Mission and Program Overview

Mission

Our mission is to strengthen the capacity of uninsured, low-income individuals and their families to thrive by providing free healthcare and health supporting services, meeting their immediate needs, and serving as a training site for students to explore careers in healthcare.

Our mission is two-fold 1) To provide early access to medical care for the low-income, uninsured people of Ventura County through caring, compassion and community partnerships,and 2) to be a training site for high school and college students considering careers in healthcare.

FORM 990 PART III 4a: CLINIC PROGRAM: Since 1994, Westminster Free Clinic (Organization) has been an innovative non-profit whose mission is to provide free medical care (including labs, diagnostic tests like mammograms, and medications) to the uninsured, homeless and working poor of our community through caring, compassion, community partnerships, education and student training. It is the goal of the organization to provide: 1) easy access to free health care to hard-to-reach populations facing transportation, language, cultural and financial barriers to care; and 2) provide high school students with a pathway to careers in health through exposure and hands-on training in the delivery of health, dental and vision care. WFC a nonprofit health and human services organization exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code (Code). During the year ended December, 2019, over 10,000 local people were served through Westminster Free Clinic, 62% of whom are women and girls. 84% of all patients are between 18 and 61 years of age. Free services include primary care, medications, labs, mammograms, physical therapy and chiropractic services, podiatry, case management, acupuncture, nutrition counseling, dental services including cleanings, education and X-rays, with free and discounted dental treatment provided by our community partners; referrals with the organization's network of specialty care providers include free eye exams and glasses and much more. Volunteer Ophthalmologists screen patients at the organization for cataracts, glaucoma, and diabetic retinopathy and provide free cataract surgery at their practice. In addition to one-on-one and group counseling, mental health services include a weekly grief & loss program called Start Again, Not Over and parent empowerment classes that address domestic violence, raising healthy children and signs and symptoms of depression, anxiety and teen suicide. Electronic health records (EHR) and electronic dental records track patient progress and enhance the clinic's capacity and quality of care. The organization takes a whole person approach to health including weekly Zumba/yoga classes, food distribution through FoodShare, weekly cooking demonstrations through the organization's health education class, health literacy activities, homework help, clothing distribution, and over 800 backpacks with school supplies for students. These activities are all part of the organization's prevention strategies to address all social determinants of health which affect people's health and ability to thrive. The organization serves as a community care center with four key areas: 1) Medical, dental, vision, and mental health; 2) Whole-Person-Centered Preventive Health; 3) Pathways to Self-Reliance through high school and college healthcare training and education program, and 4) Health & Education Equity & Advocacy.

FORM 990 PART III 4b: TEEN PROGRAMS Over 100 teens (over 50% of whom are low-income, bilingual and minorities) are enrolled in the organization's two-year Teen Healthcare Training & Internship Program that assists physicians in the delivery of care and offers hands-on-training in basic clinical skills preparing students for careers in healthcare and the opportunity to help their community. College and career counseling, free SAT/ACT prep classes and math tutoring result in over 95% enrollment of the organization's students in college or a university after graduation. As part of their internship at WFC, interested students can complete the requirements to become a certified Medical Assistant. The Westminster Free Clinic also serves as a training site for college students going into careers in healthcare, and partners with local universities and colleges as a rotation site and serving as a healthcare workforce pipeline for Ventura County.

PART III 4c: OUTREACH PROGRAM The organization's Community Outreach, led by bilingual teen interns in SALUD, serve as community health workers and screens people in the community for diabetes and high blood pressure. They also work with Latino markets in five cities to offer healthier food options. The organization's Corazones Sanos (Healthy Hearts) Program and Diabetic Specialty clinic empower clinic patients to take charge of their health, become health literate, educate others, and receive the extra support they need to achieve positive health outcomes. SALUD students also focus on education equity and provide presentations to English learning parents, as well as school administrators and teachers to help them know the challenges first generation students face, what they need to succeed, and how parents can help. They also share their own college goals and academic successes and create parental awareness of A-G requirements for their children to be eligible to apply to a 4-year college. The SALUD students' goal is to create a college-going culture in the Latino community, and to break down barriers to success for low-income students. The level of one's education is an important social determinant of health and longevity.

FORM 990 PART III 4d: OTHER PROGRAMS Another public health program offered by the organization is a seven-week Paraprofessional Victimization Prevention Training Program, called Z-TAP (Zonta-funded Training & Advocacy Program). This train-the-trainer program was founded in 2006 through funding from Zonta Club of the Conejo Valley Area, California, and through which more than 1000 low-income women have been trained, and numerous domestic violence situations have been resolved. Free individual mental health counseling is offered weekly at the clinic in Spanish and English for people needing further support as well as weekly Start Again Not Over grief and loss classes. A Healthy Hearts Kids Club designed and lead by SALUD teens offers a weekly kid-friendly curriculum addressing healthy eating and active living and emotional well-being that mirrors what their parents are learning in the Corazones Sanos (Healthy Hearts) Program. The program also provides home-work help, free play and a literacy program. It runs while parents are participating in the many one-stop services offered. The Organization's comprehensive two-year Teen Healthcare Training Program is the only one like it in Southern California. Westminster Free Clinic was invited to present at the American Public Health Association International Conference and the National Health Care Symposium of the National Association of Free & Charitable Clinics and the California Free & Charitable Clinic Conference featuring Westminster Free Clinic's successful Cardiovascular Risk Reduction Program that has demonstrated long-term sustainable clinical and life-style health improvements for the low-income, immigrant, Latino community. In 2019, the Organization's executive director was President of The California Association of Free & Charitable Clinics and was involved in advocating for all free clinics in the state, and helping coordinate a state-wide conference to support California's free and charitable clinics. The Organization's clinic teens were recognized for their volunteer service by the Ventura County Board of Supervisor in March, 2019 and the City of Thousand Oaks Youth Commission and the city Mayor in May, 2019. The Organization's success rate of placing first generation students in college and the overall placement of our students in outstanding universities across the country is a testament to the importance of the Organization's program in the community. Over 500 medical and non-medical people volunteer to make the Organization successful. The unique efforts of the Organization to benefit local people and the public health of the community was recognized the beginning of 2019 as Non-Profit of the Year.
