Mission

The Primavera Foundation provides pathways out of poverty through safe, affordable housing, workforce development and neighborhood revitalization.

The primavera foundation provides a continuum of emergency services, safe, affordable housing, workforce development, financial empowerment, neighborhood revitalization and community building and advocacy that impact over 8,200 individuals and families living in southern arizona.

Volunteers work in all of primavera's lines of business, multiple programs, as well as performing administrative tasks. Some examples of the types of jobs carried out by volunteers include: program participant intake process; meal teams; clerical positions; receptionist; filing; sorting program participant mail; assisting with handling of food boxes and in-kind donations; helping with the community annual street count of persons experiencing homelessness; rehabbing rental units; community gardening; neighborhood clean-up and art projects; legal services; primavera cooks fundraising events; workshops for program participants such as: job readiness, employment retention, financial empowerment, home-buyer and post-homeownership education; and, board governance and oversight.

There are five emergency services programs, including: 1) homeless prevention and intervention (hip); 2) emergency men's shelter; 3) greyhound family shelter; 4) project action for veterans, serving veterans and their families; and 5) casa paloma drop-in hospitality center and shelter for unaccompanied women experiencing homelessness. In fy 2015-2016, the emergency services programs served more than 6,270 individuals/households. 2,973 individuals had their immediate health and safety needs met and used mail and phone message service; 500 individuals received resource coordination including securing id (identification); 500 individuals were served through street outreach; 976 men received temporary housing, food, and other services; 97 households received safe shelter; 342 households received rent assistance enabling them to prevent eviction/obtain housing after experiencing homelessness with 88% leaving the program with permanent housing; 189 veterans and their families experiencing homelessness/at risk of homelessness were served with 91% leaving the program with sustainable housing.

Housing in primavera owned units to 262 individuals (including families). The occupancy rate was 97%; the collection rate was 98%. Asset management is responsible for the management and maintenance of all rental, office, and community center properties. During fiscal year 2015-2016, primavera carried out property improvements, including green, energy efficiency rehab at the following properties: casa paloma, catalina, las casitas apartment rental apartment communities; the emergency men's shelter; the greyhound family shelter; the offices at 702 s. 6th avenue and the training center.

Entered the program experiencing homelessness obtained permanent employment and 37% moved into stable housing upon program completion. 64% of participants increased their hourly wages. In addition, 61% of primavera works revenues came from businesses and residential customers.

Housing services - primavera owns and manages seventeen properties which include eleven multifamily rental properties with 138 units. Resource and employment specialists are available to ensure residents have the support necessary to achieve their maximum potential for self-sufficiency, health, and well-being. Homeownership and financial empowerment services - primavera provides a variety of financial education, homebuyer and post-homebuyer education, financial coaching, credit repair, and asset-building services, including incentive based savings plans and opportunities for first time home ownership, as it partners with individuals and families seeking long term financial empowerment. Neighborhood revitalization - primavera partners with neighborhood residents, businesses, public sector and community partners to enhance the quality of life and build the capacity of residents and stake holders through the development of quality, energy efficient, affordable housing, community gardens, pocket parks, community planning, and neighborhood investment. Community building and engagement - primavera's strategies for achieving sustainable social and economic opportunity, equity, and justice for all involve a multi-sector, collaborative approach to community building, organizing, and engagement. Primavera works with a variety of constituent groups, and multi-sector partners in targeted neighborhoods facilitating resident leadership development, community building initiatives, and supporting resident and constituent driven groups. Through education, advocacy, mobilizing, and organizing the goal is to bring about changes in policies and practices impacting poor and low-income working families in southern arizona.

IRS990/Desc0PRIMAVERA'S EMERGENCY SERVICES, RENTAL HOUSING, WORKFORCE DEVELOPMENT, FINANCIAL EMPOWERMENT, NEIGHBORHOOD REVITALIZATION, AND COMMUNITY ENGAGEMENT SERVICES PROVIDE OPPORTUNITIES FOR INDIVIDUALS AND FAMILIES TO DEVELOP, ATTAIN, AND SUSTAIN SAFE, STABLE, INDEPENDENT, ENGAGED, AND PRODUCTIVE LIVES. DURING FY 2015-2016, THE THREE LARGEST LINES OF BUSINESS WERE EMERGENCY SERVICES, ASSET MANAGEMENT, AND WORKFORCE DEVELOPMENT. THE PROGRAM SERVICE ACCOMPLISHMENTS FOR THE THREE LARGEST LINES OF BUSINESS INCLUDE THE FOLLOWING: EMERGENCY SERVICES - EMERGENCY SERVICES PROGRAMS ARE OFTEN THE FIRST CONTACT A PERSON HAS WITH THE CONTINUUM OF SERVICES OFFERED BY PRIMAVERA. THERE ARE FIVE EMERGENCY SERVICES PROGRAMS, INCLUDING: 1) HOMELESS PREVENTION AND INTERVENTION (HIP); 2) EMERGENCY MEN'S SHELTER; 3) GREYHOUND FAMILY SHELTER; 4) PROJECT ACTION FOR VETERANS, SERVING VETERANS AND THEIR FAMILIES; AND 5) CASA PALOMA DROP-IN HOSPITALITY CENTER AND SHELTER FOR UNACCOMPANIED WOMEN EXPERIENCING HOMELESSNESS. IN FY 2015-2016, THE EMERGENCY SERVICES PROGRAMS SERVED MORE THAN 6,270 INDIVIDUALS/HOUSEHOLDS. 2,973 INDIVIDUALS HAD THEIR IMMEDIATE HEALTH AND SAFETY NEEDS MET AND USED MAIL AND PHONE MESSAGE SERVICE; 500 INDIVIDUALS RECEIVED RESOURCE COORDINATION INCLUDING SECURING ID (IDENTIFICATION); 500 INDIVIDUALS WERE SERVED THROUGH STREET OUTREACH; 976 MEN RECEIVED TEMPORARY HOUSING, FOOD, AND OTHER SERVICES; 97 HOUSEHOLDS RECEIVED SAFE SHELTER; 342 HOUSEHOLDS RECEIVED RENT ASSISTANCE ENABLING THEM TO PREVENT EVICTION/OBTAIN HOUSING AFTER EXPERIENCING HOMELESSNESS WITH 88% LEAVING THE PROGRAM WITH PERMANENT HOUSING; 189 VETERANS AND THEIR FAMILIES EXPERIENCING HOMELESSNESS/AT RISK OF HOMELESSNESS WERE SERVED WITH 91% LEAVING THE PROGRAM WITH SUSTAINABLE HOUSING.

PRIMAVERA'S GOALS FOR DEVELOPING AND MANAGING HOUSING AND COMMUNITY CENTER PROPERTIES IS TO ENSURE THAT PEOPLE HAVE FAIR ACCESS TO SAFE, AFFORDABLE HOUSING AS WELL AS THE SUPPORT NECESSARY TO ACHIEVE THEIR GOALS OF SELF-SUFFICIENCY AND ENGAGEMENT IN THE COMMUNITY. THE MAJORITY OF TENANTS LIVING IN PRIMAVERA'S SHELTERS AND RENTAL HOUSING PROGRAMS FALL INTO THE 50% AREA MEDIAN INCOME BRACKET OR BELOW. PRIMAVERA WORKS FOCUSES ON PEOPLE WITH BARRIERS TO EMPLOYMENT, SUCH AS PEOPLE EXPERIENCING HOMELESSNESS, FORMERLY INCARCERATED PEOPLE, AND VETERANS.
