Form 990, Part VI, Section B, Line 11

Review of the 2013 form 990 consists of a short presentation about the return to the board of trustees. The trustees go through the return line by line and have the opportunity to ask questions, discuss anything they do not understand, and at the completion of the presentation give a formal approval for its submission to the tax authority, or in the alternative, give direction on what additional information is required before they will give their consent.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy applies to trustees and key employees. A questionnaire is completed by the respective individuals to determine if further investigation of conflicts is required and is reviewed by the board. If the appearance or other indication of a conflict arises with an individual, the board sitting as a committee of the whole decides if there is a conflict, and if so, what action is required. The appearance or other indication of a conflict is reported through the executive director who also administers the annual survey questionnaire.

Form 990, Part VI, Section B, Line 15A

Compensation is reviewed by independent members of the board and comparability data is obtained from 990 filings of other similar organizations, industry salary surveys, and salary ranges posted in job listings. The compensation policy was last reviewed in january 2013; there was no salary review or adjustments in 2013.

Form 990, Part VI, Section C, Line 19

The organization's governing documents, conflict of interest policy, and financial statements are available to the public upon request.

IRS990/ProgSrvcAccomActy2Grp/Desc0COLLECTIONS CARE - THE CONSERVATION AND RESTORATION CENTER IS A PURPOSE-BUILT FACILITY INCORPORATING 8,200 SQ. FT. IT FEATURES TWO TRACKS AND A SELECTION OF LARGE TOOLS OPTIMIZED FOR HISTORIC PRESERVATION OF RAILWAY CARS AND LOCOMOTIVES. THE PRINCIPAL PROJECT FOR THE PRIOR TWO YEARS WAS REHABILITATION OF CHAPEL CAR 5 MESSENGER OF PEACE, A MOBILE CHURCH BUILT IN 1898 THAT IS LISTED ON THE NATIONAL REGISTER OF HISTORIC PLACES. IN 2013 THIS PROJECT ACHIEVED SUBSTANTIAL COMPLETION AND MAJOR WORK SHIFTED TO COACH 218, A 1912-ERA CAR BUILT FOR THE SPOKANE, PORTLAND AND SEATTLE RAILWAY. AS WITH THE CHAPEL CAR, MOST WORK IS CONDUCTED ACCORDING TO THE SECRETARY OF THE INTERIOR STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES. HOWEVER, BECAUSE 218 WILL OPERATE ON THE RAILWAY, MOST EXPENSES HAVE BEEN CAPITALIZED.
