Mission

The mission of the northwest railway museum is to develop and operate an outstanding railway museum that provides the public a place to experience the excitement of a working railroad and to see and understand the significance of railroads in the development and settlement of washington state and adjacent territories.

The organization has the following classes of membership: individual, regular, business, patron, and benefactor. All these classes of membership had one vote at annual meeting and annual election of trustees.

Form 990, Part VI, Section B, Line 11B

Review of the 2017 form 990 consists of a short presentation about the return to the board of trustees. The trustees go through the return line by line and have the opportunity to ask questions, discuss anything they do not understand, and at the completion of the presentation give a formal approval for its submission to the tax authority, or in the alternative, give direction on what additional information is required before they will give their consent.

The conflict of interest policy applies to trustees and key employees. A questionnaire is completed by the respective individuals to determine if further investigation of conflicts is required and is reviewed by the board. If the appearance or other indication of a conflict arises with an individual, the board sitting as a committee of the whole decides if there is a conflict, and if so, what action is required. Action may include the recusal of the interested party from the decision making process. The appearance or other indication of a conflict is reported through the executive director who also administers the annual survey questionnaire.

FORM 990, PART I, LINE 6:

Volunteers staffed programs, which includes operation of trains and engines, rehabilitation of artifacts, cataloging work, grounds-keeping, clerical services, and diesel and steam mechanics and machinists. In 2017 they contributed a combined 11,496 hours.

Financial Statement Notes

PART III, LINE 1A:

Organization maintains a research collection of historic railway transportation artifacts. This collection is not used for financial gain and under sfas 116 are not capitalized or recorded as revenue on the organization's financial statement.

PART III, LINE 4:

Collections are divided into three primary categories: library collections include published works, railroad timetables, maps, photographs, engineering records, artwork and business records, which document the mobilization of the northwest, and the technology and skilled workers that made it possible. Small objects include hand tools, lanterns, signals, and uniforms and other textiles, which represent objects used to construct, maintain and operate railroads in the northwest. Large objects include freight cars, coaches, and locomotives, which are used to illustrate and demonstrate how people and freight were transported to and from the northwest.
