THE COLUMBIA FACES AN UNPRECEDENTED NUMBER OF COAL, OIL, AND NATURAL GAS TERMINALS, WHICH THREATEN AQUATIC ECOSYSTEMS, PUBLIC HEALTH, AND OUR CLIMATE. RIVERKEEPER HELPED CREATE A REGIONAL COALITION CALLED POWER PAST COAL TO ADVOCATE AGAINST PROPOSALS TO BUILD NEW COAL EXPORT TERMINALS ON THE COLUMBIA RIVER AND THE PACIFIC NORTHWEST. COAL COMPANIES PROPOSE TO STRIP MINE COAL IN WYOMING AND MONTANA AND SHIP IT VIA TRAINS AND BARGES ALONG THE COLUMBIA RIVER GORGE TO PORTS ON THE LOWER COLUMBIA. COAL EXPORT INFRASTRUCTURE AND SHIPS WOULD DEGRADE OUR WATER QUALITY AND SALMON HABITAT. IF BUILT, DOZENS OF COAL TRAINS PER DAY WOULD IMPACT PACIFIC NORTHWEST COMMUNITIES. COAL CONTAINS TOXIC POLLUTANTS AND WHEN BURNED IS A MAJOR CONTRIBUTOR TO HARMFUL CLIMATE CHANGE. WORKING WITH ALLIES, RIVERKEEPER HELPED DEFEAT THREE OF THE SIX COAL EXPORT TERMINALS PROPOSED. RIVERKEEPER ALSO HELPED ORGANIZE TREMENDOUS PUBLIC INVOLVEMENT IN STATE AND FEDERAL COAL EXPORT PERMITTING PROCESSES, INCLUDING OVER 220,000 PUBLIC COMMENTS ON A PROPOSED COAL EXPORT TERMINAL IN LONGVIEW, WASHINGTON, ON THE COLUMBIA RIVER. RIVERKEEPER HELPED ORGANIZE THOUSANDS OF CITIZENS ALONG THE COAL TRAIN ROUTE TO RAISE CONCERNS TO DECISION MAKERS, TURNING COAL EXPORT INTO A NATIONAL ISSUE REGULARLY COVERED BY REGIONAL AND NATIONAL MEDIA. RIVERKEEPER ALSO PRESENTED TO STATE AND FEDERAL AGENCIES THE LEGAL AND POLICY REASONS WHY COAL EXPORT SHOULD BE DENIED IN WASHINGTON AND OREGON. DESPITE COAL COMPANIES PROJECTIONS, NO NEW PACIFIC NORTHWEST COAL TERMINALS WERE PERMITTED IN 2013. RIVERKEEPER ALSO HELPED LEAD REGIONAL EFFORTS TO PROTECT COLUMBIA RIVER SALMON AND PUBLIC HEALTH FROM CRUDE-BY-RAIL PROPOSALS, WHICH WOULD SEND HUNDREDS OF THOUSANDS OF BARRELS OF BAKKEN CRUDE OR TAR-SANDS-CRUDE ON TRAINS TO COLUMBIA RIVER PORTS, AND THEN TRANSFERRED ONTO OCEAN-GOING SHIPS. ONE PROJECT, PROPOSED BY TESORO SAVAGE ON THE COLUMBIA RIVER, WOULD SEND FOUR TO FIVE CRUDE OIL TRAINS PER DAY, EACH 1.5-MILE-LONG, FROM THE BAKKEN FORMATION IN NORTH DAKOTA (THE SAME OIL THAT RECENTLY EXPLODED IN LAC MAGENTIC, QUEBEC, AND ALICEVILLE, ALABAMA, AMONG OTHER PLACES) TO THE PORT OF VANCOUVER, WASHINGTON. THE TRAINS WOULD CROSS HUNDREDS OF WATER BODIES AND TRAVEL FOR OVER 150 MILES DIRECTLY ADJACENT TO THE COLUMBIA. TESORO WOULD STORE THE OIL IN HUGE TANKS ALONG THE RIVER AND THEN LOAD THE OIL ONTO PANAMAX-SIZED OIL TANKERS, WHICH WOULD SAIL THROUGH THE ESTUARY AND ACROSS THE TREACHEROUS COLUMBIA RIVER BAR. SOME ANALYSTS BELIEVE THAT BAKKEN OIL IS JUST THE BEGINNING, AND THE OIL-BY-RAIL PROJECTS WILL TRANSITION TO SHIPPING INEXPENSIVE TAR-SANDS OIL QUICKLY. IN 2013, RIVERKEEPER PUSHED STATE DECISION MAKERS TO DENY THE TESORO SAVAGE PROPOSAL BY PRESENTING COMPELLING TECHNICAL AND LEGAL ARGUMENTS ON THE