Mission and Program Overview

Mission

The work of the public lands interpretive association is facilitated through cooperative agreements with the usda forest service, the bureau of land management and a special use permit with the usda forest service.activities are accomplished through the operation of bookstores in federal visitor centers in new mexico and arizona, an active public lands recreation information based website, www.publiclands.org, operation of the nm public lands information center in santa fe, nm, and by operating and providing all interpretive services for three campgrounds on the williams ranger district of the kaibab national forest in arizona.

The public lands interpretive association will inspire and educate the public about the nauteal and cultural heritage resources of america's public lands. The work of the associationis is facilitated through cooperative agreements with the usda forest service and the bureau of land management and a special use permit with the usda forest service.

The compensation amount for the executive director was established by comparing compensation for other executive directors working for cooperating associations with comparable gross sales, complexity of work and number of employees. No changes in compensation for the executive director have been made for several years. Activities are accomplished through the opreation of bookstores in federal visitor centers in new mexico and arizona, an active public lands recreation based website at www.publiclands.org, operation of the new mexico public lands information center in the new mexico state office of the bureau of land management in santa fe, new mexico and operating, and providing all interpretive services for three campgrounds on the williams ranger district of the kaibab national forest in arizona. Plia serves visitors to public land areas in all western states through the website, and in person in arizona and new mexico and embraces a large spectrum of public lands users. The public lands interpretive association specalizes in providing stewardship and conservation information and messaging to underserved public lands users such as campers, off highway vehicle users, hunters and fisher persons, rock climbers and mountain bike riders either in person or through the webiste. The public lands interpretive association uses generated revenue to support the interpretive and educational programs of the associations partner public land management agencies. This is accomplished by providing paid staff in federal visitor center, publishing interpretive and educational materials like the six part recreation map of new mexico, river guides to the rio grande and rio chama rivers in new mexico and the dolores river in colorado as well as guides to the linclon, kaibab and cibola national forests, and funding projects that enhance the pubilc's awareness of public lands, by facilitating access to public lands for recreational activities and by contributing money to educational, interpretive and research projects selected by the agency that are not federally funded and would not be accomplished with out the assistance of the public lands interpretive association.

THE OPERATION OF THESE CAMPGROUND SUPPORTS THE MISSION OF PLIA BY PROVIDING AN ENVIRONMENT FOR VISITORS TO PROLONG THEIR STAY IN THE FOREST BY PROVIDING A SAFE AND SECURE ENVIRONMENT FOR CAMPING AND PROVIDING INTERPRETRIVE PROGRAMS, WALKS AND OTHER ACTIVITIES, AVAILABLE TO EVERY ONE, THAT HELP TO INSPIRE VISITORS AND EDUCATE THEM ABOUT ALL ASPECTS OF THE KAIBAB NATIONAL FOREST IN PARTICULAR AND AMERICA'S PUBLIC LANDS IN GENERAL.IN ADDITION TO HIRING STAFF TO OPERATE THE CAMPGROUNDS, PLIA FUNDS AN INTERPERTIVE SPECIALIST POSITION TO PLAN, MANAGE AND IMPLEMENT THE INTERPRETIVE AND EDUCATIONAL PROGRAMMING FOR THE VISITING PUBLIC AND CAMPERS STAYING IN THE CAMPGROUNDS. PROGRAMS ARE ALSO OPEN TO THE GENERAL PUBLIC.THESE PROGRAMS ARE PRESENTED FREE OF CHARGE AND ARE GIVEN THROUGHOUT THE SUMMER CAMPING SEASON. THE PROGRAMS CONSIST OF EVENING TALKS, WALKS ON SIGNED INTERPRETIVE TRAILS BUILT AND MAINTAINED BY PLIA. PLIA'S INTERPRETIVE SPECIALISTS AND A NUMBER OF GUEST SPEAKERS CONDUCT A VARIETY OF ACTIVITIES AND INTERACTIVE PROGRAMMING FOR ALL AGES BUT MOST SPECIFICALLY TARGETD TO CHILDERN AND YOUNG PEOPLE. IN 2016-2017 PLIA COMPLETED THE RECONSTRUCTION OF THE AMPHITHEATERH IN THE KAIBAB LAKE CAMPGROUND. THIS PROJECT WILL PROVIDE A MORE ACCESSIBLE AND MODERN FACILITY TO ACCOMMODATE THE PRESETATION OF A MANY DIFFERENT KINDS OF PROGRAMS THROUGHOUT THE SUMMER.IN AN EFFORT TO REACH THE VISITING PUBLIC WHEN THE CAMPGROUND IS NOT OPEN, PLIA HAS FUNDED THE CONSTRUCTION OF INTERPRETIVE PANELS, KIOSKS, SEF-GUIDED TRAILS WITH ACCOMPANYING SELF GUIDING GROCHURE AND CHECKLISTS TO THE FLORA, FAUNA, REPTILES AND BIRDS OF THE AREA. THE BROCHURES AND CHECKLISTS CAN BE FOUND AT THE SITE OR AT THE LOCAL FOREST SERVICE OFFICE. DURING THE FISCAL YEAR 2016-2017 SUMMER CAMPGROUND SEASON, PLIA PRESENTED AN ABBREVIATED SCHEDULE OF PROGRAMS CENTERED AROUND MEMORIAL DAY, 4TH OF JULY, LABOR DAY AND NATIONAL PUBLIC LANDS DAY FOR THE SECOND YEAR IN ORDER TO FOCUS FINANCIAL RESOURCES ON THE COMPLETION OF THE AMPHITHEATER.

IN 2017, PLIA SOLD 5,142 OF ALL COMBINED PASSES. AT SABINO CANYON AND PALISADES, PLIA SELLS DAILY, WEEKLY AND ANNUAL DISTRICT/FOREST PASSES AND THE AMERICA THE BEAUTIFUL PASS. THE PASSES ARE SOLD DIRECTLY TO THE PUBLIC IN THE VISITOR CENTERS. THE VOLUME OF PASS SALES EACH YEAR AT SABINO CANYON IS IMPACTED BY THE AVAILABILTY OF THE FOREST SERVICE TO STAFF AND SELL PASSES AT THE ENTRANCE STATION AS WELL AS THE INCREASE IN VISITORS FROM YEAR-TO-YEAR. PALISADES SALES ARE IMPACTED BY CHANGES IN VISITATION.THE RED ROCK COUNTRY PASSES ARE SOLD BY PLIA ON ITS WEBSITE AS A CONVENIENCE TO VISITORS WHO WANT TO BUY THE PASS BEFORE THEY VISIT THE RED ROCK RECREATION FEE AREA.BY SELLING THESE PASSES EITHER THROUGH ON SITE BOOKSTORES OR ON LINE, PLIA IS PROVIDING A SERVICE TO THE PUBLIC WHO MUST HAVE THE PASSES TO BE IN COMPLIANCE BEFORE USING THE RESOURCE AND ALLOWING ACCESS TO THE AREA WHICH HELPS PLIA FULFILL IT'S MISSION TO INSPIRE AND EDUCATE PULBIC ABOUT AMERICA'S PUBLIC LANDS. PLIA RESPONDED TO THE REQUEST FROM THE FOREST SERVICE TO SELL PASSES NOT BECAUSE THEY ARE PROFITABLE BUT BECAUSE, DOING SO MAKES THE PASSES AVAILABLE TO THE PUBLIC WHEN THE FOREST SERVICE IS NOT ABLE TO AND SUPPORTS THE MISSION OF PLIA BY PROVIDING ACCESS TO PUBLIC LANDS.
