Mission

University enterprises, inc.'s (uei) mission is to provide programs and services that enrich the sacramento state experience and support the evolving needs of the university community. Uei administers more than 500 research grants, contracts, and sponsored programs conducted through the university in partnership with state and federal agencies and resource programs in support of the university. Uei also administers food service, property services and bookstore operations on campus.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Uei's federal form 990 is prepared by a certified public accounting firm. This process includes a request for information from the organization, a compilation of data by the organization's management in the business services division (i.e. Finance director, controller, etc.), multiple layers of review by the certified public accounting firm and review of the final return by the organization's management (executive director, finance director and controller). Review by the finance director and controller consists of tying out information on the final tax return to internal financial and corporate records to ensure accuracy as well as a comprehensive review of all other content. The executive director performs a higher level review for reasonableness of financial information and accuracy of corporate governance items. This review may include meetings with the finance director, controller or external tax preparers as needed. Prior to filing, an electronic version of the final federal form 990 is transmitted to all voting members of the board of directors via email. There are no formal procedures established for board review, and board review of the return is not required prior to filing. The executive director responds to any questions or comments from the board.

The executive director's compensation is set by the president of the university who is also chair of the uei board of directors. The chair of the board, who is also chair of the executive committee, consults with the chair of the personnel committee regarding ceo compensation and performance evaluations. Discussion of ceo compensation is conducted in closed session of the full board of directors. Biennial salary surveys that include ceo compensation for other csu auxiliary organizations are reviewed for comparison purposes.

FOR EXAMPLE, THE "SACRAMENTO MATH AND SCIENCE TEACHER LEADERS PROGRAM" WHICH PROVIDES SCHOLARSHIPS AND RESEARCH-BASED PROFESSIONAL DEVELOPMENT OPPORTUNITIES TO POTENTIAL MATH AND SCIENCE TEACHERS, THE "BUILDING CAPACITY: STEM FACULTY PROFESSIONAL LEARNING IN THE ZONE OF PROXIMAL DEVELOPMENT PROGRAM" WHICH SUPPORTS THE EFFORTS TO IMPROVE THE TEACHING EFFECTIVENESS OF STEM FACULTY, AND THE "LOUIS STOKES STEM PATHWAYS AND RESEARCH ALLIANCE PROGRAM" WHICH AIMS TO INCREASE THE NUMBER OF UNDERREPRESENTED MINORITY STUDENTS GRADUATING WITH DEGREES IN STEM, AND TO CONTRIBUTE TO SCHOLARLY RESEARCH IN BROADENING PARTICIPATION IN STEM. - GRANTS FROM THE NATIONAL INSTITUTE OF GENERAL MEDICAL SCIENCES SUPPORT BASIC RESEARCH, INCLUDING RESEARCH ON ANTI-HIV MICROBICIDE AGENTS, AND RESEARCH TRAINING ACTIVITIES FOR STUDENTS FROM GROUPS UNDERREPRESENTED IN THE BIOMEDICAL SCIENCES. - A COLLABORATION WITH THE U.S. GEOLOGICAL SURVEY TO DEVELOP SUMMARIES OF OIL AND GAS WELL LOGS FROM PUBLICLY AVAILABLE WELL LOGS TO ASSIST IN THE DEVELOPMENT OF CONCEPTUAL MODELS OF HYDROGEOLOGIC SYSTEMS AND IDENTIFY THE POTENTIAL LOCATION OF TRANSPORT PATHWAYS.STATE & LOCALLY FUNDED PROGRAMS:- FUNDING PROVIDED FOR THE EMPLOYMENT OF STUDENTS WITHIN STATE AGENCIES AND LOCAL GOVERNMENTS FOR THE PURPOSE OF FURTHERING THE STUDENTS' AREA OF STUDY AND PROVIDING THEM WITH VALUABLE ON-THE-JOB TRAINING.- CONTRACT SERVICES PROVIDED BY SACRAMENTO STATE FACULTY TO THE STATE OF CALIFORNIA AND LOCAL GOVERNMENT AGENCIES SUCH AS ASSESSMENT SURVEYS AND STUDIES, APPLIANCE TESTING, AND PROFESSIONAL DEVELOPMENT FOR SCHOOL TEACHERS.- IN COLLABORATION WITH THE STATE WATER RESOURCES CONTROL BOARD, THE OFFICE OF WATER PROGRAMS PROVIDES TECHNICAL, MANAGEMENT, AND FINANCIAL SERVICES TO SMALL DISADVANTAGED COMMUNITIES IN CALIFORNIA TO RETROFIT OR REPLACE A DRINKING WATER SYSTEM.UNIVERSITY ENTERPRISES, INC'S OTHER PROGRAMS:UNIVERSITY ENTERPRISES, INC'S PROGRAM SERVICES BENEFITS MORE THAN 28,000 FACULTY AND STUDENTS OF SACRAMENTO STATE AS WELL AS THE GENERAL POPULACE.- DEVELOP AND IMPLEMENT PROGRAMS AND PUBLISH TRAINING MATERIALS FOR OPERATORS OF WATER TREATMENT PLANTS, WATER DISTRIBUTION SYSTEMS, WASTEWATER COLLECTION SYSTEMS, AND MUNICIPAL AND INDUSTRIAL WASTEWATER TREATMENT AND RECLAMATION FACILITIES. - THE NORTH CENTRAL INFORMATION CENTER (NCIC) MAINTAINS AN INVENTORY OF CULTURAL RESOURCES DOCUMENTATION FOR THE STATE OF CALIFORNIA AND SERVES SIX REGIONAL COUNTIES. - THE EDUCATION INSIGHTS CENTER RECEIVES STATE AND NON-PROFIT FUNDING TO FURTHER THEIR MISSION TO INFORM AND IMPROVE POLICYMAKING AND PRACTICE WITHIN AND ACROSS K-12, COMMUNITY COLLEGES, AND PUBLIC UNIVERSITIES.
