Mission

Waking the village (wtv) offers housing, arts and leadership programs, and intensive, daily support so that sacramento's homeless youth and children can get busy living rather than surviving.

Waking the village offers 18 months of support and housing for homeless young parents and their children. At the tubman house, the family has a nuturing environment, mentoring and college support to become a contributing member of the community.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The tax return for waking the village is first reviewed by the executive director in consultation with the accounatant who has completed the return. After the executive director approves, all associated forms being filed are emailed to the board for their review. After review, the board meets to vote on approval.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The board reviews the conflict of interest policy annually to stay informed on the policies set forth in the document. All new board memberss and agency employees complete a conflict of interest form to identify any potential conflicts. The form includes a questionaire to check for common areas of conflict. If a conflict of interest was indicated on the form, it would be presented to the board at a regular meeting to address concerns. If a board member were to have a conflict of interest when voting on agency direction or expenditures, that board member would not be allowed to participate in voting.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Annually the executive director's salary is determined by the board of directors. The review includes interviews with staff and agency community partners along with qualitative analysis of the executive director's performance in a range of areas (leadership, networking, staff management, program design and fundraising). Prior to any raise, the executive director is evaluated and the board researches data to ascertain appropriate and reasonable compensation for the executive director's position and it's accompanying duties. The board also assesses the agency's fiscal health prior to considering a raise.

OTHER PROGRAM SERVICES 4: Waking the Village operates Art Beast Childrens Studio, a drop in art studio offering classes and exploration space to children 8 and under. In addition to providing job opportunities to Tubman clients and connecting Tubmans parents to the wide community of parents, Art Beast generates profits to sustain Tubman House. All Art Beast profits are dedicated to providing revenue to sustain WTVs homeless programs. Art Beast also serves the wider community of parents, hosting regular visits by Early Head Start, local homeless shelters, and local preschools and elementary schools so that all of Sacramentos children may be art literate and connected to self-directed play.

IRS990/Desc0Housing and services for parents: Tubman House and the Doorway offer housing and wrap around services to families. Tubman House is a transitional community serving 8 homeless parents (18 to 21 years old) and their children. Based in 2 houses, Tubman partners with each resident to reduce dependency on programs and unhealthy relationships so that each graduates able to sustain housing, health, wellness, a strong parent-child relationship, jobs, and progress toward careers. Residents save 75% of income as a commitment to self-sufficiency. Tubman creates change by providing an intensive intervention in early adulthood that moves families from dependency to self-sufficiency. Since 2003, 90% of Tubmans clients exit the program to stable housing; 95% exit connected to medical care; 70% attend college, 80% access counseling; 50% work and attend college; and 80% clear all debts. The Doorway, a partnership with Wind Youth Services launched in September 2016, offers housing and intensive supportive to homeless youth and their children. WTV serves 12 young parents (18 to 24 years old) and their children. Each family receives financial support in sustaining an apartment and developing the income and needed supports to take over the rent and ensure long term stability.
