Mission

Through its activities, the community opportunity fund seeks to improve the lives of residents of affordable housing by participating in the development and refurbishment of affordable housing and by co-producing health, social services, education, culture, employment and recreation programs. Realizing and releasing skills and talent from within communities builds connections to opportunity and enhances the life opportunities of residents. Our vision is that in the future, the individual, building, neighborhood and societal benefits of integrating social, health and educational services into affordable and mixed income housing is widely recognized and supported by the housing and community development financing and regulatory systems.

FORM 990, PART I, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:

In order to equalize the landscape of opportunity we will work to bring the elements referred to above into existing affordable housing and mixed income communities. We will collect data to test the efficacy of a range of strategies, with the dual goals of improving the lives of the residents we serve and identifying solutions that can scale. The objectives of the corporation are to engage in the following activities: (i) to assist persons with low and moderate incomes in obtaining access to a range of health, educational, cultural, social, and other services and activities that may enhance the quality, wellbeing and opportunity of their lives and communities; (ii) to create and preserve stable communities by sponsoring, initiating, developing, financing, and/or operating a) affordable, elderly, and/or disabled housing; and b) community interventions that enhance the health, nutrition, education, economic, cultural, social service resources available to affordable, elderly, and/or disabled housing residents. (iii) to sponsor, initiate, develop, finance or operate research projects that measure the effectiveness of sponsoring affordable, elderly, and/or disabled housing and providing related social services to its residents and surrounding communities. (iv) to provide financial and technical support to those resident, not for profits, affordable housing owners, and stakeholders living and working in low-income communities who seek to achieve the foregoing purposes of the corporation; and (v) to engage in any lawful act or activity in furtherance of the foregoing, as well as other charitable activities that combat community deterioration, lessen government burden and assist in the elimination of racial prejudice and discrimination, provided such activities are not in violation, or inconsistent with, the corporation's status as a charitable and educational organization under section 501(c)(3) of the code.

ENTERPRISE COMMUNITY PARTNERS IS PROVIDING NEIGHBORHOOD ASSESSMENTS VIA ITS OPPORTUNITY 360 PROGRAM, AND IS LEADING ON POLICY AND SYSTEMS CHANGE. THE ASSESSMENTS WILL BE DESIGNED AND LED BY NATIONALLY RECOGNIZED EXPERTS FROM THE DARTMOUTH INSTITUTE OF HEALTH POLICY AND CLINICAL PRACTICE, THE HARVARD T.H. CHAN SCHOOL OF PUBLIC HEALTH, FOCUSING ON THE ENVIRONMENTAL CONTRIBUTORS TO HEALTH; AND COLUMBIA UNIVERSITY'S MAILMAN SCHOOL OF PUBLIC HEALTH LOOKING AT THE COMMUNITY LEVEL DETERMINANTS OF HEALTH. SUCCESS MEASURES, A SUBSIDIARY OF NEIGHBOR WORKS, WILL LEAD THE DATA COLLECTION PROCESS. THE PROJECT WILL TAKE PLACE IN A VARIETY OF EXISTING JONATHAN ROSE COMPANY AFFORDABLE HOUSING PROPERTIES USING A FACTORIAL DESIGN METHODOLOGY, WHICH SEEKS TO DISENTANGLE THE CAUSE AND EFFECT OF VARIOUS PROGRAM INTERVENTIONS UNDER DIFFERENT COMMUNITY CIRCUMSTANCES. WE WILL DEVELOP ASSESSMENT AND INTERVENTION TOOLS AND STRATEGIES THAT WILL BROADEN OUR UNDERSTANDING OF HOW INDIVIDUALS, BUILDING-BASED COMMUNITIES AND NEIGHBORHOODS INTERACT TO CREATE PATHWAYS TO OPPORTUNITY AND IMPROVED LIFE OUTCOMES FOR OUR RESIDENTS. ASSESSMENTS WILL BE MADE AT THE INDIVIDUAL, BUILDING AND COMMUNITY LEVELS.THE PURPOSE OF THE RESEARCH PROJECT IS TO DEVELOP ASSESSMENT AND INTERVENTION TOOLS TO MEASURE THE IMPACT AND COST EFFECTIVENESS OF IMPLEMENTING RESIDENT SERVICES IN LOW INCOME AFFORDABLE HOUSING RESIDENTS AND THE SURROUNDING COMMUNITIES ACROSS THE COUNTRY. IT SEEKS TO DEVELOP THE TOOLS NECESSARY TO UNDERSTAND AND RESPOND TO THE COMPLEXITY OF THE ECOSYSTEM IN WHICH RESIDENTS LIVE, AND THE FACTORS THAT INFLUENCE THEIR INDIVIDUAL LIFE OUTCOMES. OUR APPROACH IS TO COLLECT BASELINE DATA ON IMPORTANT ASPECTS OF THIS ECOSYSTEM, IMPLEMENT INTERVENTIONS TARGETED AT HIGH IMPACT ACTIVITIES, THEN COLLECT LONGITUDINAL DATA TO ASSESS THAT IMPACT IN INTERVENTION SITES COMPARED TO CONTROL SITES. THE RESEARCH PROJECT SEEKS TO DEMONSTRATE THE EFFICACY OF HOUSING BASED OPPORTUNITY STRATEGIES FOR RESIDENTS, OWNERS AND NEIGHBORHOODS, WITH THE GOAL OF THESE RESULTS SCALING AND CREATING SYSTEMS.AN EXCITING AND UNIQUE FEATURE OF THIS PROJECT IS ITS FOCUS ON ENGAGING RESIDENTS AS PARTNERS IN THIS WORK, NOT ONLY IN THE ASSESSMENT PROCESS BUT ALSO AS CO-CREATORS OF INNOVATIVE, HOUSING-BASED APPROACHES TO IMPROVING THEIR HEALTH. A KEY ELEMENT OF OUR IMPLEMENTATION PLAN IS THE CONCEPT OF CO-PRODUCTION: INCLUDING THE RESIDENTS AS CO-DESIGNERS AND CO-IMPLEMENTERS OF THE INTERVENTIONS TO IMPROVE RESIDENT HEALTH OUTCOMES AND REDUCE HEALTH CARE COSTS.
