The finance committee has the responsibility for reviewing the organization's form 990 (including all pertinent schedules) before it is filed with the Internal Revenue Service. -Once the finance committee has completed its initial review of the form 990, and conferred, they can choose to discuss with the preparer of the form 990 as needed and request copies of relevant workpapers as needed. -Based on the finance committee recommendations the preparer of the form 990 should make revisions to the form 990 as soon as possible to ensure that the form 990 is filed with the internal revenue service on a timely basis. -All of the questions, comments, and suggested revisions set forth by the finance committee will be documented, along with any responses from the preparer of the form 990, if applicable. -A copy of the form 990 with all attached schedules is provided to each voting member of the Organization's governing body (paper or electronic) prior to the filing with the IRS.

The executive committee of the Board of Directors annually reviews conflict of interest forms to ensure that a director who has a potential conflict of interest refrains from participation in deliberations concerning the potential conflict. The operations leadership team annually reviews staff conflict of interest forms and alerts the president of any potential conflicts to ensure a staff member with a potential conflict has no substantive involvement in decisions related to the potential conflict.

In an executive session at the Board's annual meeting, the Board reviews compensation of the President and Vice Presidents. IRS990/Desc0HealthChildren Now's health programs focus on ensuring that children have affordable health coverage and meaningful access to quality care, including access to home visiting and other key services that are important for California's children. We have helped to ensure that California children have uninterrupted access to health coverage and care, and have supported efforts to monitor timely access, network adequacy and continuity of care for children during and after they were transitioned from enrollment in the Healthy Families program to Medi-Cal; we continued to increase awareness about health homes through our diverse Health Homes Network; we led education efforts around increasing the rate and awareness of child developmental and behavioral screenings for California's infants and toddlers; we analyzed the impact of early mental health intervention strategies in schools; we worked to ensure access to oral health services, including working to implement a medical-dental collaboration pilot project in Los Angeles County to increase the dental utilization rate of children under the age of 6 who are enrolled in Medi-Cal; we co-led the "Healthy Beginnings" workgroup of the Let's Get Healthy California taskforce to help shape the state's goals for improving children's health over the next decade; we engaged a range of diverse stakeholders in the effort to support and expand school based health services in California through leveraging existing relationships across the health and education policy fields; and we continue to address childhood obesity through reducing unhealthy food advertising targeted to children and chaired the Children's Media Policy Coalition's efforts to this end.

Through research and analysis, policy development, education and outreach campaigns, and advocacy, we have achieved the following: we conducted the policy development, network building, and education and communications efforts supporting California's new school finance reform, which helps ensure equitable access to a quality education for all kids, regardless of their race and economic status; we co-led policy development and advocacy efforts to strengthen investments in early learning and childcare for California's youngest children; we began a public education and stakeholder engagement effort around supporting California's implementation of the Common Core State Standards; we continued to lead implementation efforts for the state's education data system to improve educational quality and decision making; we played a primary policy development and information sharing role for a statewide readiness tool to be used in all transitional kindergarten and kindergarten classrooms in California; we continued co-leading efforts to improve school climate and reduce disproportionate rates of suspension and expulsion among at-risk populations; we galvanized an array of partners to help lead a policy dialogue across the state regarding adoption of the Next Generation Science Standards; we promoted the effective integration of career pathways with afterschool and summer opportunities in order to help maximize student instructional time and engagement, as well as provide opportunities to expand effective student supports and work-based learning approaches. We also disseminated research, wrote policy briefs and hosted conferences to draw attention to a range of critical topics in education.

We produce two marquee publications: 1) the California Report Card, which provides up-to-date data on the status of California's children, addresses recent policy developments, and delivers recommendations for improving children's well-being and 2) the California County Scorecard of Children's Well Being, which provides policymakers, advocates and community leaders with a much-needed means of measuring and analyzing children's well-being at the county level over time, by race and ethnicity, and relative to other counties. This online advocacy and data tool includes easy-to-read graphics depicting counties' unique strengths and vulnerabilities in meeting children's needs. Both of these publications as well as other data briefs are widely distributed to state and local policy makers, the media, service providers, civic organizations and concerned California residents. Outreach efforts and briefings around these publications as well as the widespread media coverage generated by their release motivate policymakers and key stakeholders to make children's concerns a priority.

Through coordinating advocates, sharing information with stakeholders and policymakers and producing position papers, we have been successful in the following: we helped increase state investments in child welfare services; we worked to ensure former foster youth remained covered through an early expansion of Medi-Cal for former foster youth, up until age 26, and conducted a major outreach campaign to inform foster youth of this coverage and help them access it; we supported academic achievement of youth in the foster care system through advocating for crucial data sharing to ensure school districts can identify students in foster care and better track and report their educational outcomes; we worked for the inclusion of foster youth as a subgroup in the Academic Performance Index, incentivizing districts to better serve students in foster care; we also secured the requirement that school districts develop plans specifying how they will improve the educational outcomes of foster youth; we helped preserve the Foster Youth Services (FYS) program and helped ensure continued coordination of educational services for foster youth. We also hosted convenings and webinars to bring attention to important child welfare topics, including a statewide webinar on maximizing health care coverage for former foster youth.
