“The chief executive officer's compensation is fixed by contract characteristically for a three year term. The executive committee of the board reviews compensation at animal shelters throughout the united states based on budget, programs and similarity of complexity. The committee reviews websites including charity navigator and guidestar for relevant compensation information about comparable and relevant nonprofits including others in the same geographic region and similar labor markets. Important factors in determining compensation include performance markers set by the committee related to mission based accomplishments, community involvement and sustainable growth. Consideration includes relevant annual budget comparisons of benchmark data from other animal shelters. After approval by the committee, the board chair signs the contract with the chief executive officer on behalf of the board of directors upon approval by the board. The current contract term began in 2015. The compensation committee reviews and approves salary ranges for the executive team. Individual executive salaries are granted based on performance with respect to their approved salary ranges by their specific manager. The vice president of development's salary is determined by the chief operating officer within the approved salary range. Non-executive employees are given annual reviews at which time their compensation is reviewed by the appropriate member of the executive team using performance evaluations and comparability data including publications and surveys. Documentation is maintained in each employee's personnel file.”

THE ANIMALS THAT FOUND NEW HOMES CONSTITUTE AN OVERALL 97% ADOPTION RATE. THROUGH THE SECOND CHANCE PROGRAM, THE SOCIETY SAVES MORE LIVES BY ACCEPTING ANIMALS FROM SHELTERS AND ANIMAL CONTROL AGENCIES ACROSS OREGON, WASHINGTON, HAWAII AND CALIFORNIA. THESE SHELTERS USUALLY FACE THE DUAL PROBLEM OF TOO MANY ABANDONED ANIMALS AND TOO FEW ADOPTERS. IN 2017, 7,140 ANIMALS WERE ACCEPTED FROM 92 ORGANIZATIONS.THERE ARE THREE MEASUREMENTS THAT MUST BE TAKEN TOGETHER TO ADEQUATELY ASSESS THE PERFORMANCE OF AN ORGANIZATION'S ANIMAL SHELTER PROGRAMS: TOTAL NUMBER OF ANIMALS ADMITTED FOR REHOMING, THE PERCENTAGE OF ANIMALS RELEASED ALIVE (SAVE RATE), AND THE AVERAGE LENGTH OF STAY FROM ARRIVAL TO DISPOSITION ("LOS"). CONSIDERING ONLY ONE FACTOR IN THE ABSENCE OF OTHERS COULD LEAD TO A FALSE CONCLUSION OF SUCCESS WHEN JUST THE OPPOSITE MAY BE TRUE. FOR EXAMPLE, A SHELTER COULD HAVE A HIGH SAVE RATE, BUT IF ONLY 100 ANIMALS WERE ADMITTED AND 100% WERE ADOPTED, BUT THE AVERAGE LENGTH OF STAY WAS 365 DAYS, YOU MIGHT THINK OF THEM DIFFERENTLY THAN AN ORGANIZATION THAT ACCEPTED SEVERAL THOUSAND ANIMALS, HAD A 90% SAVE RATE, AND THE ANIMALS TOOK AN AVERAGE OF TWO WEEKS TO REHOME (A 14-DAY LENGTH OF STAY).THESE THREE METRICS TOGETHER CAN BE USED AS AN ASSESSMENT OF IMPACT AND EFFICIENCY OF THE ANIMAL REHOMING PROGRAM.2017 ADOPTION RATES * THE SOCIETY ADOPTED 5,215 DOGS - 99% OF ALL DOGS RECEIVED BY THE SHELTER; * THE SOCIETY ADOPTED 5,313 CATS - 97% OF ALL CATS RECEIVED BY THE SHELTER; AND* THE SOCIETY ADOPTED 768 SMALL ANIMALS - 96% OF ALL SMALL ANIMALS RECEIVED BY THE SHELTER. 2017 SAVE RATESIN ADDITION TO THE ADOPTION RATE, THE OREGON HUMANE SOCIETY ALSO MAINTAINS DATA ON THE SAVE RATE, CALCULATED ACCORDING TO THE ASILOMAR STANDARD.
