The executive director and the development director are married. The development director reports to the executive director.

The finance committee discusses the draft form 990 prior to filing. A copy is then sent to each member of the full board for comment at the next regularly scheduled board meeting before filing the form.

Form 990, Part VI, Section B, Line 12C

Board members complete and sign an annual disclosure statement. All significant expenses and contracts require a minimum of three bids. Any board member with a potential conflict would be recused from the selection process.

Form 990, Part VI, Section B, Line 15

The executive director's compensation is negotiated as three year contracts. The executive committee of the board reviews the compensation at other animal shelters throughout the united states that are of a comparable budget size or house a comparable number of animals. The committee also reviews various websites including charity navigator and guidestar for additional compensation information about nonprofits of a similar size or located in the same geographic area. One of the most important factors in determining compensation are performance markers set by the committee related to mission based accomplishments, community involvement, sustainable growth, adherence to the five year strategic plan as well as annual budgets and comparisons with benchmark data from other animal shelters. After approval by the committee, the board chair signs the contract with the executive director on behalf of the board of directors. The process was last undertaken in 2013. Other employees are given annual reviews at which time their compensation is reviewed by the executive director using performance evaluations and comparability data including publications and surveys. Documentation of the process is maintained in each employee's personnel file.

PART V, LINE 4:

Donor restricted and board designated funds are held for long term investment. The organization's goal is to continue to grow the endowment to support future operations. The endowment is managed similar to a foundation. Although most foundations distribute 5% annually to support programs, the organization uses a rate of 4.5% to promote the growth of the funds as well as the preservation of principal while continuing distributions to support programs.

THE ANIMALS THAT FOUND NEW HOMES CONSTITUTE AN OVERALL 98% ADOPTION RATE. THROUGH THE SECOND CHANCE PROGRAM, THE SOCIETY SAVES MORE LIVES BY ACCEPTING ANIMALS FROM SHELTERS AND ANIMAL CONTROL AGENCIES ACROSS OREGON, WASHINGTON, HAWAII AND CALIFORNIA. THESE SHELTERS USUALLY FACE THE DUAL PROBLEM OF TOO MANY ABANDONED ANIMALS AND TOO FEW ADOPTERS. IN 2015, 6,383 ANIMALS WERE ACCEPTED FROM 84 ORGANIZATIONS. THERE ARE THREE MEASUREMENTS THAT MUST BE TAKEN TOGETHER TO ADEQUATELY ASSESS THE PERFORMANCE OF AN ORGANIZATION'S ANIMAL SHELTER PROGRAMS: TOTAL NUMBER OF ANIMALS ADMITTED FOR REHOMING, THE PERCENTAGE OF ANIMALS RELEASED ALIVE (SAVE RATE), AND THE AVERAGE LENGTH OF STAY FROM ARRIVAL TO DISPOSITION ("LOS").
