Mission and Program Overview

Mission

Our purpose is to create a healthy community, environment, and economy through bicycling for people who live, work, or play in San Mateo and Santa Clara Counties.

SVBC promotes increased bicycle use in Santa Clara and San Mateo Counties through educational programs, advocacy for improved infrastructure, safety campaigns, outreach to motorists, and encouragement events, with the goal that 10% of trips are taken by bike by 2025.

Form 990, Part III, Line 2: New Services

Beginning in September, 2015, SVBC took over management of Bike to Work Day for the San Francisco Bay Region, coordinating the 2016 Bike to Work Day activities throughout nine Bay Area Counties. This function was previously managed by the Bay Area Bicycle Coalition, which merged with SVBC effective 12/31/15.In August, 2015, SVBC received a grant from ArtPlace America to fund a fiscally sponsored program, "Sunset Bridge" for the purpose of sponsoring repair and re-energizing of a bike/ped pathway over a major freeway which is a barrier to travel between neighborhoods in a poorer, mainly minority, section of San Jose. The pathway has suffered from poor maintenance and blight and was considered unsafe, but was designated as a part of an east-west San Jose bicycle route.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: The San Jose Bike Clinic, a volunteer-run fiscally sponsored program, has the mission of teaching bike repair and maintenance skills to interested persons and to encourage bicycle culture in the local area. The Bike Clinic was able to rent a space in downtown San Jose where they hold clinics four evenings a week. We worked with the City of San Jose to help plan and market Viva Calle San Jose, an open-streets program consisting of events that temporarily close long segments of city streets to vehicle traffic, making them fully accessible to people moving by foot, bike, scooter, skateboard, or any other means of non-motorized travel. We worked with several local companies and agencies to establish BikePool programs which organize groups of riders to ride together at specific times and places to help get more riders used to commuting by bicycle.We do valet bike parking at numerous venues throughout the year. Another fiscally sponsored project, Sunset Bridge received a grant from Art Place to clean up and energize a pedestrian bridge over Highway 101, which connects an ethnically diverse, but somewhat isolated, neighborhood with downtown San Jose. IRS990/Desc0Bike to Work Day: Each May, SVBC hosts Bike to Work Day, which is a Bay Area wide celebration of bicycle commuting with the purpose of publicizing bicycling to work as a commute option and to encourage people to try it out. Energizer stations are set up by employers and volunteers throughout Silicon Valley to provide participating cyclists with goodie bags and refreshments during their ride to work. We also promote the Team Bike Challenge and the Company Bike Challenge, competitions that encourage participants to bike to work during the month. 2016 participation in Bike to Work Day increase 22% over the previous year. In addition to coordinating all event logistics, SVBC leverages the energy of the event through press conferences and other media to focus public attention on the benefits of bicycling.In 2016, the Bay Area Bicycle Coalition merged with SVBC, and SVBC took over the contract with Metropolitan Transportation Commission to be the umbrella organization for the nine Bay Area counties participating in the regional Bike to Work Day.

IRS990/ProgSrvcAccomActy2Grp/Desc0Outreach and Advocacy: An important part of our mission is to promote safe conditions for bicyclists. We meet regularly with public officials and agency representatives in both San Mateo and Santa Clara counties to promote convenient and safe bicycle infrastructure. We continue to work to get bike lanes and other safety measures for bicyclists installed. We also convene volunteer area teams in several geographic areas to advise and work on changes needed. In 2015, our local teams of advocates in San Jose, Mountain View, Palo Alto, and Redwood City continued to meet regularly to discuss issues of local importance. Some issues, such as sidewalk bicycle riding, bike access on Caltrain, and equity in the bicycling movement, made their way to our Policy Advisory Committee to be discussed and recommended for further action by SVBC staff.We hosted our sixth annual Silicon Valley Bike Summit, which brings together professionals, advocates, politicians, and public agency employees in a community event focused on planning for health, environmental security, and enhanced communities. The 2015 Summit featured speakers from state and international bicycling organizations as well as local agency staff and bike bloggers. We continued work on our Vision Zero program, which has the goal of eliminating injuries and deaths for bicyclists and pedestrians. Along with staff from California Walks, our staff made numerous presentations of our Vision Zero toolkit with strategies for making streets and intersections safer to public agencies in San Mateo and Santa Clara Counties. SVBC also participated in safety assessments being conducted by the City of San Jose in Priority Safety Corridors.

IRS990/ProgSrvcAccomActy3Grp/Desc0Bicycle Education: Safety education is one of our most important services. We conduct safety classes for both children and adults. During the 2015-16 school year we conducted a program of classroom and on-bike safety instruction that reached over 5000 children in Belmont, Gilroy, Sunnyvale, Campbell, East Palo Alto and San Jose. Staff also managed vacation bicycle camps, helped repair student bicycles, and gave out helmets. Through the Spare the Air Youth (STAY) grant program, we delivered family bike workshops throughout the two counties we serve.
