The mission of turning points is to prevent and end homelessness in manatee county by providing, coordinating, and facilitating services to men, women, and children who are homeless or are at risk of becoming homeless. We do this through our four programs at the one stop center.

Governance Explanations

Form 990 governing body review Part VI line 11

Before filing the tax return with the Internal Revenue Service and prior to the filing deadline of November 15 or the extended deadline of February 15, each board member will receive a copy of the 990 tax return by e-mail for their review and discussion. A final review and vote for approval is conducted at the board meeting immediately following the distribution of the 990 to board members.

Conflict of interest policy compliance Part VI line 12C

All members of the board of directors are required to complete an annual written conflict of interest form to disclose any interests that could be considered a conflict with service on the Turning Points board. These forms are completed at the March board meeting every year. Any board member not in attendance at the meeting has a form emailed to them which is then returned to be added to the file where all forms are kept. All new board members complete this form as part of their board membership application, and it is updated annually in March. It is the responsibility of the Executive Director to ensure forms are on file for each board member and are current.

IRS990/Desc0The One Stop Clinic operated by Turning Points provides free medical, dental and pharmacy services to the uninsured residents of Manatee County. These services were provided using both paid and volunteer staff. This past year Turning Points has had the paid services of a Medical Director which has improved the quality of services that have been provided while also giving professional support to staff and volunteers. Lack of access to dental care continues to be a critical health care unmet need in our county. Even people who have Medicaid coverage for dental care find it difficult if not impossible to find a provider who will accept Medicaid reimbursement. We target the homeless population and those who are the working poor for priority for service in our dental clinic, with many being referred by local emergency rooms for emergency care. Our team of dentists, hygienists, and assistants are scheduled to provide services daily, with two dentists available Monday through Thursday.Our partnership with Lake Erie College of Medicine (LECOM) is a critical reason we were able to provide the level of health care we have in the past year. Fourth year medical students provide primary care under the supervision of physicians. Having pharmacy students and their supervisors on site daily is a major benefit for clients who receive individualized counseling on medication management, smoking cessation, and weight management. They ensure clients eligible for prescription assistance programs get their requests submitted, enabling them to receive medications at a great discount. We also partnered with Blake Medical Center and utilized the services of their first year residents to provide primary care, also under the supervision of a physician. Along with the educational aspect of our clinic we are also able to provide specialty care due to the willingness of volunteers to serve in the clinic. We have volunteer physicians and nurse practitioners who offered care for gynecology, pulmonology, gastroenterology, dermatology, cardiology, podiatry, and other specialties. We are also fortunate to have started a vision clinic, fully equipped to provide screening for diabetes related eye diseases as well as general eye examinations. Our Hepatitis C clinic, diabetes clinic, and Coumadin clinic assist people with prescription assistance and disease management. In the past fiscal year the Turning Points clinic improved dental health for 1,343 clients and medical health care for 1,108 clients. These clients were seen during a total of 9,596 clinic visits. Licensed health care providers donated services valued at $854,072.75, general staff volunteers donated services worth $319,456.69 and there were $3,234,034.60 worth of donations of equipment and supplies to the clinic.

IRS990/ProgSrvcAccomActy2Grp/Desc0When you fall behind in your rent, it is a terrifying ordeal. For the clients of our Transitional Development Program (TDP), many go into denial, hoping something will happen to change their situation. Usually it does, in the form of an eviction notice! People not used to reaching out for help or assistance find themselves forced to look for rent and/or utility assistance in order to stay housed and to keep the electricity or gas on. That is the major goal of our TDP program to assist eligible clients with rent and/or utility financial assistance in order to prevent homelessness by keeping them housed. Along with this goes case management, which provides budgeting education (clients are responsible for developing a household budget with the case managers assistance) and information and referral for support programs the client may need either from Turning Points many services or from community partners providing services complementary to our services. The program also assists individuals and families who are currently homeless, (living in shelters, their cars, on the street, or with friends) who are trying to get into housing. Getting a security deposit and first months rent is often difficult for people on a fixed low income, so the TDP has several programs that assist people in this situation. We had two case managers in the past year helping people with Emergency Solutions Grant funding that targets the chronic homeless, those with multiple evictions, and anyone that has barriers to getting housed. Our other two case managers were in charge of grants the Temporary Assistance to Needy Families grant which targets homeless families with children for prevention assistance and our Challenge Grant - which was available to people in need facing crisis situations with housing. All four case managers were able to utilize the Season of Sharing funding, a community resource that is responsible for maintaining hundreds in their housing this past year. It is estimated that approximately 43% of the Manatee County population lives paycheck to paycheck and any deviation in their monthly expenses can cause a household to spiral downward into homelessness. People get behind in payments due to illness (their own or their childs), car accidents, job loss, loss of hours at their place of employment, family violence that requires one person to leave, and divorce, among other reasons. Our case managers were there for the heads of 1,881 households with 4,200 occupants that sought assistance from our TDP program last year. Of these households, 751 households met eligibility requirements and were assisted financially to stay in or acquire new housing. This means 968 adults with 959 children avoided homelessness or were housed. Each household was required to provide verification of their ability to maintain housing after receiving financial assistance, and documentation was provided for income and household occupants.

