Mission

Pact is a non-profit organization whose mission is to serve adopted children of color. In every case, the child is always our primary client. In order to best serve children's needs, we provide not only adoptive placement, but lifelong education, support, and community for adoptees and their families on matters of adoption and race.

IRS990/Desc0Pact Family Camp: Pact Family Camp is an annual, five-day program that brings together families with adopted children of color from across the country to share experiences, learn from experts, and build community. Nationally known and hugely popular, Pact Family Camp offers children, teens, and adults not only transformative learning experiences within "brave spaces" but the chance to relax together, have fun, and build friendships with other families who know where they're coming from. All the camp counselors and most of the featured speakers are people of color, and most have a personal connection to adoption. In recent years Pact Family Camp has expanded to include retreats ("camp within a camp") for birth/first parents and adult adoptees of color. Pact Family Camp 2016 was our largest Camp ever: over 400 people attended, including 120 adoptive and foster families, 38 adopted adults and foster alumni, 8 birth/first parents, and 5 sets of grandparents. Of the 186 children and youth in the program, about 80% were of African American descent, about 9% each were Latino and Asian, and 2% were white (non-adopted siblings). They were cared for and mentored by 50 counselors, all of whom are people of color and many of whom are adopted or foster-alumni themselves. We were thrilled to welcome 29% families headed by at least one adoptive parent of color, our largest number to-date. We had 31% LGBTQ-headed families and 27% single parents. Of the adoptive families in attendance, 55% adopted infants domestically, 36% adopted through foster care, and 10% adopted internationally. Of the participating families, 38 (with 68 children) received donor-supported subsidies to attend Camp, as did 8 birth parents and 4 adopted adults and foster alumni. In 2017 we will launch a second Camp location in Maryland, to accommodate the ever-increasing demand.

IRS990/ProgSrvcAccomActy2Grp/Desc0Education and Support: Pact is increasing the national accessibility of its educational offerings for adoptive families with children of color by expanding its use of webinars, online workshops, and social media. Webinars are now offered on a monthly basis; in 2016, we served over 400 participants. Many adoption professionals across the country are participating in these to learn more about Pact's ethical approach to adoption. Pact's "Spring Training" has grown into an increasingly important regional event, now called the California Adoption Conference. Now produced in partnership with seven other agencies (with specializations ranging from foster-adoption to international adoption to triad support), this annual event is on track to become California's biggest adoption/foster-care conference. Every year this highly-anticipated gathering brings cutting-edge education to all members of the adoption and foster constellation. Pact's one-of-a-kind Teen & Tween Club provides safe spaces where adopted and foster youth of color can explore and express their feelings and form healthy relationships with peers, mentors, and role models. In 2016, 102 adopted and fostered teens and tweens as well as 17 non-adopted siblings participated. According to 87% of these children's parents, the mentors have had high impact on their children's lives, and 80% of their children feel less isolated and 77% are better able to discuss and manage their feelings about adoption and race because of Pact. Because we have seen the positive impact of gatherings that combine fun socializing and educational/expressive content, we have now expanded our offerings to include programs for youth ages 5-9 twice a year. Parents need support too; Pact helps them connect with one another through our online affinity groups and regional family gatherings. Outside our home base in Northern California, we support a network of member-run support groups across the country. This year we have been particularly involved in the development of Kaleidoscope, a rapidly growing Pact-affiliated organization that has brought Pact programming to 427 adopted children of color and their families in the Los Angeles/San Diego area. Finally, we hosted our first annual Adoptive Parents of Color Conference in Oakland, with over 50 participants, and are actively growing both a local and national engaged community for this underserved constituency.

IRS990/ProgSrvcAccomActy3Grp/Desc0Adoption Placement: Adoption begins with placement, but the trauma and challenges that lead a family to consider placement begin long before. Serving the needs of adopted children of color begins with treating their families of origin with respect. Women of color who consider placement of their children are often denied access to the options available to their white counterparts. Unlike many adoption agencies that treat adoptive parents as customers and birth parents and their children as commodities, Pact offers counseling for expectant parents that is about choice. We empower women to explore unplanned pregnancy options that include parenting, adoption, and pregnancy termination (when that is an option). Pact provides these services, free of charge, whether the women choose adoption or not. Pact recognizes that after placement birth/first parents remain an important part of the lifelong adoption journey. In 2016 Pact provided options counseling to 51 expectant parents; 75% of the women (and couples) who approach Pact considering adoption are helped to realize that they have parenting options within their family circle. Those who decide to place their child feel respected, valued, and heard throughout the process. For poor women of color, adoption is often offered or even encouraged as an option by counselors who don't have a clear understanding of the complexity of adoption and often make first parents feel that they have nothing of value to offer their child. With generous support from the Younger Foundation, Pact has launched a ground-breaking educational program for service providers who work with pregnant women considering adoption. AdoptionIts Complicated! employs workshop leaders who are themselves first/birth parents whose children have been placed for adoption. Working with adoptive parents of color, who have long been under-served by adoption professionals, is central to Pact's placement practice. Ethical, anti-racist adoption practices include seeking out and supporting adoptive parents who reflect the racial identity of children being adopted. In more than 90% of Pact's infant placements, at least one adoptive parent shares the same race as the child. In 2016 we consulted with 61 pre-adoptive families. By continuing to offer a sliding-scale fee structure for our placement services, Pact ensures that qualified low- and middle-income families are not barred from adopting due to prohibitive costs. Adoptive parents of color get involved with Pact because they want to build a strong community of support for themselves and their children. In 2016, more families are participating in the Adoptive Parents of Color Circle, now led by a 15-member advisory board; serving on Pact's Speakers Bureau, providing information and support to families who are considering adoption; taking part in our Yes, We Do Adopt! public education campaign; and coming to Pact Family Camp in record numbers.
