Mission

The mission of turning points is to prevent and end homelessness in manatee county by providing, coordinating, and facilitating services to men, women, and children who are homeless or are at risk of becoming homeless. We do this through our four programs at the one stop center.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Prior to filing the tax return each board member receives a copy of the 990 by e-mail for their review and discussion. A final review and vote for approval is conducted at the board meeting immediately following the distribution of the 990 to board members.

Form 990, Part VI, Section B, Line 12C

All members of the board of directors are required to complete an annual written conflict of interest form to disclose any interests that could be considered a conflict with service on the turning points board. These forms are completed at the march board meeting every year. Any board member not in attendance at the meeting has a form emailed to them which is then returned to be added to the file where all forms are kept. All new board members complete this form as a part of their board membership application and it is updated annually in march. It is the responsibility of the executive director to ensure forms are on file for each board member and are current.

Financial Statement Notes

PART X, LINE 2:

The organization qualifies as a charitable organization as defined by internal revenue code section 501(c)(3) and, accordingly is exempt from federal income taxes under internal revenue code section 501(a). However, the organization is subject to income tax on unrelated business income. For the year ended june 30, 2021, the organization incurred no income tax expense. It is the organization's policy to account for any uncertainties in income tax law in accordance with fasb asc 740-10 accounting for uncertainty in income taxes. Asc 740-10 clarifies the accounting for uncertain income tax positions and requires that the organization recognize the impact of such a tax position in its financial statements if, upon ultimate settlement, that position is more-likely-than-not to be sustained. Management has evaluated the organization's tax positions and concluded that the organization has maintained its tax-exempt status and has taken no uncertain tax positions that require adjustment to the financial statements. As a result, no provision or liability for income taxes has been included in the financial statements. The organization files a 990 return of organization exempt from income tax.

THE POPULATION SERVED BY OUR CLINIC IS LOW INCOME, UNINSURED MANATEE COUNTY RESIDENTS INCLUDING THOSE WHO ARE EXPERIENCING HOMELESSNESS. ALL SERVICES PROVIDED AT THE TURNING POINTS MEDICAL AND DENTAL CLINICS ARE FREE TO PATIENTS. TURNING POINTS MEDICAL CLINIC IS A MULTI-SERVICE CLINIC SERVING PATIENTS WITH PRIMARY CARE, SPECIALTY CARE AND PHARMACY SERVICES. PRIMARY CARE SERVICES ARE CONDUCTED BY PAID PROVIDERS WHILE SPECIALTY SERVICES ARE DELIVERED BY VOLUNTEER PHYSICIANS. EVEN DURING THE PANDEMIC, 22 LICENSED HEALTH CARE PROVIDERS VOLUNTEERED 4,509 HOURS FOR AN IN-KIND DONATION OF $829,493 WORTH OF CARE IN BOTH CLINICS.

CLIENTS HAVE ACCESS TO HOT SHOWERS, CLEAN CLOTHING AND SHOES, LAUNDRY SERVICES, ACCESS TO RESTROOMS, TELEPHONES, FAX AND COMPUTERS. THEY CAN RECEIVE HAIRCUTS, HAVE THEIR MAIL DELIVERED TO THE DAY RESOURCE CENTER AND GET ASSISTANCE WITH OBTAINING BIRTH CERTIFICATES AND LEGAL IDENTIFICATION. WE ALSO OFFER CLIENTS TRANSPORTATION ASSISTANCE, EITHER WITH BUS PASSES FOR THOSE WITH MEDICAL OR EMPLOYMENT APPOINTMENTS OR THE GIFT OF A BICYCLE. WHILE TAKING ADVANTAGE OF THE DAY RESOURCE CENTER SERVICES, CLIENTS ARE ALSO EXPOSED TO THE WIDE RANGE OF ADDITIONAL SERVICES AVAILABLE AT TURNING POINTS. THE GOAL IS TO CONNECT CLIENTS WITH THE SERVICES THEY REQUIRE SO THEY CAN BEGIN OR CONTINUE ON A PATH TO INDEPENDENCE AND STABILITY.

THIS IS COMPLEMENTED BY CASE MANAGEMENT FOR THE CLIENTS WHICH ADDRESSES BUDGETING EDUCATION (EACH CLIENT LEARNS TO DEVELOP THEIR OWN HOUSEHOLD BUDGET) AS WELL AS INFORMATION AND REFERRAL FOR SUPPORT PROGRAMS THE CLIENT MAY NEED AVAILABLE FROM ONE OF OUR MANY COMMUNITY PARTNERS.TDP ALSO ASSISTS INDIVIDUALS AND FAMILIES THAT ARE CURRENTLY HOMELESS (LIVING IN SHELTERS, THEIR CARS, ON THE STREETS, OR WITH FRIENDS) WHO ARE TRYING TO GET INTO HOUSING. MANAGING TO GET TOGETHER A SECURITY DEPOSIT AND FIRST MONTH'S RENT IS OFTEN A HUGE BARRIER FOR PEOPLE WITH FIXED INCOMES OR WHO ARE EARNING LOW WAGES. IN THE PAST YEAR OUR SIX CASE MANAGERS ENDED OR PREVENTED HOMELESSNESS FOR 685 HOUSEHOLDS INCLUDING 929 ADULTS AND 976 CHILDREN. 87% OF HOUSEHOLDS HELPED AT TURNING POINTS REMAINED HOUSED FOR 12 MONTHS FOLLOWING ASSISTANCE.

MORE THAN 450 INDIVIDUALS/FAMILIES RECEIVED A FULL RANGE OF SERVICES FROM THIS PROGRAM LAST YEAR.COALITION ON HOMELESSNESSTURNING POINTS SERVES AS THE COMMUNITY COALITION ON HOMELESSNESS CORPORATION FOR MANATEE COUNTY, AS RECOGNIZED BY THE STATE OF FLORIDA. IN ADDITION TO PROVIDING DIRECT SERVICES TO INDIVIDUALS AND FAMILIES TO PREVENT AND END HOMELESSNESS IN OUR COMMUNITY, TURNING POINTS ALSO ADVOCATES IN THE COMMUNITY ON ISSUES RELATED TO HOMELESSNESS. MAJOR ISSUES SUCH AS AFFORDABLE HOUSING, LIVABLE WAGES, ACCESS TO HEALTHCARE, AND EDUCATION FOR FAMILIES AT RISK ALL CONTRIBUTE TO THE PREVALENCE OF HOMELESSNESS IN OUR COMMUNITY. TURNING POINTS PROVIDES LEADERSHIP IN BRINGING AWARENESS TO THESE AND OTHER ISSUES, EDUCATING THE PUBLIC ABOUT HOMELESSNESS, ITS CAUSES, AND WHAT THE COMMUNITY CAN DO TO EFFECTIVELY ADDRESS THE MANY FACES OF HOMELESSNESS.
