Mission and Program Overview

Mission

The purchase area development district is a partnership organization that offers support to city and county governments in the 8-county region of western kentucky. This region includes the counties of ballard, calloway, carlisle, fulton, graves, hickman, marshall, and mccracken. We provide opportunities for community leaders to gather, share common concerns, and create innovative approaches to local and regional challenges.

The purchase area development district (padd) offers a diverse collection of services, touching every aspect of life in the purchase region. Located in the far-west kentucky, padd services include programs for human support, community infrastructure planning, economic development, and special projects the blending of these offerings provides a well-rounded approach to meeting the current and future needs of our region.

Final Return Explanation

“Purchase area development district (padd) was formed by kentucky revised statute 147a.050(1). This statute created development districts to be governmental entities and therefore not required to file a 990. The taxpayer has been preparing and filing a form 990 tax return in error for previous years. This return is marked final to close out the irs records. The taxpayer is considered by this statute as a governmental entity. There has been an adjustment to the balance sheet so it is netted to zero so this final form 990 can be filed electronically. Schedule n is being filed because the return is marked final. For affirmation of this situation, the irs determination letter, dated october 15, 1981, determines this entity is an that receives most of its support from governmental entities. It also states that taxpayer is not required to file a federal return unless it's related to unrelated business income. This taxpayer, purchase area development district continues to operate as a government entity and no future returns will be filed.”