PUBLIC SAFETY, ECONOMIC, AND ENVIRONMENTAL HARM, AND WHY THE PROJECT DOES NOT COMPLY WITH STATE REGULATIONS. THROUGH GRASSROOTS AND GRASSTOPS ORGANIZING, RIVERKEEPER CREATED STRONG AWARENESS AND OPPOSITION TO THE TESORO SAVAGE PROJECT. RIVERKEEPER ALSO PREPARED FOR A CHALLENGE TO EXPANSION OF OIL TERMINALS AT PORT WESTWARD IN OREGON. IN DECEMBER OF 2012, A COMPANY CALLED GLOBAL PARTNERS STARTED SHIPPING SMALL QUANTITIES OF OIL FROM PORT WESTWARD, OREGON AND PLANNED A LARGE EXPANSION. RIVERKEEPER HELPED ORGANIZE CITIZENS IN COLUMBIA COUNTY, OREGON, AND ALONG THE RAIL ROUTE TO OPPOSE OIL-BY-RAIL EXPANSION. IN ADDITION, RIVERKEEPER WORKED WITH PARTNERS TO CREATE A REGION-WIDE OUTREACH AND MEDIA PRESENCE TO EXPOSE THE ENVIRONMENTAL HARM OF OIL SPILLS. RIVERKEEPER ALSO LED THE LONGSTANDING EFFORT TO PROJECT THE COLUMBIA RIVER ESTUARY FROM A PROPOSED LIQUEFIED NATURAL GAS TERMINAL AND PIPELINES THAT THREATENED TO DEGRADE KEY SALMON HABITAT, AS WELL AS FAMILY FARMS AND FORESTLAND. RIVERKEEPER ASKED THE WASHINGTON DEPARTMENT OF ECOLOGY TO ISSUE NEW WATER QUALITY CRITERIA FOR TOXIC POLLUTION. RIVERKEEPER ADVOCATED FOR STRONG PROTECTIONS FOR AQUATIC LIFE AND PEOPLE WHO EAT FISH. WE HELPED ORGANIZE A COALITION AND COMMUNICATED WITH TRIBAL ALLIES. RIVERKEEPER AND ALLIES AT WATERKEEPERS WASHINGTON CHALLENGED EPA TO PRESSURE EPA TO ESTABLISH STANDARDS THAT PROTECT WASHINGTON RESIDENTS WHO EAT FISH, INCLUDING NATIVE AMERICANS. RIVERKEEPER ALSO PARTICIPATED IN AND PRESENTED AT EPAS COLUMBIA RIVER TOXICS REDUCTION WORKGROUP. IN THIS GROUP OF MOSTLY STATE AND FEDERAL AGENCIES, RIVERKEEPER REPRESENTED THE PUBLIC INTEREST VOICE FOR TOXICS REDUCTION. UTILIZING PUBLIC PRESSURE, GRASSROOTS ORGANIZING, AND TECHNICAL ASSESSMENT OF CLEANUP PLANS, RIVERKEEPER ADVOCATED FOR THE THOROUGH CLEANUP OF THE HANFORD NUCLEAR SITE, WHICH IS THE MOST CONTAMINATED PLACE IN THE WESTERN HEMISPHERE. RIVERKEEPER PRODUCED SEVERAL ACTION ALERTS AND ISSUED BRIEFINGS ON TECHNICAL ISSUES AND UPCOMING DECISIONS. THE RIVER COMMUNITIES PROJECT EMPOWERED CITIZENS TO GET INVOLVED IN THE HEALTH OF THEIR LOCAL AND FISHING AND SWIMMING LOCATIONS. AS THE EYES AND EARS OF THE RIVER, OUR VOLUNTEERS TAKE OWNERSHIP FOR OREGONS LIVABILITY THROUGH MONITORING THE RIVERS POLLUTION LEVELS. RIVERKEEPER COLLECTED DATA ON TOXICS IN FISH CAUGHT BY LOCAL FISHERMEN AND RELEASED THE RESULTS TO THE PUBLIC AND MEDIA. IN CONJUNCTION, RIVERKEEPER PROVIDED INFORMATION TO FISHERS ON HOW TO PREPARE FISH TO REDUCE THE RISK OF TOXIC EXPOSURE. RIVERKEEPER HELPED RESTORE OUR STRONG FISHING AND OUTDOOR HERITAGE BY ENCOURAGING SAFE USE. RIVERKEEPERS SWIM GUIDE CONNECTED FAMILIES TO THE RIVER BY PROVIDING DESCRIPTIONS AND DIRECTIONS TO BEACHES, AND EASY-TO-USE E. COLI DATA ON OUR SMARTPHONE APP AND ONLINE. |
