The executive director and chief operating officer look at industry salaries for similar positions and determine, within the budget, the salaries for agency employees. When the payroll budget is proposed by the executive director, it is reviewed by the finance committee and approved as part of the larger agency budget, before being sent for consideration before the board. The board approves the entire budget, including payroll expenses.”