IRS990/ProgSrvcAccomActy3Grp/Desc0The Open Door Day Resource Center provides a caring place where men, women, and children who are homeless or at risk of becoming homeless can get their basic needs met. While taking advantage of Day Resource services, clients are exposed to the wide range of services available at the One Stop Center, and our goal is to connect them with these services so they can start on a path to independence and stability. Basic services provided include: hot showers, clean clothing and shoes, laundry services, access to restrooms, telephones, fax and computers, free haircuts, mail service, and financial help with prescriptions and procuring legal identification. The Open Door also helps with emergency housing when possible, putting people up in hotels until they are able to meet with a case manager for financial assistance for housing. There is also a free notary service for clients. One of the most critical services provided is assistance with obtaining birth certificates and legal identification. In order to access mainstream services that enable people to achieve stability in their lives, clients must have legal picture identification. Our community partner, Goodwill Manasota, operates a Job Connection office in our Open Door program, enabling people to get comprehensive employment assistance. Their staff and our volunteers assist clients seeking employment with job searches using the computer, writing resumes, and job interview skills. The Open Door also offers transportation assistance either with bus passes for those with medical or employment appointments, or a once in a lifetime gift of a bicycle for them to use. In the past year a total of 5,306 clients were served at the Open Door with 2,200 of them being new clients. Our volunteers and staff assisted clients with 226,523 services during the year while clients were here for 39,255 visits. There were 2,239 clients that were assisted with their food stamp applications or resolution of problems.Our major services partner, Our Daily Bread, is located in the One Stop Center and provides a nutritious daily meal from 10:00 11:30, 364 days a year Thanksgiving being the only day it is closed. They also operate a client choice food pantry in our donation center. This empowers people to be able to have some control over their diet as they are able to choose the food items they receive. This is especially important for those who have dietary restriction, like many of our clients who are diabetic.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Our Yellow Ribbon program targeting services for veterans and their families begins its fifth year of operation on October 1, 2017. This program is funded by a grant from the federal government and focuses on assisting men, women and children with services they need to prevent and end homelessness. The Yellow Ribbon Program provides case management from two dedicated social workers, basic needs services, one on one employment assistance, financial assistance, and support for veterans, all targeted to enabling clients to gain independence and sustainability. Case managers conduct an intensive intake with each client, assessing their needs and providing information, support and referral to community partners when indicated. The program provides approximately 90 households annually with financial assistance for rent and/or utilities, utilizing prevention assistance for families already in housing and a housing first strategy for chronically homeless veterans. Financial assistance is also available for transportation, child care, storage, and other services that may be necessary to help stabilize a family. The ongoing goal is to have enough beds available in the community to house any veterans that are homeless, thus functionally having no homelessness among veterans in our community.

In addition to providing direct services to individuals and families to prevent and end homelessness in our community, Turning Points also is the community leader providing advocacy for issues related to homelessness. Major issues such as education about the need for affordable/workforce housing, what a livable wage is for our community, the importance of providing access to healthcare, and benefits of providing financial education to our low-income population are championed by the organization. Turning Points also provides leadership in bringing awareness to these and other issues related to homelessness, educating the public about the causes of homelessness and what the community can do to effectively address the many causes. With everyone doing their part, we can improve the quality of life in our community and reduce the more than 40% of Manatee County residents living at risk of becoming homeless.
