IRS990/Desc0In 2013, The Parents' Campaign (TPC) focused on engaging the public in the legislative process, with the goal of moving forward policies that improve Mississippi's public schools. Communication & Outreach:To further its goal of improving the state's public education system, TPC worked cooperatively with a number of parent groups, school districts, and education organizations. TPC participated in approximately 122 meetings, which involved more than 16,605 people. Approximately 2,931 people attended 31 speaking enegagements in which TPC presented programs.TPC continued to grow its membership, recruiting 1,274 new members in 2013 and transitioning to a new database management system that facilitates greater coordination of member activities and provides advanced communication tools for outreach to members and the public at large. TPC provided regular email updates to inform members of legislation and policy issues affecting education in Mississippi and broadened its communication efforts through texting and social media. A primary service TPC provides to its membership and to the public at large is open access to the extensive information housed in the TPC website. Updating, organizing, and expanding its online resources was a central function of TPC in 2013.Public Engagement Tools:TPC provided online public engagement tools designed to allow members to identify and contact all of the legislators who represent a given school district and to view information specific to the district, such as the level of underfunding for the current year and the districts' accountability ratings. An individual voting record page is provided for each legislator, showing the percentage of times that the legislator has voted in agreement with TPC's position on TPC priority bills since 2006. These tools have been used by thousands of TPC members and have received very positive reviews from school district personnel, parents, and teachers.Legislation Action:During the 2013 Legislative Session, TPC tracked policy decisions and lawmakers' actions by attending weekly meetings of legislative committees and monitoring House and Senate floor debates and votes.Members of The Parents' Campaign influenced legislative action by calling, texting, and emailing their legislators, writing letters to editors of newspapers, organizing meetings, and recruiting other concerned citizens to join their efforts.TPC's successes in the 2013 Legislative Session Included:** Passage of a charter school bill that focuses charters in low-performing districts and requires a track record of success.** Passage of two bills providing the first ever state funding for early childhood education. * $3 million for Mississippi Building Blocks * $3 million for a new matching grant program** Passage of legislation designed to raise the quality of teaching in Mississippi schools. * Raises standards for teacher licensure * Provides scholarships for high achieving students to enter teacher education * Initiates a pilot program for teacher merit payFollowing the seession, TPC continued to monitor and contribute to policy discussions and planning by meeting with legislative and statewide leaders to share research on education best practices, express priorities, and suggest policy initiatives.TPC does not endorse or oppose candidates for public office and does not contribute to candidates' campaigns.
