PART OF OUR COUNSELING SERVICES THAT PROVIDES EVIDENCE BASED TREATMENT TO PREGNANT AND (CONTINUED ON SCHEDULE O) PARENTING TEENS AND YOUNG ADULTS WHO ARE STRUGGLING WITH ISSUES RELATED TO SUBSTANCE ABUSE AND THE EMOTIONAL, FINANCIAL AND PERSONAL DEMANDS OF BEING A PARENT. YPN PROVIDED SERVICES TO 44 YOUNG PARENTS AND 48 CHILDREN.

IN FISCAL YEAR 2015-2016, 6,092 DAYS OF THERAPEUTIC CHILDCARE/PRESCHOOL WERE PROVIDED FOR 63 CHILDREN, AGE EIGHTEEN MONTHS TO FIVE YEARS, IDENTIFIED AS BEING AT RISK OF ABUSE OR NEGLECT AND APPROXIMATELY 53 PARENTS AND FAMILY MEMBERS.THE PROGRAM PROVIDES INDIVIDUAL AND FAMILY COUNSELING, PLAY THERAPY, PARENT ENRICHMENT EDUCATION, REFERRALS TO OUTSIDE RESOURCES AND SPECIALIZED ADVOCACY AND COUNSELING TO MILITARY FAMILIES SUFFERING THE IMPACTS OF POST TRAUMATIC STRESS DISORDER, INJURY AND OTHER RESULTS OF WAR EXPOSURE. A GOAL OF THE PROGRAM IS TO HELP FAMILIES DEVELOP A SAFETY NET OF CONNECTIONS TO THEIR COMMUNITY (FRIENDS, CHURCH, CLUBS, ETC.) AND TO DEVELOP THE SKILLS NECESSARY TO NAVIGATE PUBLIC/PRIVATE SOCIAL SERVICE SYSTEMS TO ACCESS SUPPORTS THAT ENSURE A HEALTHY FAMILY ENVIRONMENT AND THAT PREVENT FUTURE ABUSE OR NEGLECT.

IN FISCAL YEAR 2015-2016 1,801 SUPERVISED VISITS IN A SAFE AND NEUTRAL ENVIRONMENT FOR 434 CHILDREN AND 235 PARENTS/CAREGIVERS WORKING TOWARDS FAMILY REUNIFICATION WERE PROVIDED. SERVICES INCLUDE CHILD DEVELOPMENT EDUCATION AND COACHING FOR PARENTS, AND INPUT TO SAN DIEGO COUNTY CHILD WELFARE SERVICES REGARDING FAMILY READINESS FOR REUNIFICATION. TRANSPORTATION IS PROVIDED, AS NEEDED, TO FACILITATE VISITATION. PRE/POST CONSULTATION IS PROVIDED TO PARENTS TO DELIVER COACHING AND TO TEACH THE DEVELOPMENTAL CAPABILITIES OF THEIR CHILDREN, INCLUDING AGE-APPROPRIATE PLAY, DISCIPLINE, AND SKILL DEVELOPMENT. SUPERVISED VISITATION IS ALSO PROVIDED TO FAMILIES INVOLVED IN DIVORCE OR CUSTODY NEGOTIATION VIA THE FAMILY COURT.
