Mission and Program Overview
Mission
The mission of housing development center, inc. (hdc) is to strengthen opportunities for low-income families and individuals by developing, preserving and sustaining affordable housing and community facilities. Through four interrelated programs we strive to improve the lives of low- income people, strengthen the property portfolios and balance sheets of our nonprofit clients, and advance best practices in community development.

- Asset management services since 2001, housing development center has emerged as a leader in affordable-housing asset management. Our asset management team guides clients through the challenges of owning and managing affordable housing and related community services facilities, helping to ensure both the short-term and long-term success of these projects. We provide technical assistance and training to nonprofit organizations, housing authorities, and governmental entities in oregon and washington. In 2008, as a neighborworks america consultant, housing development center expanded its work to colorado, idaho, and northern california. Housing development center has helped 36 project owners preserve and improve the viability of 1,000 units of affordable housing, as well as implement ongoing systems for effective asset management and oversight. Housing development center asset management services include property and portfolio assessments, property and portfolio repositioning, property transfers and year 15 exits, capital needs assessments and reserve analysis, and staff and board training and systems development.

- Hdc community fund hdc community fund llc was formed in august 2009 to provide funding and development services to underserved communities through loans to nonprofit entities and housing authorities to develop or redevelop housing and facilities that serve primarily low-income communities and residents. To date the loan fund has helped finance five projects with six loans totaling 470,000. Our support has leveraged more than 73 million in permanent financing sources and will provide 290 units of affordable housing and 25,000 sq. Ft. Of service-facility space to families and individuals with incomes below 60% ami. Hdc community fund is a certified community development financial institution (cdfi).
