Mission

Serving the pacific northwest, one tail at a time pdx is an all-breed dog rescue committed to lowering euthanasia rates through the rescue and adoption of dogs in need, comprehensive support of adopters, and community outreach through humane education programs and assistance for disadvantaged and low-income families.

To improve the lives of companion animals by providing humane, individualized care and a chance to know the comforts of a loving home through advocacy, education, and support of those in need.

ONE DOG GRADUATED FROM OUR PILOTED DOGMATCH PROGRAM, WHERE AN ADOPTER IS MATCHED WITH A PARTICULAR DOG OF THEIR DESCRIPTION AND GIVEN THE CHANCE TO FOSTER BEFORE ADOPTING OR TRANSFERRING THE PUP TO THE PUBLIC ADOPTION PROGRAM. TWO DOGS FROM 2021 ARE BACK IN FOSTER WITH US IN 2022; WE LOST 3 DOGS IN 2021 TO BEHAVIOR EUTHANASIAS AND 3 MORE DOGS TO MEDICAL ISSUES. WE ARE GRATEFUL TO OUR FOSTERS WHO GAVE THOSE DOGS A CHANCE DESPITE THE CIRCUMSTANCES THAT ULTIMATELY PREVENTED THEIR ADOPTION.

ReasonableCauseExplanation/ExplanationTxt0During 2021, OTAT experienced significant organizational growth, necessitating the hiring of a manager whose duties included interfacing with the bookkeeper and CPA for the organization. Unfortunately, this individual did not perform their duties adequately, and they were let go in May 2022 as soon as this became evident. OTAT received an extension to November 15, 2022 to file the 2021 form 990, and in August of 2022 engaged Huffman Tax & Accounting (HTA), to prepare the 990. Over the next two months, HTA discovered significant problems with OTATs 2021 books and with the work of the organization's former CPA and bookkeeper, such that an accurate 990 could not be filed. HTA advised OTAT to hire a bookkeeper to correct and complete the books for 2021. A new bookkeeper was engaged in November 2022 and the work was completed in January 2023. If the 990 had been filed prior to the completion of the bookkeeper's work, the filing would have been materially inaccurate and incomplete. The organization worked diligently during 2022 to rectify the issues caused by the former employee and contractors, hiring new staff and new contractors, and has implemented new, board-level internal financial reporting requirements to prevent this situation from recurring. OTAT intends to comply with the law at all times and has been otherwise current with its filings. This statement is made under penalties of perjury. I respectfully request that the late penalties due be waived for reasonable cause under Regulation 301.6652-2f.
